Maintaining the order of the alcoholic beverage market in accordance with the law

During the interview, the reporter learned that some lawless elements, under the banner of certain departments and units, used low-grade liquor to fill, blend, produce and sell so-called "special supply liquor" and "exclusive supply liquor" and other fake liquors to make huge profits, disrupting the normal market order, and consumers suffered greatly.

On April 11, at a large food city in Shuangliu District, Chengdu, Sichuan, a red van was parked at the entrance. Four porters unloaded cartons printed with words such as "Jiangxiang Baijiu" and "Exclusive Supply" from the car and transported them to a warehouse in the food city one after another.

"Open the warehouse door! Now I suspect that you are illegally storing and selling "special supply liquor" and are suspected of illegal and criminal acts." After in-depth investigation and judgment, the police in charge of the case finally determined that this was an illegal sale of "special supply liquor" dens and launched a concentrated net-closing operation.

During the search, the police found that a room was full of cartons marked with words such as "exclusive supply" and "exclusive supply", and video equipment for online live sales was set up next to it.

After further investigation, the Chengdu Public Security Bureau quickly dispatched police to arrest the mastermind Chen and his accomplices.

It turned out that in the process of selling liquor, Chen found that many customer groups had a large demand for "specially supplied liquor" that was "only for internal supply" due to vanity, so he planned to organize the production and sales of the so-called high-end "specially supplied liquor".

"The gang carefully figured out the psychology of some customer groups in packaging design, deliberately simplified the packaging of wine bottles and packaging materials, and marked the words "not for sale" in a conspicuous position, creating a psychological suggestion for consumers that the product is exclusively for internal supply, does not focus on packaging promotion, and only focuses on the quality of the wine, in order to deceive consumers' trust." The police officer in charge of the case introduced.

Not long ago, Hu Ling, a police officer from the Food and Drug Investigation Detachment of the Yibin Public Security Bureau, found that someone had posted a highly suspicious liquor advertisement on WeChat Moments containing the words "specially supplied liquor for a certain unit" and "exclusively supplied by the brand".

Hu Ling was keenly aware that the liquor sold by the WeChat account might be problematic, and immediately contacted He Fengan, vice president of the Yibin Liquor Association, to assist in the identification.

"There is no so-called "specially supplied liquor" or "exclusively supplied liquor" on the market. This liquor is undoubtedly fake." He Fengan immediately made a judgment.

So, where does the liquor come from? Is there an industrial chain behind it? Who is the buyer? The police conducted research and analysis around this clue, and followed the line to track it. An industrial chain from production to packaging and then to sales surfaced.

Then the police simultaneously launched a round-up operation, cracking down on the entire chain and successfully arrested Zhang Mouhan, Zhang Mouluo and others who were suspected of selling counterfeit registered trademarks, and Nie Mouwang and others who were suspected of counterfeiting registered trademarks.

In the den where Nie Mouwang produced fake liquor, the sanitary conditions were poor, and simple tools for filling fake liquor were randomly piled on the ground, and plastic barrels for storing liquor were mixed with miscellaneous garbage.

It is understood that in order to reduce costs, counterfeiting dens are generally chosen in self-built houses in remote rural areas or in dark compartments of private houses. The filling environment is dirty and messy, and the sanitary conditions are not guaranteed at all. They are typical "three-no" products, which seriously affect the health of the masses.

"We purchase packaging materials from other places, and then manually fill the bulk edible alcohol at a price of several yuan per pound, affix "special supply" and "exclusive supply" labels, sell them through the Internet, and use express logistics to ship them to various places." Nie Mouwang confessed to the police the whole process of making and selling "special supply wine".

Wei Jin (pseudonym) from Xuyong County, Luzhou City, bought a few bottles of "special for a certain unit" liquor by chance, ready to entertain friends. He thought he could brag in front of his friends, but he found that he was cheated when he drank it.

The police of Xuyong County Public Security Bureau found that the criminal gang headed by Shu Moumou, which produces and sells fake wine, regularly recycles the original packaging materials of high-end wine brands in many hotels in Chengdu to fill fake wine.

"They even buy other brands of wine directly from the market for filling, or pour bulk wine of the same flavor into the original bottle. The color and aroma are very similar to the real wine, and it is difficult for consumers to distinguish them." The police officer in charge of the case introduced.

What surprised the police even more was that after scanning the QR code in the bottle cap of the seized fake wine, the jump page was almost the same as the official website. Clicking "Receive Red Envelope" actually received a WeChat red envelope.

"WeChat Red Envelope" really exists. Who is paying red envelopes to consumers and who set up the fake website? This case also involves a criminal gang that manufactures counterfeit QR code logos for famous and high-quality wines.

Through big data analysis, the task force found that the jump page was built by an Internet technology company registered by Zeng Mouping and Shi Moujun, and the red envelopes received by consumers by scanning the code were paid through the WeChat merchant account registered by the company.

"In order to make people believe that they bought real wine, we will really pay for the red envelopes by scanning the code. In addition, we use genuine original packaging, which looks exactly the same as the genuine products. Ordinary consumers will not find any problems at all." Shu Moumou explained to the police.

"Such a deliberately designed "special supply wine" counterfeiting and selling network is shocking. In order to obtain high profits, criminal gangs will exhaust all means and use all means. We must severely crack down on governance and make counterfeiters dare not and cannot sell from the root." Shao Boling, deputy director of the Xuyong County Public Security Bureau, said.

The police reminded consumers: "There is no "specially supplied wine" or "exclusively supplied wine" produced under any name on the market. Consumers must be vigilant and do not believe in, let alone buy, the so-called "specially supplied wine" or "exclusively supplied wine". When purchasing alcoholic products, be sure to go through formal channels to avoid being deceived."
