The opinions were deliberated and adopted at the 10th meeting of the Commission for Deepening Overall Reform of the CPC Central Committee. They were issued by the National Development and Reform Commission and the Ministry of Ecology and Environment with the consent of The State Council. According to the guideline, three major tasks should be promoted in accordance with the idea of "banning a batch, replacing a cyclic batch and standardizing a batch". First, it is prohibited to produce and sell ultra-thin plastic shopping bags and ultra-thin polyethylene agricultural mulching film. It is prohibited to use medical waste as raw materials to make plastic products. A total ban on the import of waste plastics. The production and sale of disposable foamed plastic tableware, disposable plastic cotton swabs and daily chemical products containing plastic microbeads will be banned step by step. Prohibit or restrict the use of non-degradable plastic bags, disposable plastic products, express plastic packaging, etc., step by step and in different fields. Second, develop and promote green and environmentally friendly plastic products and alternative products, and explore and cultivate new business forms and models that are conducive to standardized recovery and recycling and reducing plastic pollution. The third is to strengthen the classification, recycling and transportation of plastic waste, standardize the resource utilization and harmless disposal of plastic waste, and carry out special cleaning of plastic waste.
According to the opinions, by 2022, the consumption of single-use plastic products will be significantly reduced, alternative products will be promoted, and the proportion of resource and energy utilization of plastic waste will be significantly increased; In areas where plastic pollution problems are prominent and emerging areas such as e-commerce, express delivery and takeout, a number of replicable and popularizable plastic reduction and green logistics models will be formed. By 2025, a management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established, a multiple co-governance system will be basically formed, the level of development and application of alternative products will be further improved, the amount of plastic waste in landfills in key cities will be significantly reduced, and plastic pollution will be effectively controlled.
