Plastic bags were introduced in 1902 and subsequently mass-produced all over the world. But 100 years later, it has been named one of the "worst inventions" of the 20th century and has become a widespread environmental problem around the world. It has been a full decade since the country issued a plastic restriction in 2008, but with the rise of express delivery and take-out industries, new problems have emerged. Recently, the relevant person in charge of the Ministry of Commerce and other ministries told reporters in an interview that some areas and enterprises excessive use of plastic packaging, white pollution problems have a rising trend, e-commerce green packaging technology and management norms industry standards will be released in the near future.

The author has worked in the plastic packaging industry for a long time, it is undeniable that the plastic restriction order has played a certain limiting role in the consumption of plastic bags in China, and the treatment of white garbage has achieved certain results. Relevant data show that as of 2016, the use of plastic bags in China's supermarkets and shopping malls has generally been reduced by more than two-thirds, a cumulative reduction of about 1.4 million tons of plastic bags, equivalent to saving 8.4 million tons of oil; A total of 70 billion plastic bags saved, an average of about 8.75 billion a year. However, we should also see that there are still problems in the implementation of the plastic limit order: first, the regulatory measures and supporting measures are not in place, resulting in the operability of the decree itself is not strong, and the lack of relevant systems and operating rules in the process of coordination and cooperation in the implementation of policies in various departments; Second, the public is not willing to participate in the lack of willingness, unwilling to sacrifice the convenience of life to cooperate with the implementation of the policy, and in supermarkets and other places can buy plastic bags, completely eliminated the free use of moral concerns, but also caused some people's antipathy to the plastic limit order; Third, due to technical restrictions, there is no successful research and development of alternative products that are superior to plastic bags in price and practicality.

Moreover, policymakers failed to foresee that delivery and takeout would become an essential part of urban life a decade from now, creating new challenges for the already poorly implemented plastic restrictions. Data show that in 2016 alone, China's express delivery industry consumed about 14.7 billion plastic bags, China's three major takeout platforms consume at least 7.3 billion plastic packaging a year, adding up to far more than the annual savings of plastic bags, new resources and environmental pressure suddenly increased.

Therefore, how to go down the road of plastic restriction is a major test of the government's ability to "patch" the policy. The e-commerce green packaging technology and management standards mentioned by the Ministry of Commerce is an important means, but compared with the implementation of the previous plastic restriction order, the author believes that to encourage takeout platforms, express delivery enterprises to use green packaging and packaging recycling is only a "palliation", "cure" also requires the state to develop special support policies and incentive mechanisms to encourage enterprises to produce environmentally friendly alternative products. At present, polymer materials can replace traditional plastic packaging bags, and decompose themselves in the biological environment, which is non-toxic to people and the environment, and is worth testing and promoting.

At the same time, encourage the public to participate in supervision, give full play to the active degree of civil organizations in the plastic limit, improve the public awareness of environmental protection, change the public consumption habits, the combination of these measures is the long-term way.
