Ecological security has become the core security index of the city, through the transformation of economic structure to enhance ecological responsibility, has become an important strategy of Shanghai's industrial economy in recent years.

According to Yuan Qinghai, chief engineer of Shanghai Economic and Information Commission, since 2007, Shanghai has opened a new round of industrial structure adjustment, and has shut down more than 6400 projects of "three high and one low" in total, an average of 800 a year. Iron alloy and flat glass, leather tanning and other high-pollution and energy-consuming industries have disappeared in the Shanghai industrial catalog.

Continuous industrial structure adjustment has brought remarkable ecological benefits. It is estimated that the adjustment has reduced energy consumption by more than 8.3 million tons of standard coal, equivalent to the electricity consumption of Shanghai residents for a year and a half. The reduction of carbon dioxide, sulfur dioxide, nitrogen oxides and other pollution emissions is equivalent to recreating 100 large parks; Nearly 120,000 mu of land has been freed up.

At present, in some key regions and areas, Shanghai is stepping up efforts to adjust. For example, in order to improve the ecological quality of the Disney International Tourism Resort, Shanghai has stepped up the adjustment of the industrial structure of the supporting service areas for Disney projects. It has adjusted 153 high-polluting and energy-consuming enterprises in the machining, metal products, printing, rubber and plastic products, building materials, textile and chemical industries in the area, requiring all of them to be closed down by the end of 2016.

Another example, in order to strengthen the ecological protection of Shanghai water source area, Shanghai has initiated the closure and adjustment of 104 key enterprises in the area, mainly involving metal products, plastic products, cement products, coatings, heat treatment, non-ferrous metal rolling and other industries, reducing the annual discharge of sewage by 187,000 tons and significantly reducing the ecological threat of water source area.

Shanghai Jinshan District Langxia Country Park under construction will also become one of Shanghai's "green lungs" in the future, Shanghai will also shut down 90 industrial enterprises within the area, after the completion of the adjustment, can achieve a reduction of about 545.22 mu of industrial land, can reduce the annual energy consumption of 5173.1 tons of standard coal, significantly improve the ecological environment of the region.

And through industrial adjustment, Shanghai has shut down and transferred more than 400 hazardous chemical enterprises outside the industrial area, reducing a total of nearly 3 million tons of hazardous chemicals and reducing safety risks.
