Action Plan for carbon peaking before 2030
This plan is formulated in order to thoroughly implement the major strategic decisions of the CPC Central Committee and The State Council on carbon peaking and carbon neutrality, and solidly promote the action of carbon peaking.
1. General requirements
(1) Guiding ideology. We should properly handle the relationship between development and emission reduction, overall and local, short and medium to long term, coordinate stable growth and structural adjustment, integrate carbon peaking and carbon neutrality into the overall economic and social development, adhere to the general policy of ""overall national planning, giving priority to conservation, two-wheel drive, smooth internal and external development, and guard against risks"", effectively and orderly carry out carbon peaking work, and define the goals and tasks of all regions, sectors and industries. Accelerate the implementation of green changes in production and lifestyle, promote economic and social development on the basis of efficient use of resources and green and low-carbon development, and ensure that the target of carbon peaking by 2030 is met on schedule.
2. Working Principles.
— — Make overall arrangements and implement policies in different categories. We will ensure that the whole country plays a unified game, and strengthen top-level design and overall planning by all parties. All regions, sectors and industries should adopt policies in light of local conditions and in different categories, and define goals and tasks that meet both their actual conditions and overall requirements.
— — System advancement, key breakthroughs. Comprehensively and accurately understand the far-reaching impact of the carbon peaking action on economic and social development, and strengthen the systematic and coordinated nature of policies. We should grasp the major contradictions and their main aspects, and encourage key areas, industries and places where conditions permit to take the lead in peaking carbon emissions.
— — Two-wheel drive, two-handed power. We will give better play to the role of the government, build a new nationwide system, give full play to the role of market mechanisms, vigorously promote innovation in green and low-carbon science and technology, deepen reform in energy and related fields, and put in place effective incentive and restraint mechanisms.
— — Steady and orderly, safe carbon reduction. Building on China's energy and resource endowment, which is rich in coal, poor in oil, and little in gas, we will continue to build before we break down, stabilize the stock and expand the increase, ensure national energy security and economic development as the bottom line, gain time to gradually replace new energy sources, promote a smooth transition to low-carbon energy, and effectively ensure national energy security, industrial chain security, food security and people's normal work and life. We will work hard to defuse all kinds of risks and hidden dangers, prevent overreaction, and carry out the carbon peaking campaign in a steady and orderly manner to ensure a safe carbon reduction.
During the 14th Five-Year Plan period, notable progress was made in adjusting and optimizing the industrial structure and the energy structure, energy efficiency in key industries was significantly increased, the growth of coal consumption was strictly controlled, the construction of a new type of power system was accelerated, and new progress was made in the research, development and application of green and low-carbon technologies. Green ways of production and life have been widely promoted, and the policy system conducive to green, low-carbon and circular development has been further improved. By 2025, the share of non-fossil energy consumption should reach about 20 percent, energy consumption per unit of GDP should be reduced by 13.5 percent from the 2020 level, and carbon dioxide emissions per unit of GDP should be cut by 18 percent from the 2020 level, laying a solid foundation for achieving the carbon peak.
During the 15th Five-Year Plan period, major progress has been made in adjusting the industrial structure, a clean, low-carbon, safe and efficient energy system has been initially established, a low-carbon development model has basically taken shape in key areas, energy efficiency in key energy-consuming industries has reached the international advanced level, the proportion of non-fossil energy consumption has further increased, and coal consumption has gradually decreased. Key breakthroughs have been made in green and low-carbon technologies, green lifestyles have become a conscious choice of the public, and the policy system for green, low-carbon and circular development has been basically improved. By 2030, the share of non-fossil energy consumption should reach about 25 percent, and China's carbon dioxide emissions per unit of GDP should be reduced by more than 65 percent from the 2005 level, successfully achieving the goal of peaking carbon emissions by 2030.
