Beijing, April 8 (Reporter Ding Huayan) According to the Voice of Economics, a few days ago, the National Development and Reform Commission issued the "Annual Report on the comprehensive utilization of China's resources (2012)" (hereinafter referred to as the "Annual Report"), Summarizes the main achievements and work carried out in promoting the comprehensive utilization of resources in China in 2011, which is the first time for China to release a more comprehensive and systematic annual report on the comprehensive utilization of resources.

The Annual Report is divided into six chapters and 32 sections, introducing China's progress and achievements in promoting comprehensive utilization of resources in four aspects: mineral resources, industrial wastes, agricultural and forestry wastes and renewable resources. Including associated minerals, tailings, fly ash, coal gangue, industrial by-product gypsum, smelting slag, chemical waste residue, construction waste, waste road materials, waste water, straw, forestry residues and sub-small fuelwood, livestock and poultry manure, Marine and aquatic product processing waste, scrap iron and steel, scrap non-ferrous metals, waste paper, waste plastics, waste textiles, waste wood, waste tires, waste electrical and electrical products The comprehensive utilization of 23 types of waste resources, including products and household waste, involves many fields such as mining, power, coal, metallurgy, chemical industry, building materials, agriculture and forestry, light industry, electronics and so on.

The Annual Report points out that in 2011, in accordance with the overall plan for "Improving the comprehensive utilization of Resources" in the Outline of the 12th Five-Year Plan for National Economic and Social Development, all local governments and relevant departments actively introduced policies and measures. By strengthening planning guidance, promoting industrial transformation, advancing key areas, guiding technological progress, improving supporting policies, and popularizing typical models, we have constantly strengthened the construction of systems conducive to the comprehensive utilization of resources, vigorously promoted the comprehensive utilization of resources, and achieved positive results, with a substantial increase in the comprehensive utilization rate of various resources.

In terms of the comprehensive utilization of mineral resources, about one third of China's associated mineral resources have been comprehensively developed. Of the more than 30 useful components associated with ferrous metal ore, more than 20 have been comprehensively utilized; 33 kinds of 45 kinds of associated components of non-ferrous metal ore have been comprehensively utilized; About 70 percent of China's associated metal minerals have been comprehensively utilized, and the amount of metals comprehensively utilized accounts for 15 percent of China's total metal production. 35 percent of China's gold, 90 percent of silver, 100 percent of platinum group elements, 75 percent of pyrite and more than 50 percent of rare metals such as vanadium, tellurium, gallium, indium and germanium come from comprehensive utilization.

In terms of comprehensive utilization of industrial wastes, the annual utilization of bulk solid wastes such as fly ash, coal gangue and industrial by-product gypsum is about 1.5 billion tons. The comprehensive utilization rate of industrial solid waste is nearly 60%, and the annual utilization rate is nearly 2 billion tons. China's installed power generation capacity of coal gangue and slime has reached 28 million kilowatts, equivalent to a reduction of 42 million tons of raw coal mining. About 4.5 million tons of slag steel have been extracted from steel slag, equivalent to a reduction of nearly 17.4 million tons in iron ore mining.

In terms of comprehensive utilization of agricultural and forestry wastes, the comprehensive utilization rate of crop straw reached 71%, with an annual utilization of 500 million tons. Straw husbandry is equivalent to saving 50 million tons of grain, and the use of straw as fuel is equivalent to saving about 84 million tons of raw coal. More than 90 million cubic meters of substitute wood have been saved through comprehensive utilization of agricultural and forestry wastes. The comprehensive utilization of three residues and sub-small fuelwood in forestry reached 190 million tons. China's annual output of biogas has reached 15 billion cubic meters, 400 million tons of organic marsh fertilizer has been produced, and more than 1 billion tons of livestock and poultry manure can be used annually.

In terms of the recycling and utilization of renewable resources, the total recycling of major varieties of renewable resources reached 165 million tons, with a total recycling value of 576.39 billion yuan. The recycling rate of major varieties of renewable resources in some cities increased to 70%. The utilization of scrap steel, scrap copper, scrap aluminum and scrap lead accounted for 13%, 50%, 23% and 42% of the output of that year, respectively. China has more than 100,000 enterprises engaged in the recycling of renewable resources, 300,000 recycling outlets of various kinds, and more than 18 million employees.
