Accelerating the construction of a major cooperation platform between Guangdong, Hong Kong and Macao in Guangzhou Nansha is a strategic deployment to implement the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, and an important measure to build a high-level gateway for opening up to the outside world, promote innovative development, and create a high-quality living circle. This plan is formulated to accelerate the promotion of Guangzhou Nansha to deepen the comprehensive cooperation between Guangdong, Hong Kong and Macao, and build it into a major strategic platform based in the Bay Area, coordinated with Hong Kong and Macao, and facing the world, and to better play a leading and driving role in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

I. General requirements

(I) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th CPC National Congress and all previous plenary sessions of the 19th CPC Central Committee, adhere to the general working principle of seeking progress while maintaining stability, fully, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, comprehensively deepen reform and opening up, adhere to innovation-driven development, promote high-quality development, adhere to supply-side structural reform as the main line, unswervingly implement the "one country, two systems" policy, deepen mutually beneficial and win-win cooperation between Guangdong, Hong Kong and Macao, enrich the historical and cultural heritage, accelerate the construction of a science and technology innovation industry cooperation base, a youth entrepreneurship and employment cooperation platform, a high-level opening-up portal, a highland for the connection of rules and mechanisms, and a benchmark for high-quality urban development, and build Nansha into an important carrier and strong support for Hong Kong and Macao to better integrate into the overall national development.

(II) Spatial layout. The implementation scope of this plan covers the entire Nansha District of Guangzhou, with a total area of about 803 square kilometers. According to the construction sequence of taking points to lead the whole and proceeding step by step, the three blocks of Nansha Bay, Qingsheng Hub and Nansha Hub in the Nansha area of the China (Guangdong) Pilot Free Trade Zone will be used as the first start-up area, with a total area of about 23 square kilometers. Give full play to the advantages of the above-mentioned areas in terms of fast access to Hong Kong through transportation hubs, accelerate the formation of contiguous development and agglomeration development effects, effectively drive the development of the entire Nansha region, and gradually build a development trend of "hub-driven, multi-point support, and overall coordination".

(III) Development goals.

By 2025, the system and mechanism of joint scientific and technological innovation in Nansha, Guangdong, Hong Kong and Macao will be more perfect, industrial cooperation will continue to deepen, and the regional innovation and industrial transformation system will be initially established; the level of cooperation in youth entrepreneurship and employment will be further improved, and high-quality public resources such as education and medical care will be accelerated to gather, becoming a new home for Hong Kong and Macao youth to live and work in peace and contentment; a market-oriented, legal, and internationalized business environment will be basically formed, and joint participation in the construction of the "Belt and Road" will achieve significant results; a green, smart, energy-saving, and low-carbon park construction and operation model will be basically established, and major progress will be made in the construction of the pilot area.

By 2035, the regional innovation and industrial transformation system of Nansha will be more mature, and the ability to transfer and transform international scientific and technological achievements will be significantly improved; the production and living environment will be improved, public services will reach the world's advanced level, and the number of Hong Kong and Macao residents in the region will increase significantly; the world-class business environment will be further improved, playing a leading role in the Guangdong-Hong Kong-Macao Greater Bay Area's participation in international cooperation and competition, and working with Hong Kong and Macao to build a high-level gateway to the outside world, becoming an important platform for comprehensive cooperation between Guangdong, Hong Kong and Macao.

