Beijing: Pushing high-risk and high-polluting enterprises out of Beijing
Beijing, Jan. 3 (Xinhua) -- A total of 906 high-risk enterprises were shut down in Beijing in 2015. Beijing is studying a policy of phasing out coal mines, non-coal mines and hazardous chemical producers to push high-risk and high-polluting enterprises out of the city, said a person in charge of the Beijing Work Safety Administration.
According to reports, in 2015, the Beijing safety supervision system strictly investigated fire fighting, construction, hazardous chemicals and fireworks, dust and explosion-related high-risk industries, a total of 7,778 enterprises were suspended and closed down, and 906 were banned.
In the work of relieving non-capital functions, the Beijing safety supervision department will focus on the establishment of safety production "negative list" system, and study and demonstrate the necessity of including raw material drug manufacturing, ink, plastic film and other industries in the industrial prohibited list. At the same time, improve the safety access standards of enterprises in the industry, force enterprises to adopt advanced and applicable technology and equipment, and increase the elimination of backward technology, process and equipment.
For enterprises that fail to meet the mandatory production safety standards, they will be ordered to suspend production and business for rectification or closure according to law with the approval of the local government, and use the high standards of production safety to promote the transfer or withdrawal of enterprises with high risk, high pollution, high energy consumption and high occupational hazards, the Beijing work safety supervision department said.
In 2016, Beijing will arrange 125 million yuan for the construction of hidden danger investigation and management system and major hidden danger management, including the implementation of gas station technical renovation projects to eliminate major hidden dangers caused by the improvement of standards; To promote the control of hidden hazards of oil and gas transmission pipelines, and solve the safety hazards of oil and gas, hazardous chemicals and urban gas pipelines; We will eliminate high-risk enterprises.
