The establishment of Xiongan New Area in Hebei Province is a major decision and deployment made by the Party Central Committee with Comrade Xi Jinping as the core to deepen the coordinated development of Beijing, Tianjin and Hebei. It is a major historical strategic choice, a millennium plan and a national event. In order to fully implement the spirit of the 20th CPC National Congress, thoroughly implement the important instructions and instructions of General Secretary Xi Jinping on the planning and construction of Xiongan New Area, adhere to the concept of green development to guide and promote all work in the construction of Xiongan New Area, and in accordance with the "Planning Outline for Xiongan New Area in Hebei Province" and other documents, the following opinions are put forward on promoting the construction of Xiongan New Area as a model of green development city.
I. General requirements
(I) Guiding ideology Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress, follow the decisions and arrangements of the CPC Central Committee and the State Council, coordinate and undertake non-capital functions of Beijing, give full play to the advantages of Xiongan New Area in building a new city on flat land, strengthen top-level design, focus on overall coordination, promote the urban construction and ecological civilization construction of Xiongan New Area with high standards and high quality, actively and steadily promote carbon peak and carbon neutrality, accelerate the formation of the spatial pattern, industrial structure, production mode and lifestyle of green and low-carbon development in Xiongan New Area, continuously consolidate the results of ecological environment governance, comprehensively improve the level of ecological security and green development, build a model of green development city with harmonious coexistence between man and nature, and establish a model of Xiongan in the new era of beautiful China.
(II) Main Objectives
By 2030, the construction of a model city for green development will achieve significant results, the ecological space pattern of "one lake, three belts, nine areas, and multiple corridors" will be initially established, and the landscape of symbiosis and prosperity between the city and the lake will be basically formed. By 2035, a high-level socialist modern city with green, low-carbon, information-based intelligence, livable and suitable for business, with strong competitiveness and influence, and harmonious coexistence between man and nature will be basically built. The urban greening coverage rate will reach 50%, the water quality compliance rate of important water functional areas will reach 95%, the proportion of blue-green space will be stabilized at 70%, and the air environment quality will be fundamentally improved. The green and low-carbon modern industrial pattern has been initially established, and indicators such as energy efficiency and carbon emissions have reached China's leading level, and water efficiency indicators have reached the international leading level. It has effectively taken over Beijing's non-capital functions and become a new highland for green development and a new benchmark for urban construction.
By the middle of this century, a high-quality and high-level socialist modern city will be fully built, becoming an important part of the world-class urban agglomeration of Beijing-Tianjin-Hebei. Various green ecological indicators have reached the international leading level, and the beautiful environment and livable ecology have become the prominent signs of Xiongan New Area, setting a Chinese model for green and high-quality development.
2. Build a green ecological space pattern and set a model for livable and business-friendly cities
(III) Create a blue-green interweaving, fresh and bright urban ecological space. Build a spatial pattern of "one lake, three belts, nine pieces, and multiple corridors" to form an urban ecological space where the city and lake face each other, the city and green blend together, and the forest and water depend on each other. Create a system of urban space landscape corridors and landscape nodes, use urban forests and group isolation belts to create large-scale green spaces, rely on Baiyangdian, important water systems and wetlands to shape waterfront activity spaces, and build a pleasant and convenient urban park system consisting of large suburban parks, large comprehensive parks, community parks, pocket parks, etc. Focus on the connection and integration of urban greenways, park layouts and open spaces to form an urban ecological landscape with parks in the city, cities in the parks, people in the landscape, and suitable for living and traveling.
(IV) Create a green, low-carbon, healthy and comfortable livable living environment. According to the principle of relatively complete functions and moderate spatial density, improve the national land space planning, and control the long-term development intensity of the new district at 30%. Strengthen urban design management and strengthen the management and control of the new district's appearance. Coordinate planning layout, industry introduction, service supply, housing security and other factors to promote the realization of dynamic and long-term work-residence balance. Scientifically determine the scale, layout structure and supply sequence of various types of housing construction, build a complete community that is safe, healthy, well-equipped and well-managed, and realize the shade of all streets.
