Huan County, Qingyang City, is one of the major counties in Gansu Province that "plant crops with plastic film". Nearly 10,000 tons of waste plastic film are produced each year, and the "white pollution" situation was once severe. In recent years, Huan County has taken the construction of the renewable resource recycling network system in the "New Network Project" of the supply and marketing system as a starting point, and in accordance with the goal of "county-level processing enterprises, township-level recycling stations, and village-level recycling points", it has built 10 waste plastic film primary processing enterprises and more than 50 recycling outlets. The amount of waste plastic film recycled has increased from more than 2,000 tons in 2011 to more than 8,200 tons in 2014, and the recycling rate has increased from 20% to about 80%. The annual total output value has exceeded 7.1 million yuan, and it has helped farmers increase their income by more than 2.7 million yuan, achieving good ecological and social effects.

"It used to be all over here. Now I can't see it anymore, it's all turned into money!" Yao Wenhu, with sweat on his face, pointed to the wires in the air and said. There is an agricultural tricycle parked on the side of the road. It was awarded to him by the county supply and marketing cooperative. Last year, he picked up and recycled more than 100 tons of waste plastic film. In Huan County, there are nearly 80 big pickers like Yao Wenhu.

"These are the heads of the outlets we developed using the grassroots communities. Usually they do the work themselves, and in the busy spring and autumn seasons we have to hire people to pick up waste film." Niu Weizhe, deputy director of Huanxian Supply and Marketing Cooperative, said that this year the film-covered area in Huanxian has reached 1.3 million mu, and the total amount of waste agricultural film is nearly 10,000 tons. The distribution is wide, the volume is large, and the task is heavy. All recycling outlets work from dawn to dusk. "Waste agricultural film is buried underground and is difficult to degrade, which damages the soil. It is discarded at will, which pollutes the environment and damages the image. It is incinerated, which pollutes the air and is harmful to health. At present, the best way to deal with it is recycling."

"The supply and marketing cooperatives have achieved full coverage of key film-covered areas by jointly planning and building outlets with townships, villages and groups, and unified standards. A four-level linkage mechanism for the recycling of waste agricultural film has been established at the county, township, village and household levels." Dai Zhongwen, director of Huanxian Supply and Marketing Cooperative, introduced. For long-term development, the Huan County government has formulated the "Huan County Waste Agricultural Film Recycling Fund Subsidy Measures" and the "Huan County Waste Agricultural Film Recycling and Utilization Management Measures (Trial)", which clearly stipulate that the county supply and marketing cooperative is responsible for the waste film recycling management and the review and handling of the fund subsidy procedures. The county finance bureau issues funds to each recycling outlet. For every ton of pure waste film recycled by the outlet, the county finance will provide a subsidy of 200 yuan, and according to the distance of the waste film transportation of the outlet, a freight subsidy of no more than 300 yuan per ton will be provided. Since 2013, the waste film recycling subsidy funds in Huan County have been increased from 675,000 yuan to 1 million yuan.

"In the past, you could give the people a pack of cigarettes or toothpaste or washing powder in exchange for waste mulch. Now it is not possible. The people pick up the mulch themselves and send it directly to the recycling point or sell it at the market price in the field." Dai Zhongwen said that in the busy farming seasons of spring and autumn in recent years, tricycles, tractors and cars loaded with waste agricultural film can be seen everywhere on the urban and rural roads in Huan County. Li Shihong, manager of the recycling point of Ruili Plastics Processing Factory in Gaozhai Village, Mubo Town, said: "During the peak period of purchase, we purchase at least 50 to 60 tons a day, and up to 100 tons."

After handing over the waste agricultural film in the contracted area, Bai Quanpeng, the person in charge of the recycling point in Zhouwan Village, Mubo Town, drove the recycling truck distributed by the supply and marketing cooperative into the mountains to pick up and purchase. If the truck could not reach the place, he would carry it on his shoulders. He said that he could sell a truckload of waste agricultural film for more than 300 yuan, and the county government could subsidize nearly 500 yuan per ton, and the annual income could reach 70,000 yuan.

Su Zhiting, deputy director of Huanxian Supply and Marketing Cooperative, introduced that in order to make the recycling price relatively fair, the county supply and marketing cooperative has determined the guidance price for the recycling of waste agricultural film, and formulated a net price of 0.4 yuan per kilogram for door-to-door recycling at the recycling station, 0.5 yuan per kilogram for farmers to sell at the station, and 100 yuan per cubic meter for the station to the processing plant, taking into account the interests of the processing plant, the recycling station and the farmers. At the same time, the supply and marketing cooperatives have distributed recycling vehicles and scales to 20 township recycling stations with high construction quality and outstanding achievements to support mobile recycling.

A large amount of waste mulch film enters the crusher through the conveyor belt, begins to be washed, rubbed, crushed and dried, and is immediately transported to the high-temperature melting box to become liquid, and then quenched in the cooling tower--after "rebirth from the ashes", the waste mulch film is transformed into polyethylene high-pressure PE particles, which become raw materials for building materials such as aluminum-plastic panels, thereby realizing recycling and reuse. At present, Huan County has laid out and built 10 primary processing enterprises for waste agricultural film. "All processing enterprises are market-oriented operations, the government provides certain support, and the cooperatives provide assistance." Liang Peng, deputy director of the Qingyang Supply and Marketing Cooperative, said.

