Nowadays, online shopping has become an important part of People's Daily life. But while it is convenient for people's lives, the resulting express delivery waste also brings severe challenges to the ecological environment.
The design, manufacturing and recycling of packaging materials in e-commerce, express delivery, takeout and other industries is one of the key contents of the law enforcement inspection of the Standing Committee of the National People's Congress on the Prevention and Control of Environmental Pollution by Solid waste.
On April 11, the Law enforcement inspection team of the Standing Committee of the Chinese People's Congress on the Prevention and Control of environmental pollution by solid Waste came to Changsha City, Hunan Province, Wangcheng District, Hunan Jingbangda Logistics Technology Co., LTD. Entering the warehouse, several different kinds of express packages are spread out. Among them, a green recyclable Courier turnover box attracted the attention of the inspection team. Different from the traditional express carton, this express box does not need tape packaging, can be recycled at the same time does not produce any disposable packaging garbage, and realize the whole process of recycling packaging monitoring. At present, the project has been promoted in Changsha City, and the monthly average use of about 1000 boxes from the source of warehousing and delivery.

In order to strengthen the prevention and control of solid waste pollution in emerging industries, Hunan Province has in-depth carried out special control of excessive packaging of mail express, encouraged and promoted e-commerce express packages no longer to be packaged twice, and continued to increase the recycling of express packaging. As of the end of last year, the use rate of slimming tape in Hunan province was about 95%, the non-secondary packaging of e-commerce pieces reached 86%, and the use rate of circular transit bags exceeded 90%.
But in the express price war of the moment, basically each piece to "points" set the world, the use of high degradation rate packaging bags will increase the cost of 0.1 to 0.5 yuan per piece, for enterprises, will undoubtedly increase the competitive risk of promotion and use.
"This does bring us a certain cost pressure." The person in charge admitted that if the government can formulate some subsidy policies, it may play a certain incentive role for enterprises.
The law enforcement inspection, there are local reflection, due to the lack of policy supply, the implementation of the main responsibility of the enterprise is not in place, the upstream and downstream governance is not coordinated, the relative lack of green supply and other reasons, the current express delivery industry packaging use there are still many problems.
For example, due to the low comprehensive recycling reuse rate, the recycling system has not been effectively established, and the express packaging waste has not been comprehensively recycled. It is estimated that the overall recycling rate of packaging waste is less than 20%, and the actual recycling rate of tape and plastic in express delivery waste is less than 10%. The commonly used stuffing, plastic bags and tape in express packaging are still dominated by non-naturally degradable substances. Some recyclable cartons cannot be quickly recycled by express outlets.
For another example, the problem of excessive packaging has not been effectively eradicated. Some e-commerce platform protection with too much filler, packaging tape is too long and other phenomena are still common. Individual users also have the problem of excessive packaging due to insecurity. In addition, due to cost reasons, most e-commerce, especially clothing and other sales manufacturers still choose specific substances and heavy metals exceed the standard of "black bag" packaging. The inspection found that the proportion of some e-commerce customers using environmentally substandard packaging bags is still more than 40%.
"It is recommended to fully promote the use of circular transit bags, push down from the headquarters of various express companies, and do not allow the use of disposable woven bags. At the same time, control from the source of production, gradually phase out disposable plastic bags, and systematically let them withdraw from the express market." Combined with the actual work, the relevant staff of the market supervision department of Yueyang Postal Administration put forward specific suggestions.
Hunan Provincial Postal Administration suggested the implementation of territorial responsibility, the establishment of express packaging pollution control fund allocation mechanism, balance the distribution of large provinces and large provinces.
