The Ministry of Ecology and Environment stated that on May 8, 2019, the 2019-2020 Blue Sky Defense Campaign's key areas of intensified supervision and targeted assistance were officially launched, focusing on the pollution prevention and control of industrial enterprises in the Beijing-Tianjin-Hebei region and surrounding areas, the Fenwei Plain area, the problems of "scattered, messy and polluting" enterprises (points) involved in air pollution that have not been completed, the problems of inadequate rectification of boilers that should be eliminated, and the problems of inadequate rectification of automotive oil products.

From May 8 to 13, the various strengthened supervision and targeted assistance working groups found a total of 830 air-related environmental problems, including 233 in Hebei Province, accounting for 28.1%, with the city with the most problems being Xingtai City (46); 224 in Henan Province, accounting for 27%, with the city with the most problems being Zhengzhou City (48); 160 in Shaanxi Province, accounting for 19.3%, with the city with the most problems being Xi'an City (66); 115 in Shanxi Province, accounting for 13.9%, with the city with the most problems being Jinzhong City (22); 85 in Shandong Province, accounting for 10.2%, with the city with the most problems being Dezhou City (22); 12 in Tianjin, accounting for 1.4%, with the district and county with the most problems being Jinnan District (5); 1 in Beijing, accounting for 0.1%, with the problem area being Changping District.

1. Pollution prevention and control issues in industrial enterprises. Beijing Gaocai Plastic Packaging and Printing Co., Ltd., Tianjin Booute Electric Power Equipment Co., Ltd., Cangzhou Zhenxing Donghai Traffic Equipment Co., Ltd., Hebei Province, Baoda Rubber Co., Ltd., Pingyao County, Jinzhong City, Shanxi Province, Yashichang Furniture Factory, Ningjin County, Dezhou City, Shandong Province, Shuerkangai Products Co., Ltd., Luoyang City, Henan Province, Huanjian Silicon Carbon Rod Electric Heating Components Co., Ltd., Xi'an City, Shaanxi Province, and other 318 enterprises (locations) have problems with pollution prevention and control of industrial enterprises. The cities with more problems are: 42 in Xi'an and 19 in Cangzhou.

Second, the problem of "scattered, messy and polluted" enterprises (locations) involving air have not completed rectification.Seven "scattered, messy and polluted" enterprises (locations) involving air, including the workshop in the unnamed factory building on the Second Ring South Road, Donglv Village, Baoding City, Hebei Province, Zhu Yongfu Woodworking Factory, Jinzhong City, Shanxi Province, and Wang Hongzha Prefabricated Component Factory, Xinxiang City, Henan Province, have not completed rectification. The cities with more problems are: 4 in Xinxiang City and 2 in Jinzhong City.

3. The problem of inadequate treatment of boilers that should be eliminated. 26 enterprises (locations) including Longteng Petroleum Gas Station in Shijiazhuang City, Hebei Province, Jinxingying Processing Plant in Yuncheng City, Shanxi Province, Lemon Biotechnology Co., Ltd. in Puyang City, Henan Province, and Aerospace Engine Co., Ltd. in Xi'an City, Shaanxi Province have boilers that should be eliminated but have not been dismantled. The cities with more problems are: 5 in Yuncheng City and 4 in Luliang.

4. The problem of inadequate treatment of automotive oil products. 9 enterprises (locations) including Tianjin Gujian Commercial Concrete Co., Ltd., the unnamed gas station in the parking lot on the northwest side of the intersection of the South Second Ring Road and the West Second Ring Road in Baoding City, Hebei Province, and the mobile refueling truck on the west side of the Zhongrun Guotai parking lot in Xi'an City, Shaanxi Province have inadequate treatment of automotive oil products, including 5 in Xi'an City, 2 in Tianjin City, and 2 in Baoding City.

5. Problems in the implementation of the pollutant discharge permit system. 31 companies including Haisi Pharmaceutical Co., Ltd. in Jincheng City, Shanxi Province, Yuntong New Materials Technology Co., Ltd. in Binzhou City, Shandong Province, Yuanrun Textile Co., Ltd. in Anyang City, Henan Province, and Luzhou Biotechnology (Shaanxi) Co., Ltd. in Xianyang City, Shaanxi Province have problems in implementing the pollutant discharge permit system. The cities with more problems are: 9 in Binzhou City and 9 in Xianyang City.

Six. Construction sites have not implemented the "six hundred percent" requirements.135 construction sites (units) including the Red Star Macalline Guantao Commercial Center Construction Project in Handan City, Hebei Province, the Phase II Project Site of the Zoo in Taiyuan City, Shanxi Province, the East Side Road Construction Site of the Intersection of Shuangli Road and Weiyu North Road in Liaocheng City, Shandong Province, the Wangfu No. 1 Project Department in Kaifeng City, Henan Province, and the Green Shade Garden Project in Weinan City, Shaanxi Province have not implemented the "six hundred percent" requirements. The cities with more problems are: 13 in Xingtai City and 12 in Handan City.

Seven. Dust control issues. 190 enterprises (locations) have dust control problems, including the material yard on the east side of Tianjin Jinguangda Concrete Co., Ltd., Hebei Province Hengshui Maoxin Commercial Concrete Co., Ltd., Shanxi Province Yangquan Xianheng Refractory Material Co., Ltd., Shandong Province Heze Dongming County Minzhu North Street Construction Site, Henan Province Sanmenxia Huaxinao Building Materials Co., Ltd., and Shaanxi Province Tongchuan Jianli Cement Products Co., Ltd. The cities with more problems are: Sanmenxia City 22, Tongchuan City 10.

8. Other air-related environmental issues. 114 enterprises (locations) including the garbage incineration site on the south side of the intersection of Shengtang Road and Jingang Road in Tianjin, Longyun Recycled Sponge Factory in Langfang, Hebei Province, Xinweibao Scrap Metal Purchasing Station in Luliang, Shanxi Province, Rongzhi Machinery Manufacturing Co., Ltd. in Zibo, Shandong Province, Taide Chemical Co., Ltd. in Kaifeng, Henan Province, and Shunda Auto Plastic Surgery and Spray Paint Shop in Baoji, Shaanxi Province, have other air-related environmental problems such as heavy pollution emergency control, open-air burning, and stench. The cities with more problems are: 9 in Langfang and 8 in Luliang.