II. Build a scientific and technological innovation industry cooperation base

(IV) Strengthen joint scientific and technological innovation between Guangdong, Hong Kong and Macao. Promote the joint organization and implementation of a number of scientific and technological innovation projects by scientific research institutions in Guangdong, Hong Kong and Macao, jointly carry out key core technology research, strengthen the coordinated development of basic research, applied research and development and industrialization, and improve public services for intellectual property information. Innovate the scientific and technological cooperation mechanism, implement the import tax policy to support scientific and technological innovation, encourage the import of relevant scientific research equipment, and allow Hong Kong and Macao scientific research institutions to be exempted from compulsory product certification for products and samples required for scientific research, testing, and certification inspection. Strengthen the construction of projects such as the South China (Guangzhou) Technology Transfer Center and the Hong Kong University of Science and Technology's Mainland Transfer and Transformation Headquarters Base, actively undertake the transfer and transformation of innovative achievements in the fields of electronic engineering, computer science, marine science, artificial intelligence and smart cities in Hong Kong, and build a highland for the transfer and transformation of scientific and technological achievements in South China. Carry out a pilot project to grant scientific researchers ownership or long-term use rights of their official scientific and technological achievements. Promote the deep integration of finance, technology and industry, explore new business and new models of innovative science and technology financial services, and provide more financial support for Hong Kong and Macao scientific research institutions and innovation carriers in Nansha. Support qualified Hong Kong private equity funds to participate in the financing of Hong Kong-funded innovative technology companies in Nansha.

(V) Build major scientific and technological innovation platforms. Build Nansha Science City at a high level, deploy cutting-edge cross-disciplinary research platforms, build world-class research universities and research institutions, and enhance original innovation capabilities. Accelerate the construction of the CAS Pearl Science Park, integrate the CAS's scientific and technological innovation resources in Guangzhou Institute and China Key Laboratories, and build a competitive pilot and application promotion base. Promote the gathering of marine science and technology forces, accelerate the construction of the Guangdong Provincial Laboratory of Southern Marine Science and Engineering (Guangzhou) with the Chinese Academy of Sciences and the Hong Kong University of Science and Technology, accelerate the construction of major innovation platforms such as the large scientific device for observation and simulation of cold spring ecosystems, the Deep Sea Science and Technology Innovation Center of the Guangzhou Marine Geological Survey Bureau, the South China Sea Ecological Environment Innovation Engineering Research Institute, and the new generation of submersibles, and build China's Southern Marine Science and Technology Innovation Center. Improve the scientific and technological achievements trading platform and improve the public trading system of scientific and technological achievements.

(VI) Cultivate and develop high-tech industries. Develop intelligent manufacturing, accelerate the construction of a number of intelligent manufacturing platforms, and create an "intelligent manufacturing + intelligent service" industrial chain. Accelerate the construction of an intelligent networked vehicle industrial park, promote the research and development and industrialization of intelligent pure electric vehicles, strengthen the testing and demonstration of intelligent networked vehicles, and create an intelligent networked vehicle industrial chain and a smart transportation industry cluster. Promote the construction of a professional robot innovation center, vigorously develop industrial robots and service robots, and promote the development of unmanned system industries such as drones and unmanned boats. Develop digital industries, accelerate the construction of the Guangdong-Hong Kong-Macao Greater Bay Area Innovation Center of the Next Generation Internet National Engineering Center, and promote the development of Internet Protocol Version 6 (IPv6) industry application demonstrations, next-generation Internet computing services and other businesses. Give full play to the role of the national Internet of Things public identification management service platform to promote the agglomeration and development of emerging industries such as the Internet of Things and cloud computing. Accelerate the construction of the Nansha (Guangdong, Hong Kong and Macao) data service pilot zone and build an international optical cable landing station. Build a national science and technology demonstration base for the development of marine industries, promote the research and development and application of comprehensive development technologies for combustible ice and marine biological resources, and promote the industrialization of energy technologies such as marine energy power generation equipment and advanced energy storage technology. Further extend the loss carry-forward period for enterprises in relevant high-tech key industries in Nansha. Reduce the corporate income tax rate to 15% for enterprises in encouraged industries in the pilot start-up area, and formulate a preferential industry catalogue in accordance with procedures.

