Qiu Qiwen said that the clean-up and rectification of the main three aspects of the task: first, according to the law to ban a number of serious pollution illegal recycling enterprises, such as focusing on the investigation and punishment of residential areas mixed, seriously affecting the normal living environment of residents without licenses and unlicensed small workshops; No environmental approval procedures, did not handle the industrial and commercial registration of illegal enterprises; Enterprises that do not conform to the State's industrial policies; And enterprises whose pollution control facilities are not operating properly and whose emissions cannot meet the standards.

Second, focus on improving processing and utilization distribution centers. We will focus on inspecting the approval and implementation of environmental impact assessments for distribution centers and the construction and operation of environmental protection infrastructure. We will resolutely ban distribution centers within administrative villages or in urban and rural areas that mix with residential areas, as well as those with backward environmental protection infrastructure and serious pollution.

Third, we will standardize and guide the healthy development of recycling enterprises. We will encourage relevant enterprises to build and operate pollution control facilities; Promoting the development of enterprises as industrial parks, large-scale and clean; And encourage legitimate and compliant recycling enterprises to join forces and reorganize to become bigger and stronger.

He said that at present, the construction of China's solid waste recycling system still lags behind the development needs of the industry. Through the clean-up and rectification, backward and excess production capacity can be eliminated, the transformation and upgrading of China's solid waste recycling industry structure can be accelerated, the infrastructure for the recycling of renewable resources can be improved, and the development level of China's solid waste recycling industry can be raised.
