Industry performance classification indicators mainly include equipment level, pollution control technology, emission limits, non-organization control requirements, monitoring and monitoring level, environmental management level, mode of transportation, transportation control requirements. Environmental performance grades are divided into A, B (including B-), C, D, performance-leading and non-performance-leading levels. During the heavy pollution weather warning period, enterprises with advanced environmental performance can reduce or exempt emergency emission reduction measures.

At present, a total of 49 industries in the city have been included in the performance classification of key industries. Among them, 39 are the performance grading industries determined by the Ministry of Ecology and Environment, which mainly include the long-process combined iron and steel, ferroalloy, coke, cement, glass, ceramics, lime kiln, casting and other industries; 10 are local standard performance classification industries in Chongqing, mainly including metal surface treatment and heat treatment processing, ore mining and stone processing, fertilizer manufacturing (except coal to nitrogen fertilizer), plastic products, pulp manufacturing and paper industry, asphalt mixing station, organic chemical industry, electronics industry, auto repair industry, general industry.

Liu Qiang said that the performance classification of enterprises in key industries is the basic work for the implementation of differentiated management and control of enterprises in the emergency response to heavy pollution weather, and it is also an important starting point for promoting key industries and driving basic industries to continue to play the demonstration role of green development of the Yangtze River Economic Belt, which helps to achieve "multi-discharge and multi-limit, less discharge and less limit, and no limit on discharge". Thus encouraging "advanced", spur "backward", drive "follow up", and systematically promote the transformation and upgrading of the industry and green, low-carbon and high-quality development.