(VII) Promote the gathering of international high-end talents. Innovate the talent policy system, implement special support measures for Hong Kong and Macao talents, and take the lead in making breakthroughs in talent introduction, equity incentives, technology investment, professional title evaluation, professional qualification recognition, children's education, commercial medical insurance, etc. For Hong Kong and Macao residents working in Nansha, exempt their personal income tax burden that exceeds the tax burden of Hong Kong and Macao. Support Nansha to implement a more vigorous policy to introduce international high-end talents, and provide entry, stay and residence convenience for international high-end talents. Implement the model of cultivating innovative talents through industry-university-research cooperation, accelerate the construction of carriers such as postdoctoral research mobile stations, research workstations and postdoctoral innovation practice bases, and encourage international high-end talents to enter Nansha. Vigorously develop international human resources services, build an international talent database, build a good human resources service industrial park, and allow qualified international talents who have obtained permanent residence in the Mainland to establish technology-based enterprises and serve as legal representatives of scientific research institutions.

3. Create a youth entrepreneurship and employment cooperation platform

(VIII) Collaboratively promote youth innovation and entrepreneurship. Deepen the promotion of mass entrepreneurship and innovation, gather wisdom and strength, and further stimulate market vitality. Further optimize and enhance the platform environment of the Guangdong-Hong Kong-Macao (International) Youth Innovation Workshop, the "Chuanghui Valley" Guangdong-Hong Kong-Macao Youth Cultural and Creative Community, and expand service content. Encourage existing various types of entrepreneurial incubation bases and mass innovation spaces to open up and expand innovation and entrepreneurship spaces specifically for Hong Kong and Macao youth. Create a better dual innovation and entrepreneurship development ecology, integrate various entrepreneurial resources such as entrepreneurial mentor teams, professional service agencies, entrepreneurial investment and financing institutions, strengthen the coordination of innovation and entrepreneurship policies, build a full-chain entrepreneurial service system and a comprehensive multi-level policy support system, and create a comprehensive maker community integrating business office, living, culture and entertainment. Support qualified one-stop innovation and entrepreneurship platforms to enjoy the tax incentives of science and technology enterprise incubators in accordance with regulations. Qualified Hong Kong and Macao residents who start businesses in Nansha will be included in the scope of local entrepreneurial subsidies and support, and can equally enjoy local support policies such as entrepreneurial guarantee loans and interest subsidies. Entrepreneurial teams funded by the "Youth Development Fund" and "Creative Intelligence Program" of the Hong Kong Special Administrative Region Government, as well as entrepreneurial teams funded by the "Youth Entrepreneurship Assistance Program" of the Macao Special Administrative Region Government, will directly enjoy Nansha's entrepreneurial support policies. Vigorously carry out innovative and entrepreneurial competitions and training activities such as "Entrepreneurship Mentors", "Entrepreneurship Competitions", and "Entrepreneurship Training", discover typical entrepreneurial cases, increase publicity of Nansha's entrepreneurship investment policy environment, and create a high-quality innovation and entrepreneurship ecosystem.

(IX) Improve the level of internship employment security. We will thoroughly implement the "100 Enterprises and 1,000 Talents" internship program for Hong Kong and Macao youths and implement a number of youth professional talent cooperation projects. We will support the Hong Kong Special Administrative Region Government in expanding the "Mainland Special Internship Program" and provide more attractive special internship positions. We will support the Hong Kong Special Administrative Region Government in implementing the "Greater Bay Area Youth Employment Program" and provide subsidies for Hong Kong university students employed in Nansha. We will explore ways to promote Nansha's public institutions, statutory agencies, and state-owned enterprises to introduce qualified Hong Kong and Macao youth talents. We will build a comprehensive public employment service platform, further improve policies and measures that are conducive to the employment and life of Hong Kong and Macao residents, especially Hong Kong and Macao students who graduated from mainland schools, in Nansha, and safeguard the employment rights and interests of Hong Kong and Macao residents in the mainland. We will strengthen employment supporting service guarantees, provide convenient conditions in terms of accommodation apartments, commuting, and children's admission to kindergartens and schools, and help Hong Kong and Macao residents solve their worries about working in Nansha.