3, the key task
will reach the peak of carbon through the whole process and all aspects of social and economic development, We will focus on the implementation of the ""Ten carbon Peaking actions"", including the Action on green and low-carbon energy transformation, action on energy conservation, carbon reduction and efficiency improvement, Action on carbon peaking in industrial sectors, Action on carbon peaking in urban and rural development, Action on green and low-carbon transport, action on circular economy to help reduce carbon, action on green and low-carbon scientific and technological innovation, action on consolidating and improving carbon sink capacity, Action on green and low-carbon national action, and action on carbon peaking in an orderly manner in various regions.
(1) Action to achieve Green and low-carbon Energy transformation.
Energy is an important material basis for economic and social development and the most important source of carbon emissions. We will continue to reduce carbon emissions in a safe manner, vigorously implement alternative renewable energy sources while ensuring energy security, and accelerate the building of a clean, low-carbon, safe and efficient energy system.
1. Promote the substitution, transformation and upgrading of coal consumption. We will accelerate the pace of coal reduction, strictly and reasonably control the growth of coal consumption during the 14th Five-Year Plan period, and gradually reduce it during the 15th Five-Year Plan period. We will strictly control the construction of new coal power projects, meet international advanced coal consumption standards for newly built units, phase out outdated coal power production capacity in an orderly manner, accelerate the energy-saving upgrading and flexible upgrading of existing units, actively promote the upgrading of heat supply, and promote the transformation of coal power to basic support and system regulatory power sources. We will strictly control the scale of trans-regional renewable energy power supply supporting coal power, and the proportion of renewable energy in newly built channels should not be less than 50% in principle. We will promote the reduction and limit of coal in key coal-using industries. We will vigorously promote the clean use of coal, reasonably demarcate areas where bulk burning is prohibited, take multiple measures at the same time, actively promote the replacement of bulk coal in an orderly manner, and gradually reduce the use of coal until it is banned.
2. Vigorously develop new energy. We will comprehensively promote large-scale and high-quality development of wind and solar power, pursue both centralized and distributed development, and accelerate the construction of wind and photovoltaic power generation bases. It will accelerate the innovation and upgrading of the smart photovoltaic industry and its characteristic application, innovate the ""photovoltaic +"" model, and promote the diversified distribution of photovoltaic power generation. We should attach equal importance to land and sea, promote the coordinated and rapid development of wind power, improve the offshore wind power industry chain, and encourage the construction of offshore wind power bases. China will actively develop solar thermal power generation, and promote the establishment of comprehensive wind-solar thermal renewable energy power generation bases that complement photovoltaic power generation and wind power. We will develop biomass power generation, biomass energy for clean heating and bio-natural gas in light of local conditions. We will explore and deepen the development and utilization of new Marine energy such as geothermal energy, wave energy, tidal current energy, and temperature difference energy. We will further improve the mechanism for ensuring the consumption of renewable energy. By 2030, the total installed capacity of wind and solar power will exceed 1.2 billion kilowatts.
3. Develop hydropower according to local conditions. We will build hydropower bases, start planned hydropower projects on the upper reaches of the Jinsha River, the upper reaches of the Lancang River, the Middle reaches of the Yalong River, and the Upper reaches of the Yellow River that meet the requirements of ecological protection, develop hydropower on the lower reaches of the Yarlung Zangbo River, and promote green development of small hydropower. We will promote synergy and complementarity between hydropower and wind and solar power in Southwest China. We will coordinate hydropower development and ecological protection, and explore ways to establish a compensation mechanism for hydropower resources development and ecological protection."" During the 14th Five-Year Plan Period and the 15th Five-Year Plan Period, the installed capacity of hydropower was increased by about 40 million kilowatts respectively, and a renewable energy system based on hydropower was basically established in Southwest China.
