Accelerate the comprehensive green transformation of economic and social development

The CPC Central Committee and the State Council recently issued the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development", which made a systematic deployment of the comprehensive green transformation for the first time.

The plenary session proposed to implement a regional, differentiated and precise ecological environment management system. Improve the horizontal ecological protection compensation mechanism. Improve the green and low-carbon development mechanism. Implement fiscal, taxation, finance, investment, price policies and standard systems that support green and low-carbon development, develop green and low-carbon industries, and improve the green consumption incentive mechanism. Accelerate the planning and construction of a new energy system. Improve the work system for adapting to climate change.

The release of the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development" clarified the main goals and implementation paths of the future green transformation. By 2030, the green transformation of key areas will have made positive progress, and green production and lifestyles will have been basically formed. The scale of energy-saving and environmental protection industry has reached about 15 trillion yuan, and the proportion of non-fossil energy consumption has increased to about 25%. By 2035, a green, low-carbon, circular development economic system will be basically established, and green production and lifestyles will be widely formed.

Traditional industries are moving towards "green" to make green the background color of development

Establishing and improving a green, low-carbon, circular development economic system involves all aspects of the economy and society, and is an overall and systematic project. At present, traditional industries such as steel, building materials, printing and dyeing are actively carrying out green transformation, promoting energy-saving, low-carbon and clean production technology and equipment, and making green the background color of development.

At the Shanghai Changxing Island Power Plant, these two large spherical tanks are filled with carbon dioxide, which can store up to about 800 tons. Every day, these carbon dioxides will start their journey on the pipeline and be transported to the Hudong-Zhonghua and Jiangnan Shipyards, about 4 kilometers and 8 kilometers away respectively.

Shen Hao, general manager of Changxing Island Power Plant of Shanghai Power Investment Corporation, said: "Our current stable carbon capture efficiency is 90%. We have accumulated about 12,000 hours of continuous operation, and the total annual carbon dioxide capture has reached 70,000 tons."

The yellow pipes in the shipyard are loaded with carbon dioxide gas, which is a commonly used welding shielding gas in shipyards. Jiangnan Shipyard uses more than 100 tons every day, and the shipyard has also built a carbon dioxide storage station for this purpose. After the project is built, these storage stations will no longer be used, and the carbon dioxide can be continuously transported from the power plant to the shipyard.

Liu Jianfeng, energy commissioner of the production support department of Jiangnan Shipyard of China Shipbuilding, said: "Now that the pipeline is connected with carbon dioxide, it is very stable. Production can be said to be unaffected 24 hours a day, and direct costs can be reduced by about 50%."

It is estimated that after the completion of the second phase of the project, this carbon dioxide capture and utilization project can reduce carbon dioxide emissions by about 100,000 tons per year, which is equivalent to planting 5.56 million trees on Changxing Island.

The green and low-carbon concept is not only reflected in the shipbuilding industry, but many traditional enterprises are also accelerating their transformation. Keqiao District in Shaoxing, Zhejiang is a gathering place for many printing and dyeing enterprises. The reporter came to the dye room of a printing and dyeing enterprise in Keqiao, Zhejiang, and saw rows of boxes filled with different types of dyes. Unlike the manual weighing in the past, now you only need to issue instructions through the screen, and the robotic arm can automatically weigh and dissolve the materials. The dissolved dye will be transported to the dye vat outside through the pipe. The overall stability can be improved by more than 10%.

The technician told reporters that dyeing used to require a lot of water to drive the fabric to color; now the factory has replaced new equipment, and more air is used to drive the fabric to rotate and color. The improvement of this core link not only reduces water consumption, but also reduces energy consumption by about 40% compared with before.

Jin Jing, director of Zhejiang Yingfeng Technology Center, said: "Through the improvement of green technology, for example, the dyeing of polyester-cotton has been reduced from two times to one time, and the original eight hours have been improved to more than four hours, and the water consumption has also been reduced from about 20 tons to 14 tons and 15 tons."

The company has also established an energy consumption and sewage monitoring system, with an exhaust gas treatment rate of more than 97%. The reuse rate of wastewater is about 65%, which can also save the company tens of millions of yuan in expenditure every year.

Fu Shuangli, chairman of Zhejiang Yingfeng Technology, said: "We have brought us intangible benefits through these cost reduction and efficiency improvement, including green and low-carbon. For example, our total sales last year were 1.73 billion yuan, and this year we are expected to exceed 2 billion yuan."

Data show that from January to June this year, the printing and dyeing industry in Keqiao District achieved an output value of 29.8 billion yuan, a year-on-year increase of 10.7%; the comprehensive energy consumption of industrial added value per unit above designated size decreased by 0.7%, and the industry tax revenue increased by 18.7%.

At a construction site in Qingpu, Shanghai, many buildings are in the process of wall construction. The difference is that they are prefabricated buildings. Simply put, the stairs, windows, columns, beams and other modules of the house are produced in the factory and sent to the construction site to assemble them like "building blocks".

The vehicle at the reporter's hand is loaded with prefabricated wall parts that have just been delivered from the factory. This construction method also reduces environmental pollution such as noise and dust, and is a truly green construction method.

Then, the reporter came to a room that has been built, which is a three-bedroom and one-living room. After the construction is completed by prefabricated construction, its sound insulation and thermal insulation performance will be better, the whole room can be maintained at a constant temperature, and energy consumption can be reduced by about 40%.

Doing modular addition and low-carbon subtraction is inseparable from the production link of prefabricated parts. In a prefabricated building factory, automated production lines are producing various prefabricated parts. 40% of the insulation materials used in the factory come from recycled PET plastics, which can effectively reduce the carbon footprint by about 30%.

"Greening" and "intelligentization" have become important directions for low-carbon transformation in the construction field. Data show that the scale of China's prefabricated building market is expected to reach 650 billion yuan in 2024, an increase of about 20% year-on-year.

National Development and Reform Commission: Create a green development highland to increase the supply of green products

The "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development" proposes that by 2030, the scale of the energy-saving and environmental protection industry will reach about 15 trillion yuan. So, how to promote green transformation and where are the opportunities? In this regard, we also interviewed relevant persons in charge of the National Development and Reform Commission.

The National Development and Reform Commission stated that it is necessary to create a green development highland, promote the coordinated development of Beijing, Tianjin and Hebei, and improve the coordinated protection mechanism of the ecological environment. Continue to promote the joint protection of the Yangtze River Economic Belt and explore new paths for ecological priority and green development. We will further promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the integrated development of the Yangtze River Delta, and create a world-class green and low-carbon industrial cluster.

Wen Hua, deputy director of the Environmental and Resources Department of the National Development and Reform Commission, said: "To build a green development highland, we must focus on regional coordinated development on one hand and regional coordinated transformation on the other hand, with the aim of creating a growth pole and power source for green, low-carbon and high-quality development."

In addition, increasing the supply of green products is also a key point in promoting green transformation. In the next step, relevant departments will continue to reduce product energy consumption and carbon footprint levels, encourage the purchase and use of products with low carbon footprints, accelerate the demonstration and application of green and low-carbon advanced technologies, and establish and improve green product design, procurement and manufacturing standards and specifications.

Wen Hua said: "Guide enterprises to promote green design and green manufacturing, especially to increase the promotion of green products in combination with large-scale equipment renewal and consumer goods trade-in work, and continuously increase the market share of green products."

In the process of accelerating the comprehensive green transformation of economic and social development, industrial development will also usher in new opportunities. There is huge room for transformation and upgrading of traditional industries, and the deep integration of industrial digitalization and greening will drive traditional industries to continuously move towards high-end.
