The task of this clean-up and rectification is to ban a number of illegal recycling enterprises with serious pollution according to law, focus on the rectification of processing and utilization centers, and standardize and guide the healthy development of recycling enterprises.

Recently, the Ministry of Environmental Protection jointly with the Development and Reform Commission and other five ministries and commissions issued the "Notice on jointly carrying out electronic waste, waste tires, waste plastics, waste clothes, waste appliances dismantling and other recycling industries clean-up and rectification." Qiu Qiwen, director of the soil and Environmental Management Department of the Ministry of Environmental Protection, answered questions from reporters on the background, main goals and tasks of the clean-up and rectification.

The person in charge introduced that in recent years, environmental law enforcement inspections have found that many solid waste recycling enterprises are small in scale, low in pollution control, abnormal operation of pollution control facilities and other environmental violations are prominent, and some localities neglect to supervise renewable resources recycling processing and utilization enterprises, and even allow foreign garbage to enter the country for illegal processing and utilization. Many solid waste collection and distribution centers have become hiding places for foreign garbage, causing serious environmental pollution and strong public reaction, posing a threat to China's ecological environment security and people's health.

In order to fully implement the Implementation Plan for the Reform of the Management System for the Import of Solid Waste by Prohibiting the Entry of Foreign Garbage, strengthen coordination and cooperation among departments, and exert joint efforts in overall supervision, The Ministry of Environmental Protection, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Commerce and the State Administration for Industry and Commerce, carried out a five-month nationwide clean-up and rectification of recycling industries such as electronic waste, waste tires, waste plastics, waste clothes and waste household appliances, comprehensively rectified solid waste collection and distribution centers, and eliminated hiding places of foreign garbage. The person in charge introduced the main goals of the clean-up and rectification: First, adhere to the problem orientation, urge the local clean-up and rectification of electronic waste, waste tires, waste plastics, waste clothes, waste appliances disassembly and other recycling, crack down on illegal behaviors to improve the management level of the recycling industry; The second is to strengthen environmental law enforcement, ban a number of serious pollution, the masses reflect strongly illegal processing and use of small workshops, "scattered pollution" enterprises and distribution centers, enhance the people's sense of gain; Third, regulate the green development of enterprises, guide relevant enterprises to adopt advanced and applicable processing technologies, cluster development, and concentrate on the construction and operation of pollution control facilities to prevent pollution of soil and groundwater.

Talking about the impact of this clean-up on China's renewable resources utilization industry, the person in charge said that since the "Twelfth Five-Year Plan", although China's renewable resources recycling industry has achieved considerable development, but the current construction of China's solid waste recycling system is still lagging behind the development needs of solid waste processing and utilization industry. Renewable resources processing and utilization enterprises are mostly "scattered, disorderly, dirty" enterprises, low level of pollution control, most even no pollution control facilities, serious pollution of the local atmosphere, water, soil environment. Through this cleanup and rectification, we will eliminate backward and excess production capacity, accelerate the transformation and upgrading of China's solid waste recycling industry structure, improve the infrastructure for recycling and utilization of renewable resources, effectively raise the level of development of China's solid waste recycling industry, and provide strong support for building a beautiful China and a moderately prosperous society in an all-round way.
