"Urban Data Brain", a new generation of 5G smart buses, WeDoctor Cloud Patient Cars, 5G discrete heavy industry manufacturing applications...Not long ago, dozens of digital technology "hard technologies" and digital economy "new species" from Hangzhou, Zhejiang, were concentrated on the 2019 China Mass Entrepreneurship and Innovation Week, which attracted special attention.

The first batch of cultivation targets of the "10,000 mu and 100 billion" new industry platform recently launched by Zhejiang Province also focused on key directions such as the core areas of the digital economy. These "top-of-the-line" development platforms are aimed at heavyweight future industries, aiming to produce more than 100 billion yuan, and will strive to build high-end industrial clusters with core competitiveness.

The latest statistics show that in the first five months of this year, the added value of Zhejiang's core digital economy industries increased by 10.2%, a higher growth rate than the above-scale industries, accounting for 11.4% of the above-scale industries, an increase of 0.2 percentage points year-on-year, driving the added value of the above-scale industries to increase by 1.2 percentage points. In 2018, the added value of Zhejiang's core digital economy industries accounted for 9.9% of the province's GDP.

Hangzhou, which is building "China's No. 1 Digital Economy City", has a stronger development trend in the digital economy: in the first quarter of this year, the added value of the core digital economy industries was 80.9 billion yuan, accounting for 25.1% of GDP, a year-on-year increase of 16.0%, 8.5 percentage points higher than the GDP growth rate; among the above-scale industries, the added value of the core digital economy industries was 16.4 billion yuan, a year-on-year increase of 15.3%, 9.7 percentage points faster than the above-scale industries.

With "digital industrialization and industrial digitization" as the main line, Zhejiang has fully implemented the "No. 1 Project" of digital economy. Digital economy is becoming a new growth pole of Zhejiang's economy and the main engine for the transformation of new and old kinetic energy.

Innovation-driven, creating a highland of digital technology innovation

On June 17, China's first public platform dedicated to providing professional services for chip design and manufacturing was officially opened in the Micro-Nano Smart Manufacturing Town in Qingshan Lake Science and Technology City, Lin'an, Hangzhou.

"China is not inferior to its international counterparts in the field of chip design. The gap is mainly in manufacturing and production capabilities. For example, "tape-out", that is, using assembly line production process steps to manufacture chips, has always had high costs, which has become one of the factors restricting industrial development." The chip leader China Electronics Technology HIK Group is the leading operator of this platform. The company's head introduced that the platform currently has more than 60 sets of key equipment such as lithography machines and a team of more than 100 technical experts. In the future, scientific research units and small and medium-sized enterprises can share resources at low cost in chip research and development, pilot production, small-batch trial production, and testing.

At present, 31 sensor design and manufacturing, chip research and development and industrialization projects have settled in the Micro-Nano Smart Manufacturing Town, including Tsinghua University Huazhuo Jingke, Zhejiang University Qier Electromechanical Lithography Machine Immersion System, and Chinese Academy of Sciences Institute of Optoelectronics Yili Technology, of which three are major national science and technology projects with a total investment of more than 25.6 billion yuan.

Lu Chunqiang, secretary of the Lin'an District Committee, said that by seizing the opportunity of Hangzhou to build the "West City Science and Technology Innovation Corridor", Qingshan Lake Science and Technology City has led innovative development with the digital economy, gathered high-end equipment manufacturing and integrated circuit industries, and further identified the direction of development.

In Zhejiang, many digital economy companies are thriving. Alibaba is not only the world's largest retail platform, but also a fast-growing high-tech company. Alibaba Cloud has become China's largest and the world's third largest public cloud company; Hikvision, Dahua Technology, Uniview Technology and other leading security companies have made innovative breakthroughs and integrated applications in the Internet of Things, cloud computing, artificial intelligence and other aspects. Not long ago, Hangzhou announced a list of 30 "unicorn" companies and 138 "quasi-unicorn" companies. Among these "unicorns", digital economy companies accounted for as high as 96.7%.

Identifying innovation as the fundamental driving force for the development of the digital economy, Zhejiang has built a highland for digital technology innovation, focusing on the role of high-level major technology innovation platforms such as Zhijiang Laboratory. "Zhijiang Laboratory will give full play to the advantages of an open and collaborative platform, gather high-quality innovation resources such as universities, research institutes, and enterprises, jointly carry out basic research and project research, and jointly promote the expansion and strengthening of the digital economy." Zhu Shiqiang, director of Zhijiang Laboratory, said that in the near future, it will focus on key areas such as big data and public services, smart medical care, chip research and development, and future communities to create an innovative ecosystem for the entire industrial chain of the digital economy.

