On October 22, when answering Tan Lin, a member of the Environmental Protection Committee of the People's Congress of China, about express delivery packaging waste, Ma Junsheng, director general of the State Post Bureau, said that the express delivery industry has played a positive role in reducing circulation costs, serving production and life, supporting e-commerce and expanding employment. At the same time, the way of development is still relatively extensive, especially the continuous increase of express packaging waste, the social response is very strong, and the requirements of the Party Central Committee, the people's expectations there are still many gaps.

Ma Junsheng said that the State Post Bureau will seriously implement the solid waste law, e-commerce law and other legal provisions, adhere to the people-centered, implement the new development concept, strengthen efforts from five aspects, and further strengthen the green governance of express packaging:

First, pay attention to summing up effective practices, and increase efforts in "consolidation". In view of the main problems existing in express packaging, in the past 3 years, the State Post Bureau has taken targeted management measures, and achieved phased results in promoting the electronic delivery of express waybills, the slimming of packaging tape, the recycling of transit bags, and the standardization of packaging operations. The next step is to sum up effective practices, achieve full coverage of electronic waybills, recyclable transit bags and slimming tape as soon as possible, strengthen the control of plastic pollution in the industry, and gradually stop the use of non-degradable plastic bags and disposable plastic woven bags in key areas.

The second is to pay attention to optimizing express packaging and increase efforts in "reduction". Strengthen collaboration with upstream industries such as manufacturing and e-commerce, promote the integration of product packaging, sales packaging and express packaging, and significantly reduce secondary packaging. Promote the use of low-gram weight, high-strength packaging and tape-free packing boxes, and reduce stuffing through the optimization of packaging structure. Continue to promote reduction, strengthen excessive packaging and arbitrary packaging treatment.

Third, focus on innovative application models and intensify efforts on "circulation". Vigorously promote the construction of recycling facilities at the end of express packaging, and constantly improve the reuse proportion of waste cartons with good quality. We will actively promote recyclable packaging, and give priority to the use of folding, recyclable and reusable packaging boxes in the same city, fresh, warehouse and other business areas. We will work with relevant departments to carry out pilot projects for the large-scale application of circular packaging, cultivate circular models, and enhance the scale of application.

The fourth is to pay attention to the performance of statutory duties and intensify efforts in "supervision". To strengthen supervision and law enforcement, the implementation of "double random, one open" supervision, regular investigation, and serious investigation of all kinds of violations involving express packaging. Promote green certification, carry out assessment and evaluation, incorporate express packaging violations into industry credit management, and promote delivery enterprises to implement the main responsibility for pollution prevention and control.

Fifth, pay attention to the construction of a co-governance system, and increase efforts in "coordination". We will improve the system of regulations, standards and policies that are compatible with the green concept, strengthen coordination with relevant departments and local governments, and form a joint force for joint management. Promote the organic connection between production, university and research, and promote the innovation of express packaging products, technologies and models. Strengthen publicity and guidance, and build a social governance system for express packaging that everyone has responsibilities and responsibilities.