(10) Strengthen youth cultural exchanges. We will plan and build a headquarters base for Guangdong, Hong Kong, and Macao youth exchange activities in Nansha, carry out innovative youth cultural exchange activities in Guangdong, Hong Kong, and Macao, actively carry out youth study and tourism cooperation, and create brand-specific projects such as "First Experience of Free Trade", "Career Express", and "Cultural and Sports Match". Regularly hold exchange activities such as Guangdong-Hong Kong-Macao youth talent exchange meetings, youth vocational training camps, and youth innovation and entrepreneurship sharing sessions. Work with Hong Kong and Macao to jointly hold various forms of cultural and artistic activities, guide young people from Guangdong, Hong Kong and Macao to actively participate in the protection of major cultural heritage, and continuously enhance their sense of identity and cohesion.

Fourth, jointly build a high-level gateway to the outside world

(XI) Build a comprehensive service base for Chinese enterprises to "go global". Relying on the industrial and market foundation of Guangzhou, especially Nansha, work with Hong Kong and Macao to continuously deepen foreign economic and trade cooperation. Give full play to the advantages of the concentration of foreign consulates in Guangzhou, deeply connect with the development needs of countries and regions along the "Belt and Road", integrate the "going global" resources such as the advantageous production capacity of the Pearl River Delta and international economic and trade service institutions, strengthen cooperation with Hong Kong professional service institutions, and jointly build an integrated online and offline international investment and financing comprehensive service system to provide one-stop services such as information sharing, project docking, standard compatibility, testing and certification, financial services, and dispute resolution. Concentrate on the development of Hong Kong's professional service industry, and on the basis of doing a good job in relevant supervision, study how to further lower the entry threshold for Hong Kong's professional service industry to provide services in the Mainland. Improve the partnership mechanism between the Mainland and Hong Kong and Macao law firms. Promote the construction of an open connection platform for the printing industry in the Guangdong-Hong Kong-Macao Greater Bay Area.

(XII) Enhance the function of an international shipping and logistics hub. In accordance with the principle of functional complementarity and staggered development, give full play to the role of Hong Kong as an international shipping center and its advantages in maritime professional services, promote cross-border and cross-regional integration of shipping service resources in the Guangdong-Hong Kong-Macao Greater Bay Area, enhance the overall service level of the Greater Bay Area port group, and focus on deepening cooperation in the fields of shipping logistics, water-to-water transshipment, rail-water transport, shipping finance, maritime services, cruise ships and yachts. Accelerate the construction of the fourth phase of the automated terminal in the Nansha Port Area of Guangzhou Port, make full use of the existing railways in the park, and further improve the port-rail transport capacity. Support the Guangzhou Shipping Exchange to expand its service functions such as shipping transactions, and support the three places of Guangdong, Hong Kong and Macao to jointly build a Greater Bay Area shipping joint trading center in Nansha. Accelerate the development of maritime services such as ship management, inspection and testing, seafarer training, and maritime dispute resolution, and create an international maritime service industry cluster. Following the principles of regional coordination and mutual benefit, relying on the Guangzhou Nansha Comprehensive Bonded Zone, we will establish a supply chain management platform for bulk raw materials, consumer goods, food, artworks and other commodities in the Guangdong-Hong Kong-Macao Greater Bay Area, build an exhibition and trading center for engineering plastics, grain and red wine, and set up a futures delivery warehouse.

(13) Strengthen international economic cooperation. Comprehensively strengthen and deepen economic and trade cooperation with Japan, South Korea and ASEAN countries, support Nansha in the high-quality implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP), and take the lead in accumulating experience. Benchmark the rules of international high-level free trade agreements such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), and increase the intensity of stress testing. Strengthen cooperation with the EU and developed economies in North America, promote docking in the fields of finance, scientific and technological innovation, further integrate into the regional and world economy, and build it into a frontier of international economic cooperation.

