By 2025, the output value of the resource recycling industry should reach 5 trillion yuan
The Plan proposes that by 2025, the output rate of China's main resources should be increased by about 20% over that of 2020. Energy consumption and water consumption per unit of GDP have been reduced by about 13.5% and 16% respectively over 2020. The comprehensive utilization rate of crop straw has been kept above 86%, the comprehensive utilization rate of bulk solid waste has reached 60%, the comprehensive utilization rate of construction waste has reached 60%, and the utilization rate of waste paper and scrap steel has reached 60 million and 320 million tons respectively. The output of recycled non-ferrous metals will reach 20 million tons, and the output value of the resource recycling industry will reach 5 trillion yuan.
Zhao Penggao, deputy director of the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission: The six key actions include high-quality development of the remanufacturing industry, recycling of waste electrical and electronic products, management of the whole life cycle of automobile use, control of the whole chain of plastic pollution, green transformation of express packaging, and recycling of used power batteries.
During the "14th Five-Year Plan" period, China will further improve the efficiency of resource utilization. It will improve the recycling network for waste materials, actively promote the "Internet + recycling" model, improve the processing and utilization level of renewable resources, standardize the development of second-hand commodity markets, encourage the development of the "Internet + second-hand" model, promote the standardized construction and operation of offline physical second-hand markets, and encourage the construction of centralized and standardized "flea markets". We will promote the high-quality development of the remanufacturing industry, build a recycling system for waste materials, and build a resource-recycling society. In agriculture, the circular agricultural development model will be promoted to deepen the development of agricultural circular economy.
