2023 marks the 10th anniversary of the "Belt and Road" initiative. Quanzhou, Fujian, located on the southeast coast of China, is the starting point of the "Maritime Silk Road" and the world's marine trade center during the Song and Yuan dynasties. It has been an important window for China to interact with the world since ancient times. Over the past decade, with the deepening of the joint construction of the "Belt and Road", China Telecom has actively responded to the construction of new infrastructure and consolidated the digital foundation of the "Maritime Silk Road"; provided high-quality communication services to help cross-border e-commerce "go global"; promoted 5G "smart" manufacturing to empower "going global" enterprises, and added new momentum to Quanzhou's "Belt and Road" construction.
Facing the sea: Forging the information base of the "Maritime Silk Road"
Connectivity brings us together, and the world tells the story of the Silk Road. The key to building the "Belt and Road" is connectivity, and infrastructure construction is the cornerstone. In the context of the information age, network interconnection and information openness and intercommunication have become a strong bond for countries along the "Belt and Road" to strengthen communication and deepen cooperation.
The "Three-Year Action Plan for New Infrastructure Construction in Fujian Province (2023-2025)" proposes to support Quanzhou in building a technologically advanced supercomputing center in Fujian Province. According to the Quanzhou Digital Office, as one of the first national "Broadband China" demonstration cities, Quanzhou City took the lead in building an optical network city in Fujian Province, and all administrative villages have achieved full coverage of optical fiber and 4G; it was selected as one of the first 50 5G commercial pilot cities in China, and various operators have built more than 20,000 5G base stations, ranking first in the province; in Digital Fujian (Anxi) Industrial Park, one of the two major carrier bases of Digital Fujian, more than 4,600 cabinets have been built and put into production. A series of cutting-edge innovative infrastructures, such as the Quanzhou Advanced Computing Center and the Global Commercial Remote Sensing Satellite Ground Receiving Station, have been initially completed and put into use.
As the main force in local informatization construction, China Telecom Fujian Company has built 9,000 5G base stations and more than 4 million optical network resources in Quanzhou after years of intensive cultivation, achieving "double gigabit" coverage capabilities for millions of users; operating 3 star cloud data center computer rooms and 7 cloud platforms, with a total export bandwidth of 8,400G and 2,964 racks; deploying new fields such as cloud security, AI, and quantum communication, integrating and giving play to the advantages of "5G+cloud+AI" integrated technology, and building a complete digital park infrastructure and management platform in all counties (cities and districts) in the city, and building a new digital infrastructure with cloud-network integration as the core, providing strong informatization guarantee for the cluster development of regional advantageous industries.
"The sea is the farmland of Fujian people." In recent years, China Telecom has accelerated the construction of new smart ocean infrastructure of 5G+satellite, continued to promote the digitalization of the marine industry, and completed 5G signal coverage in the offshore area of Quanzhou. In August 2021, China Telecom actively cooperated with the Quanzhou Ocean and Fisheries Bureau to improve the fishing vessel safety supervision system, and began to equip large and medium-sized fishing vessels in the city with Tiantong satellite phones. So far, it has provided domestic Tiantong satellite calls and high-throughput satellite broadband services for more than 1,500 fishing vessels of various types to meet the work and life needs of fishermen for voice calls and video live broadcasts at sea.
Over the past ten years, China Telecom has built a digital economy cornerstone of cloud, network, intelligence, and computing integration system with "cloud network" as the foundation and "intelligent computing" as the enabler, and built an integrated communication capability of "land, sea, air and space", consolidated the digital foundation of Quanzhou's high-quality development, and supported the construction of the "Belt and Road".
Born to the sea: cross-border e-commerce development ranks among the top in China
Quanzhou, a city with a world-wide business network, has a unique advantage in developing cross-border e-commerce. There are 9.5 million overseas Chinese from Quanzhou living in 170 countries and regions in the world. In 2018, Quanzhou was selected as one of the "Top 20 Cities for China's Cross-border E-commerce Export Development"; in December 2019, Quanzhou was approved to become a comprehensive pilot zone for cross-border e-commerce; in January 2020, Quanzhou was approved to become a pilot city for cross-border e-commerce retail imports. According to Quanzhou Customs data, after becoming a comprehensive pilot zone for cross-border e-commerce, in 2020, Quanzhou's cross-border e-commerce exports reached 7.6 billion yuan, an increase of 85.7 times year-on-year, driving exports by 5.2 percentage points. Cross-border e-commerce has become a new driving force for the development of Quanzhou's foreign trade industry.