(14) Build a new platform for international exchanges. Encourage and guide Hong Kong and Macao Chambers of Commerce to set up representative offices in Nansha. Support Hong Kong and Macao to fully participate in and contribute to the construction of the Belt and Road Initiative, promote pragmatic exchanges and cooperation with countries and regions along the Belt and Road Initiative and major free trade zones, free trade ports and chambers of commerce in the world, explore the holding of theme exhibitions related to the Belt and Road Initiative, and build a new platform for international economic cooperation between the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road Initiative. Organize international theme events such as the International Financial Forum (IFF) Global Annual Meeting, and actively host important international forums, large-scale cultural and sports events and other foreign exchange activities.

V. Build a highland for the connection between rules and mechanisms

(XV) Create a world-class business environment. Deepen the reform of "delegating power, delegating power, and serving the people", and continue to create a market-oriented, law-based and internationalized business environment. Explore the trial implementation of the commercial registration confirmation system, carry out pilot reforms of market access and regulatory systems and mechanisms, accelerate the establishment and improvement of an all-round, multi-level and three-dimensional regulatory system, realize full-chain and full-field supervision before, during and after the event, rely on the national enterprise credit information disclosure system, realize the interconnection, sharing and application of enterprise-related credit information, and innovate and promote the joint "double random, one public" supervision of departments and the classification management of enterprise credit risks. (XVI) Orderly promote financial market interconnection. Support eligible Hong Kong and Macao investors to apply for the establishment of licensed financial institutions such as securities companies, futures companies, and fund companies in accordance with the law. Actively support Nansha to participate in the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area Insurance Service Center. Support Nansha to take the lead in cross-border motor vehicle insurance, cross-border commercial medical insurance and other aspects, and promote the integrated development of the insurance markets in Guangdong, Hong Kong and Macao. Support the development of innovative mobile payment applications. Accelerate the study of the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area International Commercial Bank in Nansha in accordance with procedures. Support the promotion of foreign exchange management reform, explore the implementation of policy pilots such as qualified domestic limited partners (QDLP) overseas investment, and support the cooperation of institutions in Guangdong, Hong Kong and Macao to establish RMB overseas investment and loan funds. Strengthen financial regulatory cooperation and enhance risk monitoring, early warning and disposal capabilities.

(XVII) Improve the level of interconnection between public services and social management. Promote the strengthening of social security connection among Guangdong, Hong Kong and Macao, promote Hong Kong and Macao residents working and living in Nansha to enjoy citizen treatment, and improve the cross-border portability of social security measures for Hong Kong and Macao residents. Cooperate with the Hong Kong Special Administrative Region Government to establish a "white list" system for medical institutions, expand the scope of use of Hong Kong's "Elderly Medical Vouchers", promote the inclusion of Nansha medical institutions on the "white list" into Hong Kong's medical expenses settlement units, and gradually expand the payment scope from outpatient to inpatient. Organize the formulation of hospital review and certification standards in line with international standards, carry out international hospital review and certification in Nansha, and facilitate international insurance reimbursement. Establish and improve a food origin traceability system between Hong Kong and Macao, establish a food safety risk communication and information release system, and improve the level of information technology for food safety supervision in the Greater Bay Area. Strengthen transportation links with Hong Kong and Macao, accelerate the establishment of direct transportation links between Nansha Hub and Hong Kong, further optimize flights at Nansha Passenger Port and stopovers at Qingsheng Station of Guangzhou-Shenzhen-Hong Kong High-Speed Railway, and promote the realization of "one-ticket" interline and "one-card" services. Under the premise of strictly implementing epidemic prevention and control, steadily promote free travel by yachts in Guangdong, Hong Kong and Macao, and refine and improve the entry and exit policy system, management mechanism and operating specifications for yachts in Hong Kong and Macao.

