In 2003, a high-tech company in Shenzhen under the General Armament Department was ready to be sold. Liang Guangwei saw its potential and completed the acquisition with 20 million yuan. This company later became the predecessor of Huaqiang Cultural Technology Group. When Huaqiang's technology industry was already doing well, Huaqiang Group decisively entered the cultural industry with its advanced vision and keen sense of the times. The combination of technology and culture has made Huaqiang Culture and Technology Group a rising star. It has obtained more than 200 patents and copyrights outside China, formed a product structure with digital movies, digital animation, cultural and technological theme parks as the main body, and established a diversified market platform such as publishing, cinema chains, and theme parks; Huaqiang's circular screen 4D cinema has been exported to more than 40 countries, and the "Fantawild Happy World" theme park designed and built independently has been exported to South Africa, Ukraine and other countries, making China the second country after the United States to have the ability to design, manufacture and export large-scale cultural industry theme parks.

The cultural industries of the United States, Germany, Britain, France, and Japan account for 65% of the world's market share. The development momentum of China's cultural industry is also quite rapid, contributing 5.5% to the growth of the total economic volume in 2012, and gradually becoming one of China's pillar industries. After a comprehensive analysis of the external situation in China, he judged that it is the best time for Huaqiang Group to develop the cultural and technological industries.
In Liang Guangwei's view, in the global competition, transnational cultural industry groups have begun to become an important force affecting the layout of the international cultural industry, and have shown two new trends: one is the trend of industrial integration. Mergers and acquisitions between cultural industries and other industries are very frequent, and a new situation of mutual integration of media, entertainment, tourism, publishing and other industries has begun to form, and a large number of new cultural industry groups have emerged; the second is the trend of spatial aggregation.
