Huang Runqiu presided over the Kunming Foundation Council meeting and attended a series of side events

From October 21 to 24 local time, during the 16th Conference of the Parties (COP16) to the Convention on Biological Diversity (hereinafter referred to as the Convention) in Cali, Colombia, Minister of Ecology and Environment Huang Runqiu presided over the meeting of the Board of the Kunming Biodiversity Fund (hereinafter referred to as the Kunming Fund) and attended a series of side meetings. To carry out in-depth international exchanges and cooperation in biodiversity conservation, and actively promote the global biodiversity conservation process.

On the morning of October 24, Huang Runqiu and Anderson, Executive Director of the United Nations Environment Program, co-chaired the second meeting of the Kunming Fund Council. He expressed his gratitude to the members and observers of the Board of the Fund for their support and assistance, and looked forward to the Fund achieving its target as scheduled and promoting the better and faster implementation of the Kunming Framework.

The meeting reviewed the work progress of the Kunming Fund since its inception, deliberated and approved the list of the first batch of projects supported by the Kunming Fund, the rules of procedure of the Board of Directors, the work outline of the Technical Advisory Group, and the guidelines for the new batch of full funding projects. The meeting was attended by Executive Secretary of the Secretariat of the Convention Shomek, Deputy State Secretary of the Ministry of Environment of Cambodia Sofar and other members of the Council and observers of the Fund.

After the meeting, Huang Runqiu, Anderson and Shoemaker attended the press conference of Kunming Foundation and answered questions from journalists. Huang Runqiu introduced the first batch of 9 projects supported by the Kunming Fund, which will provide funding for biodiversity governance in 15 developing countries. In response to a reporter's question on how the Kunming Fund will support developing countries in promoting the implementation of the Kunming and Mongolian Framework, Huang Runqiu said that the Kunming Fund will focus on the key goals of the Kunming Framework, such as biodiversity mainstreaming, support the implementation of a number of "small and beautiful" projects, and help developing countries carry out capacity building in biodiversity governance. The Kunming Fund will deepen synergies with relevant financial mechanisms, strive for more support, drive more capital investment, and continue to provide impetus for the implementation of the "Kunming Framework" in developing countries.

On the afternoon of October 24, Huang Runqiu attended the high-level side meeting on the Initiative for the Implementation of the Kunming Framework and delivered a speech. He pointed out that China, together with relevant parties and international organizations such as the United Nations Environment Program and the Secretariat of the Convention, has taken the lead in launching the initiative for the implementation of the Kummong-Mongolia Framework, aiming to build an open and inclusive platform with the voluntary participation and political will of all parties and stakeholders, and promote the full implementation of the Kummong-Mongolia Framework. It is believed that the comprehensive implementation of the initiative will strongly promote international exchanges and cooperation in biodiversity mainstreaming, resource mobilization and digital sequence information of genetic resources (DSI), maximize synergy for biodiversity conservation, and jointly promote the full and effective implementation of the Kummong-Mongolia Framework on a global scale. Anderson, Shomaker, as well as the member states and partners of the Initiative for the Implementation of the Queenmont Framework participated in the meeting.

Afterwards, Huang Runqiu and Anderson had in-depth exchanges on environmental issues of common concern. Huang thanked Anderson for his strong support to China during its presidency of the 15th Conference of the Parties to the Convention (COP15). Huang expressed his willingness to strengthen cooperation with UNEP in such areas as the Kunming-Mongolia Framework implementation Initiative, the Kunming Fund and the negotiation of an international instrument on plastic pollution. They also exchanged views on holding an annual consultative meeting in China in 2025. During the COP16, Dr. Huang also attended the opening ceremony of the China Corner and the topics "Wetlands and Vision 2050", "Biodiversity mainstreaming Supports Building a Beautiful China", "Biodiversity conservation Models and monitoring Technologies for the Kunming Framework", "Building Integrated ecosystem-based Solutions: He also attended five side events, including Sustainable black soil Management to promote the synergy of the three Rio Conventions and the Collaborative Development Practice of Biodiversity and Community Cultural Diversity. He met with Deputy Executive Secretary of the Secretariat of the Convention, Mr. Cooper, Executive Coordinator of the Office of the United Nations Multilateral Trust Fund, Mr. Nudehu, Mayor of Cali, Colombia, To further build consensus on promoting global biodiversity conservation.
