The shareholders of China Resources Recycling Group include Sinopec, China Baowu, China Minmetals, China Resources Group, China Aluminum Corporation and many other central enterprises. After the establishment of the group, it will also expand the recycling business of related durable consumer goods such as scrapped motor vehicles, home appliances and electronic products, and retired wind power, photovoltaic components and other major equipment products.

According to the development goals of the national plan:
By 2025, the output value of China's resource recycling will reach 5 trillion yuan, the annual utilization of bulk solid waste will reach about 4 billion tons, the recycling of major renewable resources will reach 450 million tons, and the resource utilization ratio of domestic waste will increase to about 60%;
By 2030, the annual utilization of bulk solid waste in China will reach 4.5 billion tons, the recycling of major renewable resources will reach 510 million tons, and the resource utilization ratio of domestic waste will increase to 65%.