3. Build a modern industrial system and set a green economic city model
(V) Form a green and low-carbon industrial system.Adhere to the integration of industry and city, determine production based on water, and improve the spatial layout of industries. Focus on developing new-generation information technology industries, modern life sciences and biotechnology industries, new materials industries, modern service industries, energy-saving and environmental protection industries, and green ecological agriculture, and create high-end green and low-carbon industrial clusters with Chinese competitiveness. Vigorously develop the digital economy and promote the deep integration of the digital economy and the real economy. Raise the threshold for industrial access and strictly prohibit the construction of new high-energy-consuming, high-emission, and low-level projects.
(VI) Promote green, low-carbon and circular production methods.Strengthen the guidance of carbon peak and carbon neutrality goals, and accelerate the intelligent and green transformation and upgrading of traditional industries. Coordinate the use of renewable energy, pollutant emissions, and resource conservation and intensive use, and scientifically plan and build green and low-carbon industrial parks. Strengthen the promotion and application of green technologies, and promote key energy-consuming units to improve energy conservation and carbon reduction levels. Build a waste recycling system. Accelerate the construction of a water-saving society, strengthen the use of public water supply network monitoring technology and equipment, and strictly control the leakage of public water supply network.
Fourth, build a low-carbon and safe energy system and set an example of a green energy city
(VII) Vigorously develop green energy. Carry out the construction of pilot demonstration projects for the comprehensive utilization of green energy and promote the comprehensive development and utilization of renewable energy. Strengthen the innovation of geothermal exploration and development and utilization technology and promote the effective development and utilization of geothermal resources. Promote the construction of new energy microgrids and accelerate the development of new "light storage direct and flexible" buildings. Rationally layout hydrogen energy supply facilities and promote the demonstration and application of fuel cell vehicles in heavy-duty and long-distance transportation.
(VIII) Build a new power system. Build a city-level comprehensive energy dispatching center and set up a smart energy operation and management system that integrates dispatching configuration, operation management and optimization services to achieve multi-source supply and coordinated operation of energy. Build an urban power grid that is fully supplied by clean electricity at all times. On the basis of making full use of renewable energy in the region, introduce green electricity from Zhangbei, Mengxi and other regions and actively participate in green electricity and green certificate transactions. Combined with the needs of power grid peak and frequency regulation, energy storage systems on the power supply side and the grid side are deployed, and user-side energy storage is deployed in data centers, 5G base stations, charging facilities, industrial parks and other scenarios according to local conditions.
V. Build a low-carbon intelligent transportation network and set up a model of green transportation city
(IX) Improve green transportation network facilities. Follow the principle of green transportation priority and build a green intelligent transportation system consisting of walking system, cycling system, public transportation system and urban rail transportation system. Support the construction of transportation and energy infrastructure in Xiongan New Area, and accelerate the layout of new energy vehicle service stations, comprehensive energy stations and new energy vehicle charging stations. Promote the full electrification of vehicles in the public sector of Xiongan New Area, and increase support for the application of new energy vehicles in the fields of public transportation, taxis, law enforcement, sanitation, logistics and distribution. Actively promote various types of green and intelligent ships, and fully complete the clean transformation and utilization of ships. Promote the promotion and application of advanced bio-liquid fuels in an orderly manner.
(X) Improve the level of green transportation management services. Build a traffic big data system with all elements of "people-vehicle-road-environment" to support scientific and refined traffic management decisions. Promote customized bus services such as demand response, promote the standardized and healthy development of small and micro-bus rental, and realize the effective connection of various urban transportation modes. Encourage technologies such as vehicle-road collaboration to be combined with bus operations first, improve bus speed and punctuality, and increase the attractiveness of green transportation.
Sixth, improve the level of energy conservation and carbon reduction in the construction field, and set a model for green building cities
(XI) Comprehensively promote green and low-carbon development of buildings. Strengthen the concept of green development and fully implement green and low-carbon requirements in all aspects of urban and rural planning, construction and management. Strengthen the energy-saving and carbon-reduction design of new buildings, adopt high-efficiency energy-saving and low-carbon equipment, optimize building insulation and heat insulation methods, and widely integrate natural ventilation and lighting, new energy utilization, and reclaimed water reuse technologies. Accelerate the construction of ultra-low energy consumption and near-zero energy consumption buildings, fully realize clean heating, fully implement energy-saving standards of 75% and above for new residential buildings, and fully implement energy-saving standards of 72% and above for new public buildings; fully implement three-star green building standards for new government-invested and large public buildings, and all new civil buildings will meet green building standards by 2025. Organize and implement energy efficiency diagnosis of existing buildings, and comprehensively promote green transformation of buildings. Accelerate the establishment of a building energy efficiency rating system and implement building energy efficiency evaluation.
