At the meeting, it was said that to improve rural human settlements, Hainan should strengthen the prevention and control of agricultural non-point source pollution, and the research and formulation of the Regulations on the Protection of Agricultural Resources in Hainan Province is being promoted.

It was mentioned at the meeting that the specific targets for agricultural non-point source pollution in Hainan are as follows: by 2020, first, the use of chemical fertilizers and pesticides in main crops will be reduced by 5%; Second, the comprehensive utilization rate of straw burning ban on main crops will reach more than 85%; Third, the recycling rate of waste agricultural film in the season reached more than 80%, and the recovery rate of waste pesticide packaging reached more than 50%; The fourth is to complete the upgrading of environmental protection facilities of large-scale livestock and poultry farms, and the comprehensive utilization rate of livestock and poultry manure reached more than 80%.

The prevention and control of agricultural non-point source pollution is mainly to continue to increase the rectification of aquaculture pollution and promote ecological and circular agriculture; Formulate measures to create effective ways to promote the recycling, disposal and resource utilization of agricultural input waste; Promote green prevention and control and new agricultural production technologies to reduce the use of agricultural fertilizer; We will ban the burning of straw and promote its comprehensive utilization. We will improve the level of pollution control from non-point agricultural sources, driven by typical demonstrations. We will promote legislation on environmental protection within agricultural resources.
