China and Thailand release the "Long-term Plan for the Development of China-Thailand Relations" (full text)
Xinhuanet, Bangkok, October 12 (Xinhua) -- The People's Republic of China and the Kingdom of Thailand issued the "Vision Plan for the Development of China-Thailand Relations" in Bangkok on October 11. The full text is as follows:
Vision Plan for the Development of China-Thailand Relations
At the invitation of Prime Minister Yingluck Shinawatra of the Kingdom of Thailand, Premier Li Keqiang of the State Council of the People's Republic of China paid an official visit to the Kingdom of Thailand from October 11 to 13, 2013.
During the visit, Premier Li Keqiang met with Princess Maha Chakri Sirindhorn and President of the Privy Council Prem Tinsulanonda, held talks with Prime Minister Yingluck Shinawatra, exchanged views on bilateral relations and international and regional issues of common concern, and reached broad consensus. Premier Li Keqiang also met with President of the National Assembly and Speaker of the Lower House Somsak Ketsulanonda and Vice President of the National Assembly and Speaker of the Senate Nikorn Wairapanee. Both sides were satisfied with the results of the visit and believed that the visit was of milestone significance in further deepening the China-Thailand comprehensive strategic cooperative partnership. The two sides decided to declare as follows:
1. Both sides expressed satisfaction with the current progress in bilateral relations and cooperation in various fields. Both sides agreed that since the establishment of a comprehensive strategic cooperative partnership in 2012, China-Thailand relations have entered a new stage of development, showing greater cooperation potential and broader prospects, which has gone beyond the bilateral scope and provided new opportunities for strategic cooperation at the regional and global levels. Both sides agreed to promote practical cooperation in various fields between the two countries, benefit the two peoples, and contribute to promoting peace, stability and prosperity in the region and the world. To this end, the two sides decided to further develop China-Thailand relations and strengthen cooperation in the following areas:
Politics
2. Both sides reaffirmed that they will continue to abide by the principles and purposes of the Charter of the United Nations, uphold the Five Principles of Peaceful Coexistence, and support each other on major issues involving the common interests of both sides. The Thai side reiterated that it will continue to adhere to the one-China policy and fully support the peaceful development of cross-strait relations and China's peaceful reunification. China reiterated that it will respect and support Thailand's efforts to safeguard national unity and territorial integrity and achieve political stability, economic development and improvement of people's livelihood.
3. The two sides agreed to take the Joint Statement on Establishing a Comprehensive Strategic Partnership issued on April 19, 2012 as a guide, take specific measures to implement the China-Thailand Strategic Cooperation Joint Action Plan (2012-2016) and the Memorandum of Understanding on Sustainable Development Cooperation, and promote practical cooperation in various fields.
Economy, Trade, Investment and Finance
4. The two sides agreed to strengthen exchanges and cooperation, promote bilateral trade facilitation and promote the growth of bilateral trade and investment through mechanisms such as the China-Thailand Joint Committee on Trade, Investment and Economic Cooperation.
5. The two sides reiterated their hope to achieve the goal of US$100 billion in bilateral trade by 2015. In view of this, the two sides agreed to continue to use the Five-Year Development Plan for Economic and Trade Cooperation to guide the development of economic and trade relations between the two countries, strengthen economic and trade ties, and achieve sustainable economic development of the two countries.
6. The two sides agreed to create convenient conditions and improve the bilateral investment environment by strengthening investment information exchanges.
7. The two sides agreed to strengthen investment cooperation in the rubber industry, bioplastics industry and green industry. The two sides agreed to exchange practices and experiences on environmental management, green supply chain management and sustainable development eco-city construction.
VIII. The two sides agreed to enhance the level of agricultural cooperation between the two countries by strengthening cooperation in cooperative development, agricultural product processing and trade, agricultural enterprise investment and food and agriculture policy coordination within the framework of relevant mechanisms.
