Beijing, Tianjin and Hebei will see severe pollution today and tomorrow
The Ministry of Environmental Protection reported yesterday that according to the forecast of the China National Environmental Monitoring Center, the diffusion conditions in the central and southern parts of the Beijing-Tianjin-Hebei region are unfavorable. Affected by the weak southerly wind, the northern part of the Beijing-Tianjin-Hebei region was mainly good to light pollution yesterday. It is expected that on the 14th and 15th, affected by the cold air, the pollution in the Beijing-Tianjin-Hebei region will gradually ease from north to south, with good to light pollution in the north and light to moderate pollution in the central and southern parts. Some areas may experience short-term severe pollution, with PM2.5 as the primary pollutant.
The Ministry of Environmental Protection reported that according to the dispatch of the Ministry of Environmental Protection, all localities have timely issued and activated heavy pollution weather warnings and forecasts in accordance with the warning classification standards. Some cities have taken more stringent emergency emission reduction measures. The analysis results of the China National Monitoring Center show that since October 1 this year, Shijiazhuang has been the most polluted city in the Beijing-Tianjin-Hebei region, with an average PM2.5 concentration of about 18% higher than the second heaviest city, Baoding, and nearly 60% higher than the average of the 13 cities in the region.
The Environmental Protection Supervision Office, together with the Emergency Center and the North China Supervision Center, sent three supervision teams to carry out special supervision in three key cities in Hebei Province, namely Shijiazhuang, Cangzhou and Hengshui, focusing on the implementation of local government emergency plans, the public implementation of emergency response by relevant departments, and the implementation of emission standards and emission reduction by key enterprises.
Measures
More than half of Hebei cities have implemented traffic restrictions
According to China Radio International's "CNR News", Hebei issued the No. 1 air pollution prevention and control "dispatch order" for the first time in China, striving to achieve the 2017 emission reduction target of the "Ten Air Pollution Measures" as soon as possible. On November 12, two more cities in Hebei, Tangshan and Cangzhou, urgently launched odd-even license plate restrictions. So far, more than half of the cities in Hebei have implemented motor vehicle restrictions.
Before the odd-even license plate restrictions in Tangshan and Cangzhou, five cities in Hebei, namely Langfang, Shijiazhuang, Baoding, Xingtai and Hengshui, had implemented motor vehicle restrictions. Among them, Shijiazhuang, Langfang and Xingtai are limited to two license plates per day. Baoding will restrict the use of odd and even license plates from November 11 to December 31. Hengshui has also started restrictions on some heavy trucks and other vehicles. As of now, more than half of the cities in Hebei have adopted motor vehicle restrictions.
Hebei also issued the No. 1 air pollution prevention and control "dispatch order" for the first time in China, implementing production control measures for key industries such as cement, casting, steel, thermal power, coking and coal-fired boilers, requiring most companies to stop production during the heating season. At present, all parts of Hebei have urgently implemented the content of the dispatch order into emergency emission reduction measures for heavy pollution weather.
Forecast
Beijing will have sandstorms today
The Beijing Municipal Environmental Protection Bureau and the Meteorological Bureau said on the 13th that the air quality in Beijing that day hovered at "Level 3 light pollution" and it was expected that foreign sandstorms would enter Beijing in the early morning of the 14th.
The "Remote Sensing Image Map of Beijing and Surrounding Areas" of the Beijing Environmental Monitoring Center at 13:00 on the 13th showed that North China is being covered by a large area of smog, and Beijing is "dominated by clouds". The Beijing Meteorological Observatory said that from the afternoon to the first half of the night on the 13th, the diffusion conditions in Beijing deteriorated, and the humidity increased, gradually generating smog with low visibility. There is moderate smog in the urban area and southern areas of Beijing, and moderate smog at night. Pay attention to health protection and traffic safety.

The Ministry of Environmental Protection found four major problems
1. Some enterprises
Failed to implement emergency emission reduction measures
Case: The person in charge of Dingzhou Huamao Cement Brick Factory obstructed the inspection. The company did not implement the suspension of production in accordance with the requirements of the emergency plan. Cement tankers frequently entered and exited the factory area. There were serious unorganized emissions in the production process, insufficient dust suppression measures, a large number of material piles in the factory area were not covered, and the dust on both sides of the factory entrance was very serious. At present, the person in charge of the company has been criminally detained.
2. Some enterprises
still have outstanding illegal emissions
Case: Shijiazhuang Jinzhou Kechuang Additives Company has two 250,000 kcal coal-fired hot blast furnaces, and the smoke from the boilers is obviously escaping. Cangzhou Zhongtie Equipment Manufacturing Materials Co., Ltd. has a tailing phenomenon in the dust removal system in front of the furnace, and the unorganized emission of smoke and dust during the coke oven and dry quenching is relatively obvious, and there is black smoke during the blast furnace loading process.
3. Pollution problems still occur in some small enterprises
Case: Xingtang County, Shijiazhuang City, has a large number of small plastic industries. Some small enterprises have no dust removal measures for fine particle crushing machinery, and the black smoke phenomenon is prominent. The circulating water in the coarse particle crushing link has serious "leakage"; there are also several small plastic workshops without any environmental protection facilities.
4. Non-point source control
Inadequate control is common
Example: There are three straw and garbage burning sites in Xiwulou Village, Cheng'an Town, Xinle City, Shijiazhuang; there are multiple garbage burning sites in Yangjiaozhuang Village, Tongye Town, Luquan District, Xiguozhuang Village, Shanyincun Town, southeast of Longfeng Lake Scenic Area, and Zhuangzhai Village, Shangzhuang Town; there are nearly 10 garbage burning sites near Xingtang Renewable Resources Distribution Center; there are nearly 10 garbage burning sites in Guanzhuang, Gaocheng District, and there is a garbage burning site in Mazhuang.
