Continues to carry out special inspections on illegal resumption of production by scattered and polluting enterprises.
According to the website of the Ministry of Environmental Protection, from March 15 to 18, 18 inspection teams composed of the Ministry of Environmental Protection, together with the environmental protection departments of Beijing, Tianjin, Hebei, Shanxi, Shandong and Henan, continued to carry out special inspections on the air pollution control work in 2+16 key cities. A total of 869 departments, units or enterprises were inspected, and 202 environmental problems were found.
The main problems found in the inspection are:
1. "Scattered, messy and polluting" enterprises or enterprise groups violated laws and regulations to resume production. Since March 16, inspections have found that "scattered, messy and polluting" enterprises or enterprise groups have violated laws and regulations to resume production in many places. The Dongmagezhuang Bathhouse in Gaoliying Town, Tongzhou District, Beijing, and the unnamed bathhouse on the southeast side of the supply and marketing cooperative in Niulanshan Town, Shunyi District, burned waste boards and loose coal; Shijiazhuang Liulang Furniture Co., Ltd. cut raw materials in the open air, and the grinding workshop was not tightly sealed, and dust was directly discharged.
Baoding Hebei Shuangyang Chemical Fiber Textile Co., Ltd. cannot effectively collect waste gas, a small boiler without any environmental protection facilities is in use, and the crushing section of the waste plastic processing workshop has no environmental protection facilities. More than a dozen small injection molding factories in Jitun Village, Sunshi Town, Wenan County, Langfang City were included in the county's "scattered and messy pollution" cleanup and rectification list, and most of them have no VOCs treatment facilities, and have basically resumed production. Many small screw standard parts processing companies around Peipozhuang Village, Yongnian District, Handan City have not installed oil fume purification facilities, and they were in production during the inspection. The production site of Haitong New Energy-saving Building Materials Co., Ltd. in Haixing County, Cangzhou City is chaotic, and dust is seriously discharged in an unorganized manner; Yan Jinguang Plastic Recycling Processing Plant and Luan Fangzheng Plastic Waste Purchasing Station process and crush plastic bottles without dust control facilities.
There are some scattered and messy film and rubber ring companies in Shijiazhuang Village, Hedong Office, Taocheng District, Hengshui City, which were in production during the on-site inspection. Some coal washing enterprises in Linfen City have resumed production. The wind and dust suppression nets of Longxin Coal Washing Co., Ltd. and Feilong Coal Washing Plant are seriously damaged, and the dust on the roads in the factory area is serious; the Kangtongda Foundry, a small local enterprise in Yaodu District, has resumed production, and the unorganized emission of smoke and dust in the factory area is prominent. A small plastic processing factory in Yangjiazhuang Village, Qixian Office, Shizhong District, Jinan City is in production. A small paint factory in Jiahetun Village, Jiefang District, Jiaozuo City has 2 coal-fired glue boiling furnaces, 2 powder mixers, and 1 paint production machine, without any pollution control facilities.
2. Some enterprises have illegal emissions or abnormally operated pollution control facilities. Wanlite Construction Steel Products Co., Ltd. in Jinnan District, Tianjin City has not made adequate rectifications to the problems found during the inspection, the supporting VOCs control facilities are not in operation, and the welding process has serious unorganized emissions. The desulfurization facilities of Rundong New Wall Materials Co., Ltd. and Jinma Brick Industry Co., Ltd. in Luquan District, Shijiazhuang City are not operating normally; the boiler exhaust gas of Hehui Chemical Co., Ltd. in Jinzhou City is directly discharged, and the unorganized emission in the factory area is serious; a 20t/h coal-fired boiler of Fengshan Chemical Branch of Jizhong Energy Mining Group in Jingxing Mining District has no denitrification facilities, and sulfur dioxide and nitrogen oxides are discharged in excess of the standard.
