The plan mentioned that the use of Internet information technology, encourage diverse participation, build online and offline integration of waste electrical and electronic products recycling network, continue to carry out electrical and electronic products extended producer responsibility pilot.

At the same time, support electrical and electronic product manufacturers to establish recycling systems through independent recycling, joint recycling or commissioned recycling, and guide and standardize the sharing of information between production enterprises, recycling enterprises and e-commerce platforms.

In addition, guide waste electrical and electronic products into standardized dismantling enterprises. To ensure the safety of personal privacy information in the whole process of recycling and utilization of electronic products such as mobile phones and computers. Strengthen scientific and technological innovation, encourage the promotion and application of new technologies, new processes and new equipment, support standardized dismantling enterprises to improve the quality and transformation of process equipment, promote intelligent and refined dismantling, and promote high-value utilization.

The action of recycling and improving the quality of waste electrical and electronic products is one of the six key actions for the development of circular economy in China's "14th Five-Year Plan". This plan also proposes to build a recycling system of urban waste materials, focusing on municipalities directly under the central government, provincial capitals, cities with separate plans and cities with large populations, and selecting about 60 cities to carry out the recycling system construction of waste materials.