4. Actively, safely and orderly develop nuclear power. The layout and timing of development of nuclear power plants should be properly determined, and nuclear power should be developed in an orderly manner on the premise of ensuring safety and maintaining a steady pace of construction. It will actively promote demonstration projects of advanced reactor types, such as high-temperature gas-cooled reactors, fast reactors, modular small reactors and floating reactors at sea, and carry out demonstrations of the comprehensive utilization of nuclear energy. We will step up efforts to standardize and make nuclear power independent, accelerate research on key technologies and equipment, and foster industrial clusters for high-end nuclear power equipment manufacturing. China will implement the strictest safety standards and the strictest supervision, and continue to improve its nuclear safety supervision capacity.
5. Reasonable regulation of oil and gas consumption. We will keep petroleum consumption within a reasonable range, gradually adjust the scale of gasoline consumption, vigorously promote advanced bio-liquid fuels, sustainable aviation fuels and other alternatives to traditional fuels, and improve the energy efficiency of terminal fuel products. We will accelerate the large-scale development of unconventional oil and gas resources such as shale gas, coal bed methane and tight oil. Guide natural gas consumption in an orderly manner, optimize the utilization structure, give priority to ensuring people's livelihood with natural gas, vigorously promote the integrated development of natural gas and a variety of energy sources, build natural gas peaking power stations in light of local conditions, and rationally guide the use of natural gas for industry and chemical raw materials. We will support the use of liquefied natural gas as fuel for vehicles and ships.
6. Speed up the construction of a new power system. We will build a new type of power system with a growing share of new energy, and optimize the allocation of clean power resources on a large scale. We will vigorously enhance the comprehensive regulation capacity of the power system, accelerate the construction of flexible regulation of power sources, guide the regulation of self-provided power plants, traditional high-load industrial loads, interruptible loads for industry and commerce, electric vehicle charging networks, virtual power plants and other participating systems, build a strong smart grid, and improve grid security. We will actively develop ""new energy + energy storage"", the integration of charge and storage in the source network and the complementarity of multiple energy sources, and support the rational allocation of distributed new energy storage systems. We will formulate a new round of medium - and long-term development plans for pumped storage power stations, and improve the policy mechanism for promoting the development of pumped storage. We will accelerate demonstration and application of new types of energy storage. We will deepen reform of the electric power system and accelerate the establishment of a national unified electricity market system. By 2025, the installed capacity of new energy storage should reach more than 30 million kilowatts. By 2030, the installed capacity of pumped storage power stations will reach around 120 million kilowatts, and provincial power grids will be able to respond to peak load by more than 5 percent.
(2) Actions to save energy, reduce carbon and increase efficiency.
We will implement the policy of giving priority to conservation, improve the degree of control over both the intensity and total energy consumption, strictly control the intensity of energy consumption, appropriately control total energy consumption, promote a revolution in energy consumption, and build an energy-conserving society.
1. Comprehensively improve energy conservation management capabilities. We will implement energy budget management, strengthen energy conservation reviews for fixed asset investment projects, conduct comprehensive evaluations on energy use and carbon emissions of projects, and promote energy conservation and carbon reduction at the source. We will raise the level of information technology in energy conservation management, improve the online monitoring system for energy consumption of key energy-using units, establish a national and industry-wide service platform for promoting energy-saving technologies, and encourage high-energy-consuming enterprises to establish energy management centers. We will improve the energy measurement system and encourage the use of certification to improve energy conservation management. We will strengthen capacity building for energy conservation supervision, improve the energy conservation supervision system at the provincial, city and county levels, establish a cross-departmental linkage mechanism, and use a combination of administrative penalties, credit supervision, and green electricity prices to strengthen the binding force of energy conservation supervision.
2. Implement key energy conservation and carbon reduction projects. We will carry out energy conservation and carbon reduction projects in cities, upgrade infrastructure such as buildings, transportation, lighting, and heating to conserve energy, demonstrate and apply advanced green building technologies, and improve overall energy efficiency in cities. It will carry out energy conservation and carbon reduction projects in parks, focusing on parks with a high concentration of high energy consumption and high emission projects (hereinafter referred to as ""two high emission projects""), promote the optimization and cascade utilization of energy systems, and build a number of energy-saving and low-carbon parks that have reached the international advanced level. We will carry out energy conservation and carbon reduction projects in key industries, and promote energy conservation and carbon reduction transformation in the electric power, steel, non-ferrous metals, building materials, petrochemical and chemical industries to improve the efficiency of energy and resources utilization. We will carry out demonstration projects on major energy conservation and carbon reduction technologies, and support the industrial demonstration and application of key green and low-carbon technologies that have made breakthroughs.