(XII) Promote green construction methods. Promote the coordinated development of intelligent construction and building industrialization, actively promote prefabricated and recyclable construction methods, and increase the promotion of the application of construction robots. Support the promotion and application of green building materials. Government procurement projects should strictly implement the "Green Building and Green Building Materials Government Procurement Demand Standards" and other standards. Strictly implement green construction standards for construction projects, build green smart construction sites, and build a construction dust control system with full process coverage, comprehensive management, and full responsibility chain. Promote the use of low-noise construction processes and equipment, and promote the construction of automatic noise monitoring systems. Promote the classification and resource utilization of construction waste.
(XIII) Strengthen the management of energy conservation and carbon reduction in building operations. Promote the construction of digital and intelligent operation and management platforms for buildings, establish advanced measurement systems for intelligent terminals and their supporting equipment, and realize real-time measurement of energy consumption, automatic warning of high energy consumption and intelligent regulation. Comprehensively promote the use of high-efficiency energy-using products and equipment, and guide consumers to purchase green home products. Guide owners or property units to establish and improve building energy conservation and carbon reduction management mechanisms to ensure low energy consumption and high energy efficiency operation of energy-using systems under all working conditions. Promote energy cost trusteeship services, and select a number of public institutions with great energy-saving potential to carry out pilot demonstrations. Strictly implement energy use regulations such as indoor temperature control in winter and summer in public buildings, and strengthen supervision and inspection of key places. Promote the integration of water, electricity, heat and gas meters, and accelerate the implementation of heat metering and charging. Promote the overall participation of building complexes in power demand response and peak-to-valley shifting.
VII. Improve the effectiveness of environmental protection and governance, and set an example of a city with a beautiful environment
(XIV) Continue to promote the ecological restoration of Baiyangdian. Adhere to the systematic governance of "controlling sources - intercepting pollution - managing rivers (lakes)", optimize the industrial structure of the river basin, carry out internal pollution control, improve the normalized water replenishment mechanism, and gradually restore the ecological function of Baiyangdian. Continue to promote the construction of key projects such as diverting the Yellow River into Hebei from Baiyangdian, the South-to-North Water Diversion Project, unified dispatching of surface water and recycled water, ecological dredging, ecological restoration, and pollution control. Improve the strategy for the protection and rational use of biological resources, strictly implement the fishing ban system, and maintain the integrity of the lake area ecosystem.
(XV) Improve and perfect environmental infrastructure. Further promote the high-quality construction of "zero-waste cities", carry out pilot demonstration construction of "zero-waste cells", and build a "zero-waste Xiong'an" by 2030. In accordance with the principle of moderate advancement, coordinate the planning and construction of urban sewage, garbage, solid waste, and medical waste treatment and disposal facilities and bases that integrate disposal and supervision capabilities, improve the classified collection and transportation network, and strictly control the risk of odor pollution. Improve the intelligent management level of various environmental infrastructures and promote efficient collaboration and sharing. Build a green and low-carbon benchmark sewage treatment plant, achieve harmless disposal of all sludge by 2035, and achieve 99% of sewage resource recycling rate. Establish and improve a stable and standard operation mechanism for rural domestic sewage treatment facilities, and improve the rural garbage collection, transportation and disposal system.
(XVI) Continue to promote comprehensive environmental governance. Implement the most stringent motor vehicle emission standards, strictly regulate non-road mobile sources, and take the lead in establishing mobile source pollutant low emission control areas in China. Strengthen the three-dimensional management of surface and groundwater environment, and strictly monitor and prevent ground subsidence. Implement classified management of agricultural land, strengthen risk control and safe use of contaminated plots of cultivated land and construction land, and strengthen environmental management of chemicals and control of new pollutants. Build an intelligent management platform for ecological environment governance to achieve real-time monitoring, analysis, early warning and online management of environmental pollution sources and environmental protection equipment and facilities. Promote the implementation of noise pollution prevention and control actions and strengthen noise pollution control.