IX. The two sides agreed to deepen financial and banking cooperation, promote the use of the two countries' local currencies as the settlement currency for trade and investment between the two countries, improve relevant cooperation mechanisms, and facilitate trade, investment and economic cooperation between the two sides. The two sides will jointly explore the provision of more convenient RMB clearing services.
Defense and Security
X. The two sides agreed to strengthen exchanges and visits between the two militaries, deepen the annual defense and security consultations between the two defense ministries, strengthen joint military exercises and training to deal with non-traditional security threats, and expand cooperation in the fields of humanitarian assistance, disaster relief and defense science and technology industry.
XI. The two sides agreed to deepen security and law enforcement cooperation, strengthen the prevention and fight against terrorism, drug trafficking, human trafficking, illegal immigration, telecommunications fraud, money laundering, cybercrime and other criminal activities of concern to both sides, and further promote the establishment of a law enforcement and security cooperation mechanism in the Mekong River Basin. The two sides agreed to strengthen exchanges and cooperation in the field of cyber security.
Transportation and Connectivity
XII. The two sides agreed to strengthen the construction of transportation infrastructure connectivity by connecting the railway network passing through Laos and Myanmar and connecting roads, ports and airports to facilitate the flow of goods and people in the region and promote the development of trade and tourism in the region.
XIII. China is willing to participate in the construction of the Nong Khai-Phase High-Speed Railway System Project and offset part of the project costs with Thai agricultural products.
XIV. The Thai side welcomes China's intention and will discuss relevant matters with China in due course on the basis of the Memorandum of Understanding between the Government of the People's Republic of China and the Government of the Kingdom of Thailand on the Intergovernmental Cooperation Project on the Development of Thailand's Railway Infrastructure and the Exchange of Thai Agricultural Products signed on October 11, 2013.
Culture, Education and Tourism
15. The two sides agreed to actively implement the implementation plan of cultural cooperation between the two countries' ministries of culture and intensify efforts to promote their own culture and art in each other's country. China supports Thailand in setting up a cultural center in Beijing and will provide necessary assistance for the construction of the center. Thailand reiterated that it will continue to support the Chinese Cultural Center in Bangkok. The two sides agreed to strengthen exchanges in film and television art between the two countries and cooperate in filming movies and TV series. The two sides encouraged exchanges and cooperation in the fields of literature and the languages of the two countries and encouraged their publishing institutions to participate in international book fairs held in the other country.
16. The two sides agreed to implement the agreement on education cooperation and the agreement on mutual recognition of higher education qualifications and degrees, and deepen education and research cooperation between the two governments, educational institutions and the private sector. The two sides welcome the establishment of Confucius Institutes and Confucius Classrooms in Thailand. The two sides agreed to expand exchanges of international students, expand cooperation in human resources training, and strengthen cooperation in the field of vocational education.
17. The two sides are willing to negotiate and sign a memorandum of understanding on mutual exemption of visas for ordinary passport holders to promote personnel exchanges between the two countries.
18. Both sides encourage more tourists from both countries to visit each other, improve the quality of tourism products, provide better services and convenience for tourists from both sides, effectively protect the interests of tourists, and expand the scale of two-way tourism.
Science and Technology and Innovation
19. Both sides agree to strengthen exchanges and cooperation in the field of scientific and technological innovation under the framework of the China-Thailand Joint Committee on Science and Technology Cooperation, build closer relations in the fields of science and technology and innovation, and help the two countries build innovation and knowledge-based societies.
20. Both sides agree to actively promote the two countries' scientific research institutes, universities and enterprises to jointly build joint laboratories and joint research centers in key areas of common concern, carry out high-level joint research, and promote long-term and stable cooperation. Both sides agree to strengthen personnel exchanges and talent training, implement exchanges between young scientists, and encourage and support the exchange of young scientists to carry out short-term work in each other's countries.
21. Both sides actively support the construction of the China-ASEAN Technology Transfer Center. Both sides agree to promote technology transfer between China and Thailand, thereby driving the improvement of technological capabilities in the region.
