Beijing proposes new rules to promote garbage sorting and redeem points for movie tickets

Garbage classification is a key measure to solve urban sanitation problems. This year, the Beijing Municipal Urban Management Committee will focus on promoting the "two-network integration" of the two recycling systems of "domestic garbage" and "renewable resources", and plans to issue guiding opinions in the first half of the year to effectively improve the level of garbage resource utilization.

Cracking the "mixed loading and transportation" of garbage

Domestic garbage can usually be divided into two categories: one is "sellable" garbage (i.e. recyclables) such as waste paper and plastic bottles, and the other is garbage that cannot be sold (i.e. non-recyclable garbage).

In the past, these belonged to two recycling systems, which were respectively managed by two different government departments. The former belongs to the "renewable resource recycling system" and has commercial attributes; the latter is the "domestic garbage recycling system" and is a public welfare attribute. The two systems operate in parallel. In some residential areas, three garbage bins are usually combined into a delivery station to collect recyclables, kitchen waste and other garbage respectively.

But in fact, the "sellable" garbage has long been sorted out by people, and the recyclable garbage bins are almost useless in many communities. In addition, the current separation rate of kitchen waste is not high, resulting in the three garbage bins mostly filled with mixed garbage, and the collection and transportation personnel can only transport them together.

How to solve the problem of "mixed loading and transportation" of domestic garbage? The relevant person in charge said that this requires opening up all links of garbage recycling, including residents' conscious classification and disposal at the source, classified collection by community cleaning staff, and classified collection and transportation by sanitation and other work teams. Only when they are well coordinated with each other can the status quo be truly changed.

"Two-network integration" coordinated governance

In July last year, the Beijing Municipal Urban Management Committee was established and the management function of "recycling of renewable resources" was included. This year, the Beijing Municipal Urban Management Committee will promote the integration of the two systems (i.e., the recycling system for renewable resources and the recycling system for domestic waste) to achieve full-process management of garbage, and then promote garbage classification, reduction and resource utilization.

According to the relevant person in charge of the Beijing Municipal Urban Management Committee, the "integration of the two networks" is to coordinate the planning and design of the original two systems from the source delivery, collection and transportation system, and the end of disposal and treatment, so as to achieve the integration and unification of delivery sites, the reorganization of the operation team, and the sharing of facilities and sites, etc., to further facilitate residents to classify and sell waste, improve the professional level of the collection and transportation team, and enable different types of garbage to be recycled, reused and reasonably disposed of.

It is understood that in the first half of this year, Beijing will study and issue the "Guiding Opinions on Promoting the Integration of the Two Networks of Garbage Classification and Recycling of Renewable Resources", which will have new measures and requirements in terms of facility construction, system matching, operation team integration, operation standards, policy incentives, etc. At the same time, a number of pilot projects will be launched. At present, it is planned to take the lead in carrying out the pilot project of garbage collection and transportation by "classification, quality and time" in Jinsong Nongguanglizhong Community, Chaoyang District. This year, it is also planned to carry out different types of "integration of the two networks" pilot projects in Dongcheng, Fangshan, Yanqing and other districts.

"Green Card" Exchange for Housekeeping

Jinsong Nongguanglizhong Community in Chaoyang District is a "two-network integration" pilot project established by a renewable resource recycling company. According to the person in charge of the company, "two-network integration" is based on the "Environmental Sanitation Command Center", which is an Internet operation platform that can make management more refined. For residents, each household must apply for a "green card" with personal information to accumulate points, which can eventually be exchanged for rewards.

Nongguanglizhong Community has introduced four mobile collection vehicles, which patrol in their respective areas in the morning and evening every day to ensure that residents of each building can see them within the visible range. Mobile collection vehicles are used to collect renewable garbage and kitchen waste, and accumulate points according to a certain calculation method. For example, a resident carries a bag of kitchen waste, and the recycling staff weighs it first, then swipes the resident's "green card" terminal device. Just enter the weight, and the system can automatically convert it into a score and save it. For example, 1 kg of kitchen waste can accumulate 1 point; 1 kg of waste newspapers and textiles (used clothes, towels, etc.) can accumulate 5 points.

It is reported that in the initial stage of the pilot, in order to increase the enthusiasm of residents, 200 points are equivalent to about 15 yuan, which can be exchanged for daily necessities such as toilet paper and hand sanitizer, as well as movie tickets, housekeeping cleaning, haircuts and other services.

In addition to the front-end garbage classification and collection, Nongguanglizhong Community also connects with the sanitation department to do a good job in transportation and disposal. It is reported that kitchen waste and non-recyclable garbage will be sorted and sent to the nearby garbage building, and then the Municipal Sanitation Group will be responsible for the next step of collection and treatment. Recyclable garbage such as waste paper and plastic bottles can be sent to waste recycling and reprocessing enterprises to open up a green channel for the consumption of renewable resources. The products produced by these enterprises, such as recycled flower pots, paper bags, shopping bags, etc., are planned to be used for residents to redeem points to form a virtuous cycle of renewable resources.
