Minister of Environmental Protection Li Ganjie attended the meeting and delivered a speech. He stressed the need to resolutely promote the implementation of the Reform Implementation Plan with iron determination and iron means, and effectively safeguard the national ecological environment security and people's health.

Li Ganjie pointed out that in April 2017, the Central Leading Group for Comprehensively Deepening Reform reviewed and adopted the Reform Implementation Plan at the 34th session, and the State Office issued it in July. This is a major reform decision and deployment made by the CPC Central Committee and The State Council, an important task to implement the new development concept, an effective means to improve environmental quality, an inevitable requirement to protect the health of the people, and a powerful starting point to improve the level of solid waste recycling in China. It is of great significance to promoting the formation of a green development mode and lifestyle, and improving the level of ecological civilization construction.

Li Ganjie stressed that banning the entry of foreign garbage to promote the reform of the solid waste import management system involves a wide range, time is tight, the task is heavy and difficult. From the current situation of solid waste imports, to ensure that solid waste imports decline year-on-year, the pressure is still great, the situation is not optimistic. According to the special action carried out by the Ministry of Environmental Protection to crack down on environmental violations in the processing and utilization industry of imported waste, the proportion of enterprises violating the law is as high as 60%. All regions and departments should improve their political position, be sure to attach great importance to it, strengthen coordination and cooperation, and pay close attention to the implementation of tasks.

First, we will strengthen oversight over the whole process. We will make full use of the results of the special action to crack down on environmental violations and the information provided by relevant departments on illegal enterprises, and cancel or revoke a number of solid waste import licenses. We will promptly issue the Standards for Environmental Protection and Control of Imported Solid Waste that can be used as Raw Materials and the Regulations on Environmental Protection and Management of Imported Waste Paper, and improve the solid waste import license system. In accordance with the division of functions and their respective duties, all departments have further strengthened supervision, focusing on investigating and dealing with illegal acts such as inverted certificates, improving the mechanism for sharing law enforcement information, and forming a coordinated supervision force among departments. We will clean up and rectify recycling industries such as electronic waste, waste tires, waste plastics, waste clothes, and the dismantling of waste household appliances.

Second, we will maintain high pressure in law enforcement. We will propose revisions to the Law on the Prevention and Control of Environmental Pollution by Solid Waste and other laws and regulations at an appropriate time, and raise penalties for smuggling foreign garbage and illegally importing solid waste. We will consolidate the effectiveness of special actions to crack down on environmental violations, strengthen inspections, and promptly report to those who refuse to stop production or resume production without authorization after being ordered to stop production for rectification, or who commit the same illegal act after the decision to stop production for rectification has been lifted. It has organized "flight inspection", dealt with illegal enterprises seriously and expeditiously in accordance with the law, launched "double investigation of one case", and seriously investigated the responsibilities of relevant personnel.

Third, we ensured smooth and orderly progress. All provinces (autonomous regions and municipalities directly under the central government) need to make comprehensive use of existing laws, regulations, policies and measures in light of local conditions, target regions and industries that may be affected, formulate work plans during the industrial transformation period, ensure the re-employment of relevant employees, effectively maintain social stability, and ensure the smooth progress of policy adjustment and reform.

Fourth, strengthen publicity and guidance. We comprehensively and accurately publicized the significance of the introduction of the Reform Implementation Plan, thoroughly interpreted the goals, tasks and main contents, and guided local governments to effectively implement reform measures. We will use accompanying reports and other means to publicize China's positive achievements in solid waste import management and combating the smuggling of foreign garbage, increase the exposure of typical cases of illegal and criminal activities, demonstrate our strong determination to crack down on illegal activities, and create a good environment for law enforcement. It will publicize the achievements of strengthening China's waste recycling and utilization management and garbage sorting, and continuously improving the level of harmless resource utilization of solid waste, and encourage the whole society to participate in supporting environmental protection and resource conservation.
