However, the media found in many unannounced visits that the inspection system in express companies is still in vain.

For the express items found in the inspection that have not been stamped with the receipt and Posting inspection stamp, they are regarded as having not carried out the receipt and Posting inspection, but the "rubber stamp" is dead and easy to deal with.
The most critical injury is the inability to punish. For express delivery companies, although according to the provisions of Article 75 of the Postal Law, for the inspection found that postal enterprises, express delivery enterprises do not implement the acceptance and delivery inspection system, after verification, will make "severe punishment". The so-called severe, it should be done that the business must be suspended, the revoked license is resolutely revoked, the penalty is resolutely punished. However, violations can be seen everywhere, and those punished are rarely heard of. For couriers, as a gatekeeper, the role is particularly important, and we do not currently set responsibility for couriers, if someone passes through, or buy couriers, the whole chain will be in danger, should be clear in the relevant legal provisions, for those incompetent, not responsible for the blacklist, until criminal responsibility.

Industry ecology is related to every link, receipt and delivery inspection system, as a basic system of relevant laws and regulations, is the legal responsibility of postal enterprises and express delivery enterprises, and is also the most fundamental and effective way to ensure the safe and smooth delivery channels.