To escort enterprises to "go overseas", China Telecom launched a cross-border e-commerce express line solution, which builds a safe, stable and efficient cross-border link. The international dedicated line service can provide an exclusive bandwidth of more than 100Gbps, with the advantages of standardization, high speed, high stability and low latency, and provides core node equipment redundant backup, intelligent routing function, overseas source station routing acceleration and other services to solve the pain points of cross-border network services for enterprises.
Dehua ceramics have always been the flagship product of Quanzhou's foreign trade. At the beginning of the establishment of the Cross-border E-commerce Branch of Dehua County E-commerce Association, China Telecom reached a strategic cooperation with the association to provide information services and digital technology support for Dehua cross-border e-commerce companies. Zhuang Huiji, Secretary General of the Cross-border E-commerce Branch of Dehua County E-commerce Association and General Manager of Dehua Hengfei Art Products Co., Ltd., said with deep feelings: "In the process of expanding overseas markets, companies must enter multiple cross-border e-commerce platforms outside China, and also conduct product live broadcasts and factory live broadcasts, which all require strong network and platform support."
The cross-border e-commerce express line solution launched by China Telecom ensures that companies can "go overseas" conveniently and transactions are smooth, and has covered many countries and regions overseas. After Fujian Discovery Youpin Trading Company opened China Telecom's SD-WAN international dedicated line, it successfully sold its products to the Thai market. Zhang Chunxi, head of the company's TK (TikTok International Version) business, commented: "With the stable and efficient links provided by China Telecom's cross-border e-commerce express line, our cross-border live broadcast in Thailand is getting better and better. Next, we will gradually expand the coverage of live broadcast business in Southeast Asia." In addition, China Telecom has also undertaken the cross-border e-commerce service platform project of Nan'an Municipal Bureau of Commerce, and will provide technical service support and high-quality solutions for Nan'an's cross-border e-commerce industry, and use the platform advantages to help cross-border e-commerce enterprises grow and develop.
Over the past ten years, Quanzhou's cross-border e-commerce development has been on the "fast track". Dehua Ceramics, Nan'an Sanitary Ware, Jinjiang Textile... In the sanitary ware manufacturing industry, China Telecom and Jomoo Group have cooperated deeply to jointly build benchmark cases such as Yongchun Jomoo 5G Smart Park and Kemu 5G Lighthouse Factory to create a new model of "smart bathroom manufacturing". Kemu Intelligent is a smart toilet manufacturer under Jomoo Group, and it is also a 5G smart toilet lighthouse factory and the first 5G factory in the industry. During the construction of the lighthouse factory, China Telecom fully utilized the advantages of 5G cloud network integration to escort it, built a 5G+industrial PON "dual gigabit" network, completed edge computing deployment, ensured full 5G coverage in the factory area, and the production network was not subject to electromagnetic interference, realizing the dark production of the injection molding workshop, and the AGV car automatically transported the workshop materials, assembly, quality inspection, logistics and other whole process information automation management. At present, the production efficiency of Kemu Intelligent Factory has increased by 67%, the overall efficiency has increased by 37%, the material efficiency has increased by 45%, the parts qualification rate has reached 99.8%, and the equipment networking rate has reached 100%.
In the textile industry, China Telecom provides customized 5G solutions for Yonggu Group, Huayu Weaving and other companies to help textile companies improve production efficiency. Yonggu Group is a comprehensive enterprise integrating textile manufacturing and textile technology development. Through cooperation with China Telecom to build a 5G+textile smart park, it has fully realized the intelligent supervision of textile machines in the workshop, the closed-loop control of temperature and humidity in the workshop, and the intelligent management of production energy efficiency. The product qualification rate has increased to 97%, and the overall operating cost has been reduced by 15%. Among them, the 5G+MES production execution management system can collect information on the operation of loom equipment in real time, automatically generate analysis reports, and timely and intuitively reflect the operation status of the machine, helping the factory to intelligently supervise the weaving machines, and increase the per capita supervision equipment from the original 20 to 30 to the current 70.
The wind is good and the sails are set. More and more "smart" manufacturing companies are growing and developing with the east wind of jointly building the "Belt and Road".