3. Promote energy conservation and efficiency of key energy-using equipment. We will comprehensively raise energy efficiency standards, focusing on such equipment as motors, fans, pumps, compressors, transformers, heat exchangers, and industrial boilers. We will establish an energy-efficiency oriented incentive and restraint mechanism, promote advanced and efficient products and equipment, and speed up the elimination of backward and inefficient equipment. We will strengthen the review and routine supervision of energy conservation of key energy-using equipment, strengthen the management of production, operation, sales, use and scrapping of the entire chain, crack down on violations of laws and regulations, and ensure that energy efficiency standards and energy-saving requirements are fully implemented.
4. Strengthen new infrastructure energy conservation and carbon reduction. We will improve the spatial layout of new infrastructure, make overall planning and properly allocate new infrastructure such as data centers, and avoid low-level duplication of construction. We should optimize the energy use structure of new infrastructure, adopt models such as DC power supply, distributed energy storage, and ""photovoltaic + energy storage"", explore diversified energy supply, and increase the proportion of non-fossil energy consumption. We should set ourselves up with advanced international standards, speed up the improvement of energy efficiency standards for communications, computing, storage and transmission equipment, raise entry barriers, and phase out outdated equipment and technologies. We will strengthen the management of energy use in new infrastructure, include all data centers that consume more than 10,000 tons of standard coal per year in the online monitoring system for energy consumption per unit of key energy use, and conduct energy metering reviews. We will promote the green upgrading of existing facilities, actively promote the use of technologies such as efficient refrigeration, advanced ventilation, waste heat utilization and intelligent energy use control, and improve the energy efficiency of facilities.
(3) Carbon peaking action in the industrial sector.
Industry is one of the major areas producing carbon emissions and has an important impact on the realization of carbon peaking in the whole country. The industrial sector should speed up green and low-carbon transformation and high-quality development, and strive to take the lead in achieving carbon peaking.
1. Promoting green and low-carbon development in the industrial sector. We will improve the industrial structure, accelerate the withdrawal of backward production capacity, vigorously develop strategic emerging industries, and speed up the green and low-carbon transformation of traditional industries. We will promote decarbonization of industrial energy consumption, promote clean and efficient use of fossil energy, increase the proportion of renewable energy in the application of energy, strengthen demand-side management of electricity, and upgrade industrial electrification. We will deepen the implementation of green manufacturing projects, vigorously promote green design, improve the green manufacturing system, and build green industriesColor factory and green industrial park. We will promote the integrated development of digital, intelligent and green industries, and strengthen technological upgrading in key industries and sectors.
2. Push steel industry to carbon peak. Deepen supply-side structural reform in the steel industry, strictly implement capacity replacement, prohibit new capacity, optimize stock, and eliminate outdated capacity. It will promote cross-regional and cross-ownership mergers and reorganizations of steel enterprises to increase industry concentration. We will optimize the distribution of productive forces and continue to reduce steel production capacity, focusing on the Beijing-Tianjin-Hebei region and neighboring areas. To promote structural optimization of the steel industry and clean energy substitution, vigorously promote the demonstration of non-blast furnace ironmaking technology, improve the recycling and utilization of scrap steel resources, and promote the all-scrap electric furnace process. We will promote advanced and applicable technologies, tap the potential of energy conservation and carbon reduction, encourage co-production of tempering, explore pilot demonstrations of hydrogen metallurgy and the integration of carbon dioxide capture and utilization, and promote the development of low-grade waste heat heating.
