China and Japan hold the sixth round of high-level consultations on maritime affairs

Haikou, Dec. 10 (Xinhua) -- The sixth round of China-Japan high-level consultation on maritime affairs was held in Haikou, Hainan province, from Dec. 7 to 9.

The Chinese Ministry of Foreign Affairs, the Foreign Affairs Office of the CPC Central Committee, the Ministry of National Defense, the Ministry of Public Security, the Ministry of Transport, the Ministry of Environmental Protection, the Ministry of Agriculture, the State Oceanic Administration, the National Energy Administration, the China Sea Police and the Chinese Academy of Sciences and the Japanese Ministry of Foreign Affairs, the Cabinet Secretary's Office, the Fisheries Agency, the Department of Resources and Energy, the Coast Guard, the Ministry of Environment and the Ministry of Defense were sent to attend.

The two sides held a plenary meeting of the consultative mechanism and four working groups under the mechanism, namely, political and legal, maritime defense, maritime law enforcement and security, and Marine economy, to exchange views on issues related to the East China Sea and explore concrete ways to carry out maritime cooperation.

1. The two sides made positive comments on the sixth round of expert group consultations of the Maritime and Air Liaison Mechanism of Defense departments, and agreed to continue to make efforts for the early operation of the mechanism.

2. The Border Control Administration of the Ministry of Public Security of China and the Japan Coast Guard agreed to further strengthen the channels of exchange of intelligence information in accordance with the relevant agreements signed between the two sides in order to strengthen the exchange of intelligence information and law enforcement cooperation in preventing and combating cross-border crimes such as smuggling, smuggling and drug trafficking.

3. The China Sea Police and the Japan Coast Guard further enriched the existing contact window and reached consensus on using the window to promote information exchange between the maritime law enforcement agencies of the two countries and strengthen personnel exchanges at the working level.

4. The two sides agreed to hold the first meeting of the China-Japan Expert Dialogue Platform on Marine Debris Cooperation before the end of March 2017 to discuss cooperative research on Marine debris monitoring and microplastic toxicity. The two sides also agreed to promote mutual visits and technical exchanges of experts in relevant fields, and hold relevant seminars in the same year.

5. The two sides affirmed the importance of bilateral and multilateral cooperation and coordination on maritime ship safety and pollution prevention.

6. The two sides reaffirmed the importance of signing the China-Japan maritime search and rescue Agreement at an early date and agreed to continue the necessary work.

7. The two sides once again had a candid exchange of views on issues related to the principled consensus on the East China Sea issue and agreed to continue discussions in this regard.

8. The two sides agreed to strengthen cooperation in fishery management.

9. The two sides communicated on issues related to the framework for mutual notification of China-Japan Marine scientific research.

10. The two sides agreed in principle to hold the seventh round of China-Japan high-level consultation on maritime affairs in Japan in the first half of next year.
