"This is too outrageous, some people ignore the policy of eliminating and dredging low-end industries, and actually are still building and operating open-air waste collection stations. Not only messed up the surrounding environment, but also there are fire protection and personnel safety risks. It should be banned and dismantled as soon as possible." Recently, a reader, Mr. Liu, called to report that in the west end of Louzizhuang Village, Jinzhan Township, Chaoyang District, since March this year, someone has occupied agricultural land to build a waste recycling station, without any licenses and approval procedures, and privately changed the nature of land use.
June 8, the reporter found the scrap station located in the west 500 meters of Louzizhuang Village committee, only to see the scene of cars to cars, machinery rumbling, nearly 6000 square meters of the yard, piled up everywhere like hills of waste steel, steel pipes, iron bars, waste plastic bottles, waste newspapers, woven bags, etc. Several steel processing machines and plastic bottle balers are operating at full power, packing, loading and shipping piles of waste. Sparks from cutting steel can be seen at the scene, while combustible materials such as scrap wood, broken newspapers and plastic bags are scattered and stacked around the machines. Under the wall of the north end of the yard, several simple color steel wood-panel houses were also built, solar water heaters were supported on the roof, and vegetables were placed at the door of the house. Obviously, the operators of the scrap station ate and lived in the market, making the scrap station a typical illegal "three-in one" market.
Reporter and a few workers in the hospital talk that the scrap station is new in March this year, originally the boss accounted for 10 acres of land in the village to set up a steel frame, ready to build storage and transportation warehouse. Later, because the land procedure is illegal, it was stopped. A worker pointed to two rows of huge steel shelves on the site and said, "You see, the warehouse shelves were built, but the walls and ceilings were all needed." He told the reporter that once the warehouse was hopeless, the boss turned the site into a waste collection station to buy, process and transfer all kinds of waste products, using a borrowed waste management license. The reporter asked him, some of the nearby open-air waste recycling stations have been cleaned up, dismantled, how is the business here so prosperous? He answered, the boss said can count day by day, someone to check, and then.
When the reporter investigated and understood the situation on the spot, several people in the scrap station were alert and crowded around, asking what the reporter was doing. They looked a little nervous. The reporter had to lie that he was coming to ask about the price of scrap products, planning to sell broken newspapers, etc. They told the reporter to leave quickly, don't affect their business.
Reporter then called the Chaoyang district land branch office to verify the legitimacy of Jinzhan Township Louzizhuang Village this scrap station land. Chaoyang District Land Bureau replied to the reporter that since March this year, there have been reports to them that someone in the village of Louzizhuang Village committee 500 meters west of the solid trees and rattan vegetable garden occupied farmland to build planting greenhouses, and then changed into a waste recycling station, has been completed, covering an area of about 20 acres of land. The land bureau verified that the waste station did not obtain the relevant land approval procedures, and the preliminary verification found that there was illegal acquisition of waste products, has repeatedly notified the Jinzhan township government to urge rectification. Chaoyang District Land Bureau will further verify and deal with the waste according to law.
Reporter also asked the relevant person in charge of the comprehensive management office of Jinzhan Regional Office, he replied that according to the unified deployment of the Chaoyang District government in the second quarter of this year, it will continue to dismantle illegal construction in the residential area, rural homestead private expansion, rental courtyard, waste collection station and other illegal construction and remove low-end industries, improve environmental quality. After verification, Jinzhan Township Louzizhuang Village of this waste recycling station belongs to the demolition, dredging category, has ordered the village committee to ban the waste recycling station within a time limit.
