The General Office of the Party Committee of Hainan Province and the General Office of the Hainan Provincial People's Government have jointly issued the implementation Plan for a comprehensive ban on the production, sale and use of disposable non-degradable plastic products in Hainan Province. The Information Office of Hainan Province held a press conference to explain the relevant contents.

According to the head of the Hainan Provincial Department of Ecology and Environment, the central document No. 12 last year clearly proposed a complete ban on the production, sale and use of disposable non-degradable plastic bags and plastic tableware in Hainan. In order to implement the decision of the Party Central Committee and The State Council, and to ensure that Hainan's ecological environment can only be better and not worse, Hainan Province has studied and formulated this program, which is also one of the landmark measures to promote the national ecological civilization pilot zone in Hainan.

The "Plan" proposed that Hainan's comprehensive ban on plastic will be steadily promoted by industry classification. By the end of this year, a list banning the production, sale and use of disposable non-degradable plastic products will be issued, and by the end of 2020, the production, sale and use of disposable non-degradable plastic bags and plastic tableware listed in the list will be completely banned across the province.

Relevant people also introduced that Hainan will establish a full biodegradable plastic product certification system, in line with the requirements of the ban on plastic products, in order to market sales and use. At present, the whole biodegradable plastic technology has been relatively mature, the material can basically achieve China's production, and the expansion speed is relatively fast, which can meet the replacement needs of Hainan Province after the "plastic ban". Hainan is encouraging the whole biodegradable plastic products enterprises to invest in Hainan. Enterprises that produce plastic products in Hainan province will also shift to the direction of producing biodegradable products.
