The Ministry of Environmental Protection announced the results of the air quality inspection in 18 cities
From February 15 to March 18, 2017, the Ministry of Environmental Protection, together with six provinces (cities) including Beijing, Tianjin, Hebei, Henan, Shandong and Shanxi, formed 18 inspection teams with a total of more than 260 people to carry out special inspections on air quality in the first quarter of 2017 in 18 key cities including Beijing, Tianjin, Shijiazhuang, Langfang, Baoding, Tangshan, Handan, Xingtai, Cangzhou and Hengshui in Hebei Province, Taiyuan and Linfen in Shanxi Province, Jinan and Dezhou in Shandong Province, Zhengzhou, Hebi, Jiaozuo and Anyang in Henan Province.
During the inspection, the supervision of government and enterprises was combined, the inspection focus was placed on the district and county level, and the pressure was transmitted to the grassroots level. The inspection team visited and inspected more than 8,500 units and enterprises through inspections by ministers, visits and inquiries, on-site spot checks, night inspections and secret inspections, and found that 3,119 units and enterprises had problems. The main problems are:
1. The emergency plan for heavy pollution weather is not realistic, strict and not implemented
First, it is unscientific. The emergency plan of Tianjin City puts forward emergency emission reduction requirements for 66 key heating units, but it is difficult to implement in reality. Different industries and enterprises in Gu'an County, Langfang City have formulated emergency emission reduction measures in a stereotyped manner. The Jiaozuo Municipal Industry and Information Technology Department did not strictly review the emergency plans of enterprises for heavy pollution weather, and the emergency emission reduction control standards of enterprises were not unified.
Second, it is untrue. The emergency plan for heavy pollution weather compiled by the Planning and Construction Management Bureau of the Management Committee of Lutai Economic Development Zone, Tangshan City copied the plans of other regions, and even the names of other districts and counties appeared in the officially issued documents. Some places have also included "zombie enterprises" or enterprises in a shutdown state in the emergency suspension and restriction list.
Third, it is not revised. The emergency plan for heavy pollution weather was not revised and adjusted in a timely manner as required. All districts, counties and relevant departments in Hengshui City continued to use the requirements of the 2014 emergency plan, and Gujiao City and Qingxu County in Taiyuan City continued to use the 2013 emergency plan.
Second, some air pollution control measures and tasks have not been implemented
First, the task of "zeroing out" coal-fired boilers has not been completed. Most areas are still using coal-fired boilers of 10 tons of steam or less. In some areas, supervision is not strict, and small boilers have not been included in the ledger or the zeroing out is not thorough. In Baoding City, 20 counties (cities and districts) have not yet completed the task of zeroing out coal-fired boilers of 10 tons of steam or less.
Second, the rectification of "scattered, messy and polluting" enterprises is slow. In some areas, the number of "scattered, messy and polluting" enterprises is unclear, the rectification efforts are insufficient, and the elimination and abolition are not in place. The environmental violations of "scattered, messy and polluting" enterprises in suburban villages, urban-rural fringe areas, and remote suburban villages in Beijing are prominent. There are a large number of small manufacturing enterprises in Shijiazhuang City, which basically have no treatment facilities, and emit black smoke and have serious unorganized emissions. There are more than 80 food processing enterprises in two villages in Hequ Town, Ningjin County, Xingtai City, most of which use single-stage gas generators and have no waste gas treatment facilities. In Hebi City, many gravel processing sites, quarries, small cement and other enterprises on the "small, scattered and dirty" list have not been fully banned.
Third, the requirements are not fully implemented. The Tianjin Municipal Commission of Industry and Information Technology was slow to implement staggered production. It was not until late October 2016 that the "staggered production" work plan for the cement, casting and brick kiln industries was issued; 17 of the 34 casting enterprises included in the "staggered production" enterprise list in Jinnan District have never implemented "staggered production". Some districts and counties in Jinan City have not included cement grinding stations, castings and other enterprises in the staggered production list.
Fourth, the control of burning loose coal needs to be strengthened. Jizhou District and Jinghai District of Tianjin City have not completed the task of replacing loose coal; the Municipal Construction Committee has not completed the task of replacing coal with electricity.
Third, corporate environmental violations are prominent
First, the pollution control facilities of enterprises are not operating normally. The relevant enterprises under Beijing BAIC Group do not strictly implement VOCs emission standards, the exhaust gas collection and treatment effects of some branches are not ideal, and the progress of the deep treatment project of varnish lags behind the task requirements. A 20t/h coal-fired boiler of Fengshan Chemical Branch of Jizhong Energy Mining Group in Jingxing Mining District, Shijiazhuang City has no denitrification facilities, and sulfur dioxide and nitrogen oxides are discharged in excess of the standard. Jinan City, Shandong Jinan Xinyang Guangsha Building Materials Co., Ltd. arbitrarily changed the desulfurization treatment process, and the smoke dust was discharged in excess of the standard; Jinan Thermal Power Dingzishan Heat Source Plant discharged smoke dust in excess of the standard; Dongxin New Building Materials Plant's desulfurization facilities were shut down, and smoke was discharged directly.