Integration of industrialization and informationization to promote the transformation and upgrading of traditional industries

How can enterprises engaged in traditional industries open the door to the digital economy?

Also as a traditional manufacturing enterprise, Zhongce Rubber Group introduced the "ET Industrial Brain" to process rubber process parameters through artificial intelligence algorithms, solve the bottlenecks that are difficult to break through in traditional processes, and increase the average rubber qualification rate by 3%-5%; Hengyi High-tech Materials uses a production management system based on single-spindle data flow, which can save 5.6 million yuan in labor costs each year, and after coal optimization, it can save 15 million yuan each year; Goldfish Electric Appliances has increased its flexible production by 35.1% and its on-time delivery rate by 3.8% through personalized customization projects for household appliances based on the Internet...

Chen Chouyong, president of the Zhejiang Provincial Institute of Information Development, believes that in Zhejiang, there are not only a large number of emerging digital economy companies, but also a large number of traditional companies that use digital transformation to start a second or third business, and a group of traditional companies have already embarked on the road of digital transformation.

The digitalization of traditional industries is accelerating, and the integration of "Industrial Internet + Intelligent Manufacturing" is being promoted in the field of industrial production, and the integration of big data, artificial intelligence and intelligent manufacturing of physical enterprises is being promoted. In 2018, Zhejiang Province added 16,000 industrial robots, 71,000 industrial robots were in service, 60 new digital workshops and 6 unmanned factories were built; more than 120,000 new cloud-based enterprises were added, and 10 industry cloud application platforms were built.

Project-led, strengthening investment in the digital economy

In the economic operation indicators of Zhejiang from January to May this year, there is another set of trends in digital transmission that deserves attention: the contribution rate of project investment to the growth of total investment rose to 52.5%, surpassing real estate investment for the first time since 2018, becoming the first driving force for investment growth; investment in high-tech industries increased by 17.9%, far higher than the 9.2% growth rate of project investment in the province.

Behind these figures is Zhejiang's efforts to optimize the investment structure and improve the quality, and strengthen key investments in high-tech. Since May last year, Zhejiang has cancelled the assessment of total investment and replaced it with a structural assessment, focusing on promoting the construction of major projects. The "big-handed" investment projects are concentrated in five key areas, including digital economy and life health, high-end equipment, cultural tourism, energy and environmental protection.

The leading and supporting role of these industrial projects and industrial platforms in the development of the digital economy is beginning to emerge.

In Jiashan County, the Sino-Singapore Jiashan Modern Industrial Park, which aims to build an "intelligent sensor valley", is focusing on introducing electronic information industries such as intelligent sensors, upstream integrated circuit industries, and downstream application manufacturing companies. In the future, on this "10,000 mu and 100 billion" new industrial platform, it is expected that a cluster of intelligent sensing industries will be formed.

In recent years, Jiashan, as a "bridgehead" for Zhejiang to connect with Shanghai, has focused on the layout of the core industries of the digital economy, and has successively introduced major industrial projects such as the full industrial chain of Futong Optical Cable, Kaijia Computer, and GalaxyCore Microelectronics. For example, GalaxyCore Microelectronics, with a total investment of 2.54 billion yuan, plans to produce 1.2 billion CMOS image sensor chips annually, and the annual output value is expected to exceed 10 billion yuan after all are put into production.

Xu Qing, member of the Standing Committee of the Jiaxing Municipal Party Committee and Secretary of the Jiashan County Party Committee, said: "Taking into account the existing industrial foundation and future development prospects, Jiashan has proposed the "Digital Economy Development Doubling Action Plan". It is expected that by 2022, the digital economy will account for more than half of GDP."

At present, various parts of Zhejiang are accelerating the layout of the digital economy industry. In the Optical Film Industrial Park in Lanxi, Jinhua, the optical film products of 12 companies have recently received large orders from internationally renowned companies; in the Geographic Information Town in Deqing, Huzhou, more than 20 artificial intelligence, unmanned driving and other industrial projects have been accelerated, and this year has achieved a revenue of more than 8.4 billion yuan, an increase of 84%. Digital industry clusters such as integrated circuits, high-end software, cloud computing, big data, the Internet of Things, artificial intelligence, and blockchain are also accelerating the cultivation and development.