Niu Weizhe further introduced that according to the relevant provisions of the "Huan County Waste Agricultural Film Recycling and Utilization Management Measures (Trial)", all enterprises that have built their own recycling outlets and recycling teams in the county will implement a new mechanism of financial subsidies to improve efficiency. For every ton of recycled PE particles produced and sold by the enterprise, a waste agricultural film recycling fund subsidy of no less than 1,500 yuan will be given.

In order to reasonably arrange outlets and processing enterprises in the 21 towns and villages in the county, the county supply and marketing cooperative actively coordinated some processing enterprises to relocate to other towns to establish renewable resource utilization enterprises, and at the same time attracted social talents to establish plastic film recycling and processing enterprises. From the map of waste plastic film recycling and processing outlets in Huan County, the geographical layout of each acquisition outlet and 10 processing enterprises is reasonable. Ruili Plastic Processing Factory is a plastic processing enterprise integrating recycling, processing and utilization. The company undertakes the task of building a national agricultural clean production demonstration project, and its production and processing are extending from primary to high-end. "The raw materials are very sufficient, and the government also subsidizes the finished products produced and processed." said Li Shihong, the head of the company.

While Huanxian County is doing a good job in implementing the county-level support policies, it is also actively applying for central, provincial and municipal support policy projects related to the recycling and utilization of waste agricultural films. From 2011 to 2014, the county supply and marketing cooperative took the lead in striving for a total of 13.3 million yuan in special subsidies for the recycling of waste agricultural films from the state, provinces and cities. Last year, 9.8 million yuan was obtained for the national agricultural clean production demonstration project, ranking first in the province and fourth in China. The project funds have achieved a win-win situation of protecting the ecological environment, recycling resources and increasing farmers' income, and realized the synchronous development of ecological, economic and social benefits.

In order to ensure the long-term and effective progress of the recycling of waste mulch films, Huan County has formed a set of working models through several years of exploration, that is, "the leading role of processing enterprises, the collection of recycling outlets, the responsibility of townships and towns, the full supervision of the supply and marketing departments, and the financial subsidies of the financial departments".

"In the two links of waste film recycling and utilization, the supply and marketing cooperative, as the leading unit of ground film recycling, has carried out strict supervision and management, and implemented two-way supervision on the purchase of waste agricultural film by processing enterprises and the sales of recycled PE particles." Dai Zhongwen said that the supply and marketing cooperative has formulated a "four-unification" system for the purchase time, purchase standards, purchase price, and purchase receipts when the outlets sell waste film to enterprises. Two people are stationed in each enterprise to conduct on-site purchase supervision and jointly sign the issued unified special receipts. The outlets use the receipts to go to the county supply and marketing cooperative to handle the waste film recycling fund subsidy procedures. For the sales of recycled PE particles of enterprises, the county supply and marketing cooperative sends personnel to the site for supervision before shipment and loading, and then jointly sign and approve on the weighing slip. Within 10 days after shipment, the enterprise needs to submit three pieces of evidence, namely, the weighing entry slip issued by the buyer of recycled PE particles, which is stamped with the official seal, signature, office phone number, and mobile phone number of the person in charge, the receipt of goods, and the bank fund transaction voucher to the county supply and marketing cooperative. The county supply and marketing cooperative verifies the authenticity, and then reviews it according to the official monthly production electricity bill of the enterprise before cashing the waste agricultural film recycling fund subsidy to the enterprise's recycling site.

"During the concentrated purchase period, all the cadres and staff of the supply and marketing cooperative went to the purchase site of the enterprise for supervision, and the fair amount was quantified and the invoice was paid on the spot, which ensured fair trading and recycling order." Niu Weizhe said that he was so busy that he had no time to eat!

At the key time points of film peeling and covering in spring and autumn every year, the county organizes outlets across the county to go to villages and households to carry out centralized recycling, so as to clean up the fields and follow up on recycling at the same time, focusing on the concentrated areas of residual film in the fields and scattered areas such as along roads and around villages. With the help of county and community outlets, in the peak recycling season, "thousands of households pick up, thousands of troops recycle, and many companies process and utilize".

Since 2012, the county party committee and county government have included the recycling of waste agricultural film in the annual target management responsibility system assessment of townships. The county community supply and marketing cooperative is responsible for the specific assessment work and the assessment results of the previous year are delivered at the county economic work conference. Since 2011, the county government has rewarded the recycling outlets and processing enterprises with advanced work in the recycling of waste agricultural films, and the county finance has used 455,000 yuan in reward funds for the recycling of waste agricultural films. Yao Wenhu, Bai Quanpeng, Cao Jianhong, Li Chenghong and others won awards on behalf of the recycling outlets and processing enterprises, with a prize of 10,000 yuan. Currently, the county has built 23 standardized waste agricultural film recycling stations in towns and 54 simple recycling points at the village level. It has also sought funds from various sources to purchase and distribute 43 tricycles for recycling waste agricultural film. The county supply and marketing cooperative has supported 6 light trucks. So far this year, 4,420 tons of waste agricultural film have been recycled and 1,130 tons of plastic particles have been processed.