3. Promote the non-ferrous metal industry carbon peak. We will consolidate our achievements in reducing excess production capacity of electrolytic aluminum, strictly implement capacity replacement, and strictly control new production capacity. We will promote the substitution of clean energy and increase the proportion of hydropower, wind power and solar power in applications. It will accelerate the development of the renewable non-ferrous metal industry, improve the recycling, sorting and processing network of waste non-ferrous metal resources, and increase the output of recycled non-ferrous metals. Accelerate the promotion and application of advanced and applicable green and low-carbon technologies, improve the waste heat recovery level in the production process of non-ferrous metals, and promote the continuous reduction of energy consumption per unit product.
4. Promote the building materials industry carbon peak. We will strengthen supervision over production capacity replacement, speed up the withdrawal of inefficient production capacity, prohibit new production capacity of cement clinker and flat glass, and guide the transformation of the building materials industry to lightweight, intensive and manufactured products. Promote the normalization of cement peak displacement production, and reasonably shorten the operation time of cement clinker equipment. We will make use of wind, solar and other renewable energy sources according to local conditions, and gradually increase the proportion of electricity and natural gas in application. Building materials enterprises will be encouraged to use fly ash, industrial waste residue and tailings as raw materials or cement mixtures. We will accelerate the certification and application of green building materials, and strengthen the research and development and application of new cementitious materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials. We will promote energy-saving technologies and equipment, develop an energy management system, and save energy and increase efficiency.
5. Promote the peaking of carbon in the petrochemical and chemical industry. We will improve the scale and distribution of production capacity, step up efforts to eliminate outdated production capacity, and effectively address structural overcapacity. We will strictly restrict project access, rationally arrange the timing of construction, strictly control the production capacity of new oil refining and traditional coal chemical industry, and steadily and orderly develop modern coal chemical industry. We will guide enterprises to change the way they use energy and encourage them to replace coal with electricity and natural gas. We will adjust the mix of raw materials, control the use of coal for new raw materials, expand imported sources of hydrogen-rich raw materials, and make petrochemical and chemical raw materials lighter. We will optimize the product mix, promote the coordinated development of petrochemical and chemical industries with coal mining, metallurgy, building materials, chemical fiber and other industries, and strengthen the efficient utilization of refinery dry gas, liquefied gas and other by-products. We will encourage enterprises to upgrade and upgrade energy conservation, and promote cascade utilization of energy and recycling of materials. By 2025, China's primary crude oil processing capacity should be kept within 1 billion tons, and the capacity utilization rate of major products should be raised to over 80 percent.
6. Resolutely curb the blind development of ""two high"" projects. We will take strong measures to implement list management, classified disposal, and dynamic monitoring of ""two high level"" projects. Comprehensively investigate projects under construction, suspend work for rectification in accordance with relevant regulations if the energy efficiency level is lower than the energy consumption quota entry value of the industry, and promote the energy efficiency level should be put forward, and strive to fully reach the advanced level of China and even the international level. Scientifically evaluate the proposed projects, and reduce the production capacity of the industries with saturated production capacity in accordance with the principle of ""reduction and substitution""; For industries that have not yet reached full capacity, we will raise the entry threshold to the international advanced level in accordance with the requirements of the national layout, approval and filing. For emerging industries that consume large amounts of energy, we will support and guide enterprises in applying green and low-carbon technologies to improve energy efficiency. We will tap potential and existing projects, speed up the elimination of backward production capacity, and tap the potential for energy conservation and emission reduction through upgrading. We will strengthen regular oversight and resolutely take down ""two high level"" projects that do not meet requirements.
(4) Carbon peaking action in urban and rural development.
We will accelerate green and low-carbon development in urban and rural development, and implement green and low-carbon requirements in both urban renewal and rural revitalization.
