China is building a large-scale protection and governance framework from mountaintops to the ocean
We adhere to the systematic concept, and the reform of land and sea coordination systems and mechanisms has been deepened. China is building a broad pattern of protection and governance from mountaintops to the oceans. Reform in maritime areas has continued. In particular, the institutional reform in 2018 saw the integration of responsibilities for Marine environmental protection into the Ministry of Ecology and Environment, and the establishment of three supervision and management bodies for the ecological environment in river basins and sea areas, connecting land and sea, and ecology and environment. A comprehensive governance system featuring overall planning on land and sea and linkage between rivers and oceans has been established, enabling stronger inter-departmental cooperation and smoother inter-regional coordination.
We put the people first, and continued progress has been made in building a beautiful bay. Adhering to the principle that ecology serves the people and benefits the people, China has formulated and implemented the 14th Five-Year Plan for Marine Ecological and Environmental Protection and the Action Plan for Improving the Development of Beautiful Bays. At present, China is focusing on building more than 110 beautiful bays, and is carrying out Marine garbage cleanup in 65 bays to promote the recycling and utilization of Marine plastic garbage.
We have persevered in tackling key problems, and the quality of the ecological environment in the coastal waters has continued to improve. China has been focusing on strategic coastal interchanges such as the Bohai Sea, the Yangtze Estuary and Hangzhou Bay, and the Pearl River Estuary. We have carried out key measures and fought several tough battles, and achieved a major change in the quality of the ecological environment from stable to good to significantly improved. According to statistics, in 2023, the area of coastal waters with excellent water quality will reach a record high of 85%, an increase of 13.7 percentage points over 2018, and achieve "six consecutive years of growth". Twenty-four typical Marine ecosystems have been eliminated from "unhealthy" status since 2021.
We have adhered to administering the seas in accordance with the law, and oversight and law enforcement of the Marine ecological environment have been strengthened. China has always adopted the strictest rules and the strictest rule of law to protect its oceans. It has amended the Marine Environmental Protection Law three times and once again, and revised seven pieces of administrative regulations and more than 10 departmental rules and regulations, thus providing strong legal protection. China has maintained strict supervision and strict law enforcement, inspected more than 53,000 seaports and completed rectification of more than 16,000 seaports, carried out "Green Shield" and "blue Sea" special supervision and law enforcement actions, and carried out three rounds of central environmental supervision, during which more than 200 prominent seaport-related problems were discovered and corrected.Through unremitting perseverance, we can feel that in recent years, the sea has become clearer, the beach has become cleaner, the seabirds have become more numerous, and the coastal wetlands have become more beautiful. The continuous improvement of the Marine ecological environment is a vivid portrayal and powerful demonstration of a historic, transforming and overarching change in China's ecological environmental protection. Going forward, we will continue to promote comprehensive management of key maritime areas, promote the construction of beautiful bays in an all-round way, and continue to meet the needs of the people to enjoy and enjoy the sea.
