Shinji Aoba, a 41-year-old male suspected arsonist, was arrested by police. Sources said the arsonist used to live in Ibaraki Prefecture. Seven years ago (2012), he was arrested for robbing a convenience store in Sakato, Ibaraki Prefecture, and was sentenced to three years and six months in prison.
Aoba is reported to have told the police at that time, "I have the same mood as the Akihabara murderer. I just want to go to prison." He also said: "I considered spraying gasoline on others and setting them alight."
After his release from prison, Aoba lived for a while in a facility for ex-convicts, then moved to an apartment. He suffered from mental health problems and received regular visits. He alerted police last year and this year after several run-ins with neighbours over noise.

On the day of the fire, Aoba poured gasoline on the first floor of the building with a bucket, then set the fire and shouted "death", before police brought him under control. Objects that appeared to be pieces of plastic left behind after the barrel melted and pieces of a lighter were found near the entrance on the first floor of the building.

Police said Aoba had spent time at an Internet cafe in Kyoto City a few days before the incident, and then bought containers, lighters and a cart used to carry gasoline at a grocery store. Aoba has also been caught on camera shopping. A clerk at a gas station near the scene of the fire said that 30 minutes before the fire broke out, a man came to buy 40 liters of gasoline.
