Recently, the Sichuan Provincial Development and Reform Commission issued the "Sichuan Province Renewable Resources Recycling and Utilization Action Plan" (hereinafter referred to as the "Action Plan"), as an important part of the province's "1+N" policy system to promote large-scale equipment renewal and consumer goods trade-in, the "Action Plan" focuses on the four aspects of recycling and sorting of renewable resources, standardized disassembly and processing of renewable resources, safe disposal of hazardous wastes, and high-level recycling and utilization of resources, and accelerates the construction of a "three-in-one" renewable resource recycling and utilization system of recycling stations, sorting centers, and disassembly, disposal and utilization bases.

It is reported that the implementation of the "Action Plan" will improve the level of recycling and recycling of renewable resources in the province, which is of great significance to promoting the coordinated increase of pollution reduction and carbon reduction and developing new quality productivity in accordance with local conditions.

Building a recycling and reuse system for renewable resources, properly disposing of and recycling retired equipment and various types of waste products, is conducive to the implementation of a comprehensive conservation strategy and improving resource utilization efficiency. It is a key link and important measure for Sichuan Province to promote large-scale equipment renewal and old-for-new consumer goods. This "two new" action focuses on equipment renewal in seven key areas and old-for-new durable consumer goods in three categories. A large number of waste products and equipment will be generated, which contain resources such as steel, non-ferrous metals, precious metals, plastics, and rubber, and have recycling and reuse value. Some parts contain heavy metals such as lead and mercury, as well as organic substances such as polyvinyl chloride. Irregular treatment can easily cause environmental pollution. Therefore, strengthening the recycling and reuse of waste products and equipment and standardizing disassembly and disposal is of great significance to promoting the green transformation of development methods and enhancing resource security capabilities.

Improve the recycling network of renewable resources. A sound recycling network is crucial to strengthening the recycling and reuse of renewable resources, and can achieve the effective collection of waste products and equipment. At present, the urban and rural coverage rate of recycling outlets in the province is still low, the category, scale and coverage of recycled resources are insufficient, the sale and disposal of large waste materials such as waste home appliances and furniture are inconvenient, and the recycling channels for industrial equipment are not smooth. The "Action Plan" focuses on the outstanding problems encountered by residents and enterprises in the recycling of waste products and equipment, and proposes to accelerate the construction of urban and rural recycling systems, plan and build a number of recycling sites and sorting centers, promote "replacement + recycling" and "Internet + door-to-door recycling" and other convenient recycling models, promote automobile and home appliance manufacturers to establish a reverse recycling logistics system, strengthen the supply and demand connection of waste industrial equipment recycling and disposal, create a regional second-hand trading market, and further improve the recycling efficiency of waste products and equipment.

Optimize the layout of dismantling and disposal of waste products. At present, there are 5 enterprises in the province that have obtained qualifications for the treatment of waste electrical and electronic products, and the standardized dismantling volume ranks among the top in China; there are a total of 57 qualified scrapped motor vehicle recycling and dismantling enterprises, which recycled and dismantled more than 200,000 scrapped motor vehicles throughout the year. However, the differentiated operation and professional development of dismantling and disposal enterprises in various places are not enough, and agglomeration and scale effects have not yet been formed. The level of dismantling and disposal of some products and equipment is insufficient. In view of the large scale and variety of newly generated waste materials under the background of the "two new" action, the "Action Plan" proposes that all cities (prefectures) should build differentiated and specialized waste material dismantling and disposal centers based on industrial foundation, resource flow and radiation radius, promote the on-site dismantling and disposal of major waste materials in the economic zone, establish professional waste material dismantling and disposal companies, cultivate a group of regional backbone enterprises, encourage qualified enterprises to expand the scale of standardized dismantling of waste electrical and electronic products, and promote the scale and specialization of equipment product dismantling and disposal.

Improve the recycling level of key wastes. First, promote the efficient use of traditional renewable resources. Focusing on traditional fields such as scrap steel, scrap nonferrous metals, and scrap plastics, the Action Plan proposes to implement policies in a classified manner, promote the construction of industrial clusters for deep processing of renewable resources, guide the orderly development of short-process steelmaking, support the layout and construction of recycled aluminum projects in Guangyuan and other places, and support the construction of projects for resource utilization and high-value utilization of plastic waste. Second, strengthen the recycling of new industrial waste. In recent years, Sichuan's power battery, wind power, and photovoltaic power generation industries have developed rapidly, but with the accelerated upgrading of industries and the replacement of equipment, a large number of wastes in emerging fields such as retired power batteries, photovoltaic components, and wind turbine blades have been generated. The Action Plan proposes to increase the research and development and innovation of advanced technologies for the recycling of waste power batteries and the introduction of leading enterprises, build a system for the disassembly, sale, cascade utilization, and recycling of waste power batteries, guide centralized wind power and photovoltaic power generation companies to assume the responsibility for the treatment of retired new energy equipment, and establish a long-term cooperation mechanism for enterprises in the entire chain of new energy equipment. Third, orderly promote the development of the remanufacturing industry. The Action Plan proposes to promote the coordinated development of the upstream and downstream of the remanufacturing industry chain, increase technological research and development innovation, carry out remanufacturing product quality certification, and encourage automobile production and maintenance companies to include remanufacturing products in the after-sales maintenance spare parts system, with the focus on promoting traditional fields such as auto parts, engineering machinery, cultural and office equipment, and new fields such as aero engines, industrial robots, and CNC machine tools, and to encourage automobile production and maintenance companies to include remanufacturing products in the after-sales maintenance spare parts system.

Jointly fight a policy combination to vigorously promote the recycling and reuse of renewable resources

To accelerate the recycling and reuse of renewable resources, it is necessary to make full use of policy support tools, adopt comprehensive measures, and increase support. The Action Plan proposes that, first, strengthen the connection between corporate and financial investment and financing cooperation, and promote the accelerated implementation of key projects by regularly pushing a list of key enterprises and projects to financial institutions. Second, strengthen the guarantee of land use factors and promote the implementation of facilities construction projects such as classified collection, transit storage, sorting and processing of renewable resources. Third, focus on supporting the construction of green and refined dismantling projects such as scrapped motor vehicles and power batteries, and support qualified enterprises to strive for re-loans for scientific and technological innovation and technological transformation. Fourth, implement rewards and subsidies for standardized dismantling enterprises, and encourage qualified enterprises to expand the scale of standardized dismantling of waste electrical and electronic products. Fifth, support excellent enterprises in resource recycling to go public for financing or issue green bonds, and promote the development and growth of enterprises that comprehensively utilize renewable resources.