VIII. Strengthen the cultivation of ecological civilization awareness and set up a model of green cultural city
(XVII) Strengthen ecological civilization publicity and education. Carry out extensive popularization of ecological civilization knowledge, promote ecological civilization propaganda and education with Xiong'an characteristics into government agencies, schools, communities, and enterprises, and expand the propaganda and education scenes. Xiong'an New Area will be used as a long-term venue for China Ecological Day activities in Hebei Province to deepen the popularization of Xi Jinping's ecological civilization thought, improve the ecological civilization awareness of the whole society, and enhance the ideological and behavioral awareness of the construction of ecological civilization for all people.
(18) Advocate a green and low-carbon lifestyle. Continue to carry out green life creation actions, promote a simple, moderate, green, low-carbon, civilized and healthy lifestyle, promote the reduction and classification of domestic waste, save electricity and water, encourage residents to use green products such as environmentally friendly recycled products, and reduce the use of disposable plastic products. Carry out actions to practice thrift and oppose waste, resolutely stop food waste, and standardize unreasonable consumption behaviors. Establish a carbon account system for enterprises and individuals in Xiong'an New Area, establish a carbon universal mechanism, guide and encourage users to consume green, travel low-carbon, and actively participate in green public welfare activities.
IX. Strengthen the R&D and promotion of green technologies and set an example of a city of technological innovation
(19) Actively build a highland of technological innovation. Support Xiongan New Area to undertake scientific research institutes and innovation platforms that are conducive to green development and are relocated from Beijing. Encourage key enterprises and scientific research institutions to carry out collaborative research on key technologies and key equipment in key areas of green city construction, such as aerospace information, vehicle-road collaboration, and green buildings. Support a number of key scientific research projects for green development through the Xiongan New Area Science and Technology Innovation Project. Actively serve Beijing's function as an international exchange center, actively build a platform for foreign innovation and cooperation, and promote the full supply and deep integration of various elements of scientific and technological innovation.
(20) Strengthen digital technology to empower green development. Strengthen the construction of digital city infrastructure and promote the deep integration of new generation information technology and urban infrastructure. Deepen the pilot construction of the national land space planning implementation monitoring network and improve the level of online management of the entire cycle of planning preparation, approval, implementation, and supervision. Based on the construction of the urban computing center, Xiongan New Area comprehensive data platform, unified and open platform of the Internet of Things, basic information platform of national land space, urban information model platform, and video one network platform, we will improve the smart transportation system in the field of urban governance, promote the construction of smart communities in the field of people's livelihood services, build data supercomputing systems in the field of industrial economy, and build smart environmental protection systems in the field of ecological and environmental protection, so as to realize the interconnection and sharing of data and information in various fields. By 2035, the level of smart urban infrastructure will reach 90%.
10. Improve the system and mechanism of green development and set up a model of institutional innovation city
(XXI) Improve the policy system. Focusing on the construction of environmental infrastructure, the development of green and low-carbon industries, and the conservation and intensive use of resources, we will closely combine the actual situation of Xiongan New Area and improve the policy system to support green development. We will implement tax incentives related to energy conservation and environmental protection, the residential tiered electricity, gas and water price system, and the dynamic adjustment mechanism of sewage treatment fees.
(XXII) Improve the market mechanism. Encourage Xiongan New Area to strengthen green finance exploration and practice, and carry out climate-adaptive city pilot projects and climate investment and financing pilot projects. Support Xiongan New Area to serve China's voluntary greenhouse gas emission reduction trading work and encourage business entities to participate in carbon emission reduction activities. Encourage financial institutions to increase support for Xiongan New Area's green development and promote Xiongan New Area to make good use of various green financial products such as green credit, green bonds, and green insurance. Support qualified green and low-carbon development and transformation projects to issue real estate investment trust funds in the field of infrastructure. Support Xiongan New Area to take the lead in breakthroughs in the application of advanced energy technologies, institutional and mechanism innovation, optimize peak and valley time-of-use electricity prices, participate in the construction of the national green electricity certificate trading platform, and promote green electricity consumption.
Xiongan New Area should establish and improve the working mechanism, earnestly perform its main responsibilities, and implement various tasks. Relevant departments of the State Council should strengthen guidance on Xiongan New Area's construction of a model city for green development. Beijing and Tianjin should take the promotion of Xiongan New Area to build a model city for green development as an important task of the coordinated development of Beijing, Tianjin and Hebei, and actively support it.