Second, some enterprises did not implement the requirements for suspension and restriction of production. Zhengzhou Henan Zhongalu Carbon Co., Ltd., Henan Branch of Aluminum Corporation of China, Sinograin Oils & Fats (Xinzheng) Co., Ltd., Henan Xinzheng Coal & Electricity Co., Ltd., Guancheng District Zhengzhou Jinxing Beer Co., Ltd., etc., did not take emergency emission reduction measures as required, and increased emissions or coal burning during the emergency period of heavy pollution weather.
Third, "scattered, messy and polluting" enterprises or enterprise groups violated laws and regulations to resume production. Since mid-March, "scattered, messy and polluting" enterprises or enterprise groups have resumed production in many places. For example, more than a dozen small injection molding factories in Jitun Village, Sunshi Town, Wenan County, Langfang City, many small screw standard parts processing enterprises around Peipo Village, Yongnian District, Handan City, some scattered and messy film and rubber ring enterprises in Shijiazhuang Village, Hedong Office, Taocheng District, Hengshui City, and some coal washing industries in Linfen City have resumed production without environmental protection facilities and environmental protection procedures, and the pollution emissions are prominent.
Fourth, some enterprises refused inspections, which was of a bad nature. For example, Beijing Shougang Cold-Rolled Plate Co., Ltd., Tianjin Da Vacuum Co., Ltd., Langfang Anci District FIH Precision Electronics (Langfang) Co., Ltd., Baoding Xushui District Zaishi Casting Co., Ltd., Xingtai Pingxiang County Yakesi Vehicle Industry Co., Ltd., Cangzhou Mengcun County Huanyu Fastener Co., Ltd., Taiyuan Economic Zone Shanxi Ruifulai Pharmaceutical Co., Ltd., Zhengzhou Aviation Industry Zone Henan Dayou Plastic Industry Development Co., Ltd., Hebi Qibin District Hebi Tourism Complex Project Site, etc., have taken various measures to refuse inspections by environmental protection inspectors.
Fourth, the monitoring data of some enterprises are untrue or even falsified
Hebei Lima Gas Co., Ltd., which is operated by Shijiazhuang Hebei Kuofang Environmental Protection Technology Co., Ltd., Hebei Taiheng Ceramics Co., Ltd., which is responsible for daily operations by Shijiazhuang Fanzhou Environmental Protection Instrument Co., Ltd., Shijiazhuang Yujing Glass Co., Ltd., Wuji County Yangmei Group Shijiazhuang Zhongji Zhengyuan Chemical Co., Ltd., Luquan District Quzhai Cement Co., Ltd., Hebei Jingye Steel Group, Shijiazhuang Baipo Zhengyuan Fertilizer Co., Ltd. and other enterprises all have problems such as untrue or even deliberate falsification of online monitoring data. Baoding Zhongjie Baoding Environmental Protection Energy Co., Ltd., Linfen Longshui Industrial Group Co., Ltd. and others also have problems with distorted monitoring data.
Five, dust pollution problems are relatively common
The dust pollution problems in Chaoyang District, Shunyi District and Fangshan District of Beijing are relatively concentrated. The relevant departments have not taken adequate dust control measures for municipal projects, garden projects, water conservancy projects and demolition projects outside the Fourth Ring Road, and are basically in a state of "no inspection, no one cares". Dust is the second largest source of air pollution in Hengshui City, and nearly half of the construction sites have inadequate dust control. Most county (city, district) governments in Baoding City do not pay enough attention to dust suppression and prevention work, and measures are not implemented. Material yards and storage yards are not covered, and dust problems can be seen everywhere on construction sites and roads. There are many temporary coal yards along the north side of the Yongding Xinhe embankment in Panjiayuan Industrial Zone, Zaojiacheng Town, Ninghe District, Tianjin. Most of them have no wind and dust suppression nets, and dust pollution is serious; the coal piles of Bito Storage Coal Yard, Shenglian Logistics Coal Yard, Tongxin Coal Yard, and Baoletai Storage Coal Yard are basically not covered or covered incompletely.
In addition, some local governments are still relatively inactive and haphazard in environmental protection. Shijiazhuang City has not conducted annual assessments on air pollution prevention and control for municipal departments, and some departments have not deployed or implemented air pollution prevention and control work; the minutes of the mayor's office meeting (No. 49 of 2015) require the city's environmental protection, planning, transportation, development and reform, land, finance and other departments to open a "green channel" for enterprises to install new coal-fired boilers in built-up areas and speed up the handling of various procedures. Some district and county party committees and governments in Xingtai City only aim to complete the work tasks assigned by their superiors, resulting in some environmental problems that have not been solved for a long time. Linfen City Economic and Information Technology Commission, Housing and Construction Bureau, Commerce Bureau, Quality Supervision Bureau, Municipal Coal Industry Bureau and other departments have not fulfilled their environmental protection responsibilities. Some county-level economic and information technology, environmental protection, housing and construction, land and other departments and township party committees and governments in Dezhou City have not investigated and closed enterprises and construction sites that do not implement the requirements of peak shifting and emergency suspension and restriction of production, as well as "scattered, messy and dirty" enterprises, clay brick and tile kilns and other illegal pollution discharge behaviors.
In the next step, the Ministry of Environmental Protection will keep a close eye on the problem, urge local governments to implement rectification measures, and plan to organize a mobile inspection team starting from April to continue to strengthen supervision and inspection of air pollution control work in Beijing-Tianjin-Hebei and surrounding areas.
