The Notice requires that local commercial authorities should guide shopping malls, supermarkets and other places to promote the use of environmentally friendly cloth bags, paper bags and other non-plastic products and degradable plastic bags through incentive means such as reward points, encourage the setting of self-service and intelligent delivery devices, and promote the use of degradable packaging films (bags) of fresh products. Accelerate the establishment of market shopping bag centralized purchase and sale system. We will promote the use of biobased, biodegradable plastic bags and other alternative products such as straw-coated lunch boxes that meet performance and food safety requirements in the field of food delivery. Strengthen the management of e-commerce, takeout and other platform enterprises settled in the merchant, formulate a reduction of disposable plastic products replacement implementation plan, promote recyclable, easy to recycle, degradable alternative products.

According to the requirements, by the end of 2020, shopping malls, supermarkets, food packaging and takeout services and various exhibitions will prohibit the use of non-degradable plastic bags; The use of non-degradable disposable plastic straws in China's catering industry is prohibited, and the use of non-degradable disposable plastic tableware in catering services in built-up areas of cities at or above prefecture level is prohibited; By the end of 2025, non-degradable disposable plastic tableware will be prohibited from being used in sit-down food services in built-up areas of counties, and the consumption intensity of non-degradable disposable plastic tableware in take-out areas of cities at and above prefecture level will be reduced by 30%; By the end of 2022, star-rated hotels, hotels and other places in China will no longer actively provide disposable plastic products; By the end of 2025, the scope of implementation will be expanded to all hotels, hotels and homestays.
