Ordos strives to build a new quality productivity scenario application city

On March 3, dozens of scientific research and production operators were busy conducting pilot tests on alpha-olefins at the 1,000-ton Fischer-Tropsch synthesis αolefin separation and purification unit in Hangjin Banner, Ordos City. This is a key test project for the transformation and development of Inner Mongolia Yitai Group into a high-end chemical product manufacturer.

In the production of αolefins, the project adopted a "different approach" to produce colorless, oily αolefins, using coal-based Fischer-Tropsch synthesis distillate oil as raw material, and through a series of efficient separation and purification treatments.

"This technological breakthrough enables coal-based raw materials to produce high-purity αolefin products, and the process technology route is the first in the world." Zhang Xiaolong, a researcher at the site, introduced to reporters.

A small drop of oil allows people to use fully synthetic automotive oil; a small drop of oil makes detergents more biodegradable. Not only that, a small drop of oil has a greater role in the industrial field.

"China's current situation of lack of oil, rich in coal and little gas determines that we must make good use of coal resources. The moderate development of coal deep processing industry is not only a need for the national energy strategic technology reserve and production capacity reserve, but also an important measure to promote the clean and efficient use of coal and ensure national energy security." Li Zhifei, project research and development leader and deputy director of Inner Mongolia Yitai Coal-based New Materials Research Institute Co., Ltd., said that adding polyethylene produced from α-olefins to plastics can make plastics more resilient and thinner, thereby reducing the use of heavy packaging materials, reducing consumption and achieving environmental protection.

On February 23, at the first meeting of the year in Ordos City - the city's high-quality development conference, the municipal party committee once again issued a mobilization order: to be determined to strive for the first place and accelerate the advancement to a trillion-dollar city.

Ordos City has been full of vitality in scientific and technological innovation, and has ranked among the top 100 Chinese cities in terms of innovation capabilities. It has been approved for three national key R&D projects, the highest level of R&D projects in China. A number of scientific and technological achievements, such as the mercury-free production of PVC by calcium carbide method, the separation and purification of alpha-olefins by thousand-ton Fischer-Tropsch synthesis, and the preparation of coal-based nano-hydrocarbon explosives, have filled the gaps in the industry and achieved major breakthroughs.

Strengthen investment and create a stronger atmosphere of innovation. Implement the rigid growth mechanism of fiscal science and technology investment. In 2023, the city's fiscal science and technology investment will reach 1.9 billion yuan, an increase of 55.7%. The "30 New Science and Technology Policies" will be implemented with 360 million yuan in funds, benefiting 260 innovation entities, so that innovation entities can really benefit. The autonomous region has specially issued the "Policy Measures to Support Ordos in Building a National Sustainable Development Agenda Innovation Demonstration Zone". The city has formulated a division of tasks and fully implemented the five major actions, 24 projects, and 39 key projects for the construction of the demonstration zone, with a total investment of 83.607 billion yuan. The 9th Kubuqi International Desert Forum was successfully held, exploring and summarizing the Ordos model of "desertification prevention and green development" for global sustainable development.

Strengthen the output of results and make the innovation momentum stronger. The global debut of the calcium carbide method PVC mercury-free production technology, the full connection of the 200,000-ton fly ash extraction alumina production line, the successful start-up of the thousand-ton Fischer-Tropsch synthesis & alpha-olefin separation and purification demonstration unit, the international first coal-based nano-hydrocarbon explosive preparation technology, the successful launch of the Huineng LNG-assisted liquid oxygen-methane rocket, and the completion and commissioning of the coal-to-natural gas project using water-coal slurry gasification technology...A series of major scientific and technological achievements are accelerating the transformation of Ordos' industries and accelerating the formation of new quality productivity.

Strengthen platform construction and accelerate the gathering of innovation momentum. The Ordos Energy Research Institute of Peking University has landed China's first zero-carbon airport project. The Ordos Laboratory has been approved as an Inner Mongolia Laboratory and has incubated the world's largest silicon-carbon negative electrode material project. The Inner Mongolia Research Institute of China University of Mining and Technology (Beijing) has developed and put into use China's first set of intelligent mining carrier robots. A number of innovation platforms such as the Ordos Research Institute of Liaoning University of Engineering and Technology, the Inner Mongolia Research Institute of China University of Geosciences (Wuhan), and the Ordos New Energy College of Inner Mongolia University of Technology have started construction, and high-level innovation platforms supporting the high-quality development of Ordos have gathered. The Etuoke Economic Development Zone has been upgraded to an autonomous region-level high-tech zone, and two key laboratories of the autonomous region have been approved, and 46 new national and autonomous region R&D platforms have been added, and the regional innovation capacity has been continuously enhanced. The Ordos Talent Science and Technology Innovation Center and the talent enclaves of Beijing and Shenzhen have been built, and the first "Ordos Cup" Innovation and Entrepreneurship Competition has been held globally, and excellent innovation and entrepreneurship teams have come in droves.

Strengthen enterprise cultivation and make innovation subjects full of vitality. We have deepened the "three zeroes" work of industrial enterprises above designated size, namely, no R&D investment, no R&D institutions, and no invention patents. We have been rated as a typical case of comprehensive deepening of local reforms in China's reform in 2023 and promoted it throughout the region. Throughout the year, 60 new "three zeroes" enterprises were added, reaching 231; R&D expenses exceeded 9 billion yuan, a year-on-year increase of 13.6%. Three autonomous region science and technology leading enterprises were approved. It is expected that the number of high-tech enterprises will exceed 300, and the number of technology-based small and medium-sized enterprises will exceed 576, an increase of 33% and 60% respectively, achieving the "14th Five-Year Plan" doubling target ahead of schedule.

With a firm determination to take the lead, we will accelerate our advancement to a trillion-dollar city.