Sixth, establish a benchmark for high-quality urban development

(XVIII) Strengthen cooperation in the field of urban planning and construction. Adhere to the ecological civilization concept of respecting, adapting to and protecting nature, strengthen the inheritance of civilization and culture, do a good job in the protection and inheritance of historical and cultural heritage, strengthen the protection of native tree species and ancient trees, and use "embroidery" skills to do a good job in fine urban governance. Introduce high-level planning, planning and design units and expert teams to participate in the planning, design and research of Nansha, and explore the entry standards for consulting companies and engineering contractors such as planning, architecture, design, surveying and engineering in Hong Kong and Macao. Mutual recognition of membership of Hong Kong architects, structural engineers and building surveyors with qualifications of Hong Kong associations (institutes) with corresponding associations in the Mainland. Strengthen cooperation in the field of engineering construction, learn from the experience of Hong Kong and Macao in municipal construction and services, invite Hong Kong and Macao experts to participate in construction management in the form of cooperation or consultation, support Hong Kong and Macao industries to participate in the construction of major transportation facilities, municipal infrastructure, cultural and sports facilities and contiguous comprehensive development, allow Hong Kong and Macao enterprises to adopt the Hong Kong and Macao engineering construction management model in the development and construction projects that they wholly own or control in Nansha, promote the pilot of architect responsibility system and full-process engineering consulting projects, and allow enterprises and professionals with corresponding Hong Kong qualifications such as construction and related engineering consulting to directly provide services after filing.

(19) Steadily promote the construction of smart cities. Use technologies such as next-generation Internet, cloud computing, intelligent sensors, satellites, and geographic information systems (GIS) to accelerate the construction of smart city infrastructure in Nansha, achieve full coverage of the fifth generation mobile communication (5G), and improve infrastructure management and service capabilities. Accelerate the construction of traffic information perception facilities, establish a unified intelligent city comprehensive transportation management and service system, and comprehensively improve the level of intelligent management. Promote the construction of Nansha smart grid, smart gas network and smart water supply and drainage guarantee system.

(20) Steadily promote educational cooperation between Guangdong, Hong Kong and Macao. Designate a special area in Nansha to create an open experimental field for higher education, a gathering place for high-level universities, and a new highland for higher education cooperation in the Greater Bay Area. Support the introduction of first-class overseas educational resources to Nansha in accordance with the law and regulations to carry out high-level cooperative education, and promote the construction of world-class universities and first-class disciplines. Deepen higher education cooperation between Guangdong, Hong Kong and Macao, give full play to the role of the Guangdong-Hong Kong-Macao University Alliance, and encourage universities in the three places to explore cooperation and exchanges in areas such as mutual recognition of credits for specific courses and implementation of more flexible exchange student arrangements. Improve the admission mechanism for Hong Kong and Macao candidates in universities established in Nansha, refer to the independent admission methods of Sun Yat-sen University and Jinan University, and further broaden the admission channels for Hong Kong and Macao students. Encourage vocational education and training institutions in Hong Kong and Macao to cooperate with mainland colleges, enterprises and institutions to establish vocational education and training schools and training bases. Carry out in-depth exchanges and cooperation activities between sister schools (kindergartens). Plan to build schools for children of foreign personnel or primary and secondary schools with a high degree of internationalization, implement relevant policies for Hong Kong and Macao residents to apply for primary and secondary school teacher qualifications in the mainland, and encourage the development of childcare services for children aged 0-3. Optimize the supporting environment for employment and entrepreneurship in terms of medical treatment, cross-border mortgage for housing, mutual recognition of qualifications, and support for entrepreneurship, so as to achieve linkage between education, innovation, and entrepreneurship, and mutual promotion of education and employment, and enhance the attractiveness of studying for young students from Hong Kong and Macao.

(21) Facilitate medical treatment and elderly care for Hong Kong and Macao residents. Actively increase the supply of high-quality resources, work with Hong Kong and Macao to build an international health industry, accelerate the construction of national health tourism demonstration bases, and support Hong Kong and Macao medical and health service providers to establish medical institutions in accordance with regulations in the form of wholly-owned or joint ventures.