1. Promote green and low-carbon transformation in urban and rural development. We will promote cluster development of cities, determine the scale of construction in a scientific way, and control the excessive growth of new land for construction. We should advocate green and low-carbon planning and design, enhance climate resilience in urban and rural areas, and build sponge cities. We will promote green low-carbon building materials and green construction methods, accelerate industrialization of new buildings, vigorously develop prefabricated buildings, promote steel housing, promote recycling of building materials, and strengthen green design and green construction management. We will strengthen green and low-carbon construction in county towns. Promote the establishment of a green and low-carbon oriented urban and rural planning and construction management mechanism, formulate building demolition management measures, and prevent large-scale demolition and construction. We will build green cities and communities.
2. Speed up the improvement of building energy efficiency. We will move faster to update standards for energy efficiency in buildings and municipal infrastructure, and raise requirements for energy conservation and carbon reduction. We will strengthen research, development and dissemination of energy-saving and low-carbon technologies applicable to different climate zones and building types, and promote the large-scale development of ultra-low energy and low-carbon buildings. We will speed up energy-saving upgrading of residential buildings and public buildings, and continue to promote energy-saving and carbon-reduction upgrading of municipal infrastructure such as aging heat supply networks. We will raise the level of intelligence in the operation and management of urban buildings and infrastructure, accelerate the spread of metering charges and contract energy management for heat supply, and gradually introduce the management of energy consumption quotas for public buildings. By 2025, all new buildings in cities and towns will comply with green building standards.
3. Speed up the optimization of building energy structure. We will deepen the application of renewable energy in buildings, and promote the integration of photovoltaic power generation and buildings. We will actively promote clean heating in frigid and cold areas, promote co-generation central heating, accelerate the large-scale application of waste heat for heating, actively yet prudently carry out nuclear energy heating demonstrations, and implement clean and low-carbon heating such as heat pumps, biomass energy, geothermal energy and solar energy in light of local conditions. We will guide regions with hot summers and cold winters to heat their homes in a scientific way, and adopt clean and efficient heating methods in light of local conditions. Improve the level of electrification of building terminals, and build ""light storage direct and soft"" buildings integrating photovoltaic power generation, energy storage, DC distribution and flexible electricity consumption. By 2025, the renewable energy substitution rate of urban buildings will reach 8%, and the rooftop photovoltaic coverage rate of new public institution buildings and new factory buildings will strive to reach 50%.
4. Promote rural construction and low-carbon transformation of energy use. We will promote the construction of green rural housing and speed up energy-saving upgrading of rural housing. We will continue to promote clean heating in rural areas and choose suitable heating methods in light of local conditions. We will develop energy-efficient and low-carbon agricultural greenhouses. We will promote energy-saving and environmentally friendly cookstoves, electric farm vehicles, energy-saving and environmentally friendly farm machinery and fishing boats. We will accelerate the application of biomass energy, solar energy and other renewable energy sources in agricultural production and rural life. We will strengthen the construction of rural power grids and upgrade the level of energy use in rural areas.
5. Green and low-carbon transport actions.
We will accelerate the development of green and low-carbon modes of transport and ensure that the growth of carbon emissions in the transport sector is kept within a reasonable range.
1. Promote the low-carbon transformation of transport equipment. We will actively expand the application of new and clean energy such as electricity, hydrogen energy, natural gas, and advanced bio-liquid fuels in transport. We will vigorously promote new-energy vehicles, gradually reduce the share of traditional fuel-powered vehicles in the production and sale of new vehicles and in vehicle ownership, promote electrified alternatives to urban public service vehicles, and promote heavy cargo vehicles powered by electricity, hydrogen fuel, and liquefied natural gas. We will upgrade the electrification of the railway system. We will accelerate the upgrading of old vessels, develop electric and liquefied natural gas powered vessels, promote the use of shore electricity by ships calling at ports, and carry out demonstration applications of green and smart ships along coastal and inland rivers in light of local conditions. We will make airport operations more electrified and intelligent, and develop new-energy aircraft. By 2030, the proportion of new and clean energy powered vehicles in the same year will reach about 40 percent, the carbon emission intensity per unit of converted turnover of operational vehicles will be reduced by about 9.5 percent from th"