A 15-ton boiler of Weiqun Food Technology Co., Ltd. in Baoding has been emitting nitrogen oxides in excess of the standard for a long time. There is no treatment facility for process waste gas in the plastic sealing workshop of Jingheng Yamada Company in Jinan City. The coal-fired boiler of Heshan Agriculture and Animal Husbandry Co., Ltd. in Ningjin County, Dezhou City emits black smoke. Guangzhou Xuchen Metal Products Co., Ltd. in the courtyard of Zhongxin Metallurgical Equipment Co., Ltd. in Zhengzhou Economic Development Zone has no anti-pollution treatment facilities for spraying, and the exhaust gas is directly discharged. Fuyuan Reproduction Rubber Factory in Boai County, Jiaozuo City privately dismantled the exhaust gas collection hood of the desulfurization tank, and the activated carbon of the adsorption device has not been replaced for a long time.
3. Some companies falsify online monitoring data or have chaotic management. The online monitoring data of the flue gas of the No. 3 kiln of Quzhai Cement Co., Ltd. in Luquan District, Shijiazhuang City was falsified, and the instrument parameters were modified without authorization. When the flue gas and standard gas were measured, the data acquisition instrument showed that the uploaded sulfur dioxide concentration was always stable at about 3.7 mg/m3. The online monitoring facilities of Hengyang Knitting Dyeing and Finishing Factory in Gaoyang County, Baoding City were abnormal, and the standard gas of the online monitoring facilities was expired.
The online monitoring data of Linfen Longshui Industrial Group Co., Ltd. was abnormal, and the central control data of sulfur dioxide concentration was below 10 mg/m3 for a long time. In the absence of denitrification facilities, the central control data of nitrogen oxide concentration was below 100 mg/m3 for a long time; Shanxi Huajin Hanzu Coal Industry Co., Ltd. had simple desulfurization facilities, and the online monitoring data did not match the actual emissions; Puxian Chaoteng Heating Co., Ltd. had no central control system, no denitrification facilities, and the online monitoring device was faulty.
Fourth, the dust pollution control in the factory areas of some enterprises was not in place. There are many temporary coal storage yards along the north side of the Yongdingxinhe embankment in Panjiayuan Industrial Zone, Zaojiacheng Town, Ninghe District, Tianjin. Most of them have no wind and dust suppression nets, and dust pollution is serious; the coal piles of Bito Coal Storage Yard, Shenglian Logistics Coal Yard, Tongxin Coal Yard, and Baoletai Coal Storage Yard are basically not covered or covered incompletely.
The wind and dust suppression nets of the coal yards of Kailuan Zhaogezhuang Mining Co., Ltd. in Guye District, Tangshan City and other enterprises are not fully constructed, and dust is serious; there are many small bulk material yards in Wali Town, Kaiping District, and dust is serious. The ground of the site of Handan Zhonglei Building Materials Co., Ltd. is not hardened, the conveyor belt is not closed, the material pile is not covered, and dust is obvious. The material yard of Guangsha Building Materials Co., Ltd. in Yangqu County, Taiyuan City is not fully covered, and there is dust pollution. The coal piles of Hebi Jinlong Company and Jinbi Coal Industry were not fully covered, and there were no spraying facilities for loading and unloading operations, resulting in heavy pollution; the feeding and transmission device of Shenteng Concrete Industry Co., Ltd. was not completely closed, and the spraying device of the material storage warehouse was partially damaged.
In addition, some local governments still do not act or act slowly. The Urban Management Bureau of Longyao County, Xingtai City, did not strictly supervise road sweeping, watering and other work, and lacked supervision of the companies entrusted to operate. The Taiyuan Municipal Administration for Industry and Commerce has deployed but not implemented the supervision of coal dealers in its jurisdiction, and cannot provide a list of coal-related enterprises.
The Pu County Government of Linfen City clearly stated that all coal-fired boilers and tea bath furnaces with a capacity of 10 tons or less in the built-up area will be eliminated in 2016, but there are still 18 commercial boilers and tea bath furnaces that have not been eliminated. Dezhou City has made it clear that coal-fired boilers of 10 tons or less within the coverage of the centralized heating network should be shut down by the end of October 2016, but the Xingdong Subdistrict Office arbitrarily postponed the elimination of two small coal-fired boilers in the "Zaishui Yifang Bathhouse" to the end of October 2017.
Hebi City requires that the removal of coal-fired boilers of 10 tons of steam or less must be done by "moving the main body, removing the chimney, and cutting off all connecting pipes and lines", but on-site inspections found that 9 boilers with a total of 34 tons of steam had not been removed and could be put into production with simple repairs.