XXII. The two sides agreed to strengthen exchanges and cooperation in the field of high technology, promote the establishment of certain cooperation platforms, deepen economic and trade cooperation between relevant enterprises in the fields of mobile communications, high-speed Internet, and promote project cooperation in aviation, aerospace, satellite technology and applications, biomedicine, etc. The two sides agreed to actively expand cooperation between the two countries in the field of space technology and its applications, and improve the construction of remote sensing satellite data sharing and service platforms.
Energy
XXIII. The two sides agreed to strengthen energy cooperation in the following areas: (i) development and utilization of fossil fuels (oil, natural gas, coal); (ii) electricity production, trade and infrastructure development; (iii) development of renewable, alternative and clean energy; (iv) energy efficiency and energy conservation. The above cooperation will help promote energy security and achieve green growth and sustainable development in both countries.
Ocean
XXIV. The two sides agreed to strengthen cooperation in marine and polar scientific research, support the operation and development of the China-Thailand Joint Laboratory for Climate and Marine Ecology established in Phuket, Thailand, support the construction of the China-Thailand South China Sea and Andaman Sea marine environment monitoring and forecasting system, carry out China-Thailand marine endangered species research and other project cooperation, and support the "Five-Year Plan for Cooperation in the Marine Field between the State Oceanic Administration of the People's Republic of China and the Ministry of Natural Resources and Environment of the Kingdom of Thailand (2014-2018)". China welcomes Thailand to send personnel to participate in China's Antarctic scientific research and research.
International and Regional Cooperation
XXV. The two sides reaffirmed their desire to strengthen strategic communication and coordination, strengthen mutual cooperation and support in regional and international affairs, and promote regional peace, stability and prosperity.
XXVI. The two sides reaffirmed their willingness to promote regional cooperation on common security issues within the framework of the ASEAN Defense Ministers' Meeting Plus (ADMM-PLUS), especially in the field of coping with non-traditional security threats.
27. China appreciates Thailand's positive contribution as the coordinator of China-ASEAN relations. The two sides reaffirmed their close cooperation and took this year's 10th anniversary of the establishment of the China-ASEAN strategic partnership as an opportunity to enhance mutual trust and confidence between China and ASEAN, deepen cooperation in various fields, jointly build an "upgraded version" of the China-ASEAN Free Trade Area, make good use of the China-ASEAN Maritime Cooperation Fund, expand maritime cooperation, and further enhance the China-ASEAN strategic partnership. The Thai side expressed appreciation for China's proposal to establish the Asian Infrastructure Investment Bank.
28. The two sides agreed to deepen cooperation under ASEAN-led regional frameworks such as ASEAN and China, Japan and South Korea (10+3) and the East Asia Summit (EAS) to promote the process of East Asian integration. The two sides agreed to jointly promote cooperation such as the Chiang Mai Initiative Multilateralization (CMIM), the institutionalization of the 10+3 Emergency Rice Reserve (APTERR), and the 10+3 Connectivity Partnership. The two sides look forward to the successful implementation of the East Asia Summit's Phnom Penh Development Declaration.
29. China supports Thailand's initiative to host the Lancang-Mekong Sub-region International Conference on Sustainable Development.
30. China reiterates that it will continue to support the development and growth of ASEAN, support the construction of the ASEAN Community, support the ASEAN Post-2015 Agenda, and support ASEAN's leading role in East Asian cooperation.
31. The two sides agreed that the South China Sea issue should be peacefully resolved by the directly concerned sovereign states through direct friendly consultations and negotiations on the basis of international law. Before the relevant disputes are completely resolved, the parties should "put aside disputes and jointly develop". The two sides agreed to work closely together to promote the full and effective implementation of the "Declaration on the Conduct of Parties in the South China Sea" (DOC), promote the "Code of Conduct in the South China Sea" (COC) consultation process on the basis of consensus, and build the South China Sea into a sea of peace, friendship and cooperation.
32. The two sides agreed to further strengthen coordination and cooperation within the framework of the United Nations, the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation (APEC), the Asia-Europe Meeting (ASEM), the Asia Cooperation Dialogue (ACD) and other regional and international mechanisms.
