Unscrupulous companies use recycled materials to produce civil water pipes
China Economic Net, Beijing, April 11 (Reporter Su Lan) "The whole industry must be alert. How to curb this adulteration behavior from the source is a problem that must be faced. After learning from the pain, we must find out where the problem lies. We are also coordinating with the Ministry of Construction, the Ministry of Finance, and the National Health and Family Planning Commission to discuss good strategies for the development of the industry. Whether it is a bidding issue or a health permit issue, these are urgent matters before us..." At the annual meeting of the Plastic Pipe Professional Committee of the China Plastics Processing Industry Association held in Kunming recently, Qian Guijing, vice president of the China Light Industry Federation, made the whole meeting unusually solemn with his sad words.
Wang Zhanjie, secretary general of the Plastic Pipe Professional Committee of the association, could not help but sigh in the face of such a scene: "The industry has encountered a crisis of development, and the black sheep must be severely punished. People in the industry should also ask themselves, where is their conscience..."
Industry revelations: adulterated pipes have become a quality tragedy
What makes everyone ask where is their conscience? Wang Zhanjie said in an interview with a reporter from China Economic Net that not long ago, CCTV's Focus Interview exposed the "adulterated pipe" incident, and unscrupulous merchants made a lot of money. This not only destroyed the industry, but more importantly, it brought health risks to the public's drinking water.
It is reported that during CCTV's undercover visit, merchants said that "28 material" pipes are cheap and durable. "28" means 20% recycled material and 80% new material. During the interview, when the reporter consulted the staff of the water plant, he found that the so-called 80% new material was just a trick used by merchants to deceive buyers. Moreover, unscrupulous merchants made a big fuss about the recycled materials, and recycled "medical waste plastics", "skin-pulling materials", "green barrel materials", "crushed materials" and so on were reused. What's more, the supply materials for making tap water pipes also include barrel materials that have been filled with chemicals. Those who hear and see it are all horrified.
According to industry insiders, when using green barrels that have been used to store chemicals to make water pipes, you only need to remove the paint and wash them in hydrogen peroxide. In addition, polypropylene infusion bottles and infusion tubes are also on the list of recycled materials in the tap pipe factory. Unscrupulous merchants have lost their conscience in the face of interests.
Wang Zhanjie said that the day after the report was broadcast, after urgent communication, the Plastic Pipe Committee issued an "Emergency Notice on Strengthening Product Self-Inspection by Plastic Pipe Production Enterprises". The "Notice" pointed out that the product quality of many large enterprises in the industry is qualified and users can use it with confidence, but some enterprises do have problems in organizing production in accordance with national standards, and there have been bad phenomena such as adulteration, counterfeiting, and inferior production by using recycled materials and reducing wall thickness.
One-sided pursuit of profits and poor awareness of quality integrity
What is the reason that illegal merchants have lost their conscience and disregarded the people's water hygiene and safety for the sake of profits?
Gao Lixin, director of the Science and Technology Development Promotion Center of the Ministry of Housing and Urban-Rural Development, revealed at the annual meeting that China's plastic pipe industry has developed rapidly in the past 20 years and has achieved great results, but there are still some problems in the development process: some small and medium-sized enterprises have pursued profits unilaterally, have weak awareness of quality and integrity, and use a large amount of recycled materials, regenerated materials and fillers to pass off inferior products as good ones, resulting in low product quality and even quality and safety hazards.
It is understood that in accordance with national quality standards, China's plastic pipe production allows the use of clean recycled materials, but does not allow the use of recycled materials (commonly known as recycled materials). Due to cost considerations and fierce market competition, some companies have been exposed to use recycled materials with no hygienic and safety guarantees as raw materials to produce plastic pipes, especially the production of tap water supply pipes and gas pipes involving personal safety, which has attracted great attention from the whole society.
"When we were familiar with U-PVC (rigid polyvinyl chloride) pipes, U-PVC pipes were brittle and cracked; when we knew FRP pipes, FRP pipes were delaminated and burst; when we fell in love with PE (polyethylene) pipes, PE pipes were made of recycled materials; when we were obsessed with PE drag pipes, they deflated halfway through dragging; when our PCCP (prestressed concrete cylinder pipe) production ranked first in the world, the United States did not use it. Pipes should not become the "pipe tragedy" of the water supply industry." Zheng Xiaoming, director of the Pipe Technology Department of the Science and Technology Committee of the China Urban Water Supply and Drainage Association, said that plastic pipes are undoubtedly the only choice for urban water supply pipes, and they also have broad prospects in the construction of China's water supply network.
For this reason, experts represented by Zheng Xiaoming strongly called for the plastic pipe industry to stop producing counterfeit and inferior products, which is suicidal marketing, and the entire industry must reject disorderly low-price competition.
National regulatory authorities launch special actions to rectify the plastic pipe industry
On the issue of drinking water safety, which is related to the national economy and people's livelihood, various departments will also severely punish unscrupulous enterprises. China Economic Net reporters learned that in order to further strengthen supervision, standardize the production and operation behavior of enterprises, ensure the sanitation and safety of drinking water, and protect the health of the people, the National Health and Family Planning Commission decided to carry out a special rectification action on drinking water transmission and distribution pipes and fittings in China from February to April 2014. The action requires that the relevant departments should be strictly investigated and dealt with in strict accordance with the provisions of the "Law on the Prevention and Control of Infectious Diseases", the "Special Provisions of the State Council on Strengthening the Supervision and Management of Food Safety and Other Product Safety" and the "Measures for the Supervision and Management of Drinking Water Hygiene", and the relevant situation should be reported to the relevant departments.
The action requires that all provinces report the summary of the special rectification action and the "Summary of the Special Rectification of Drinking Water Transmission and Distribution Pipes and Fittings" to the Comprehensive Supervision Bureau of the Health and Family Planning Commission before April 30, 2014, and major cases and important situations should be reported at any time.
In response to the problems reported in Qidu Town regarding the production of plastic pipes, the Wujiang District Party Committee and District Government took it seriously and demanded that they be resolutely investigated and dealt with. Those that should be shut down should be shut down, and those that should be prosecuted should be prosecuted. At the same time, a special group was immediately established with the deputy district chief in charge as the group leader, and the main persons in charge of relevant functional departments and towns (districts) as members, to resolutely crack down on illegal production companies.
The relevant departments in other regions also took this as a warning and took action to prevent problems before they occur. For example, the Cangzhou Municipal Quality Supervision Bureau carried out special inspections on plastic pipe product manufacturers and recycled plastic production companies, focused on the inspection of incoming raw materials and product factory inspections, and conducted random inspections on plastic pipe products for water supply. After the results come out at the end of April, illegal businesses will be severely punished.
