In terms of promoting "express delivery to villages", last year Liaoning Province issued the "Implementation Plan for Accelerating the Construction of Rural Delivery Logistics System in Liaoning Province", and 12 cities issued landing policies, forming a provincial and municipal policy system. Express delivery service coverage reached 100 percent in established villages, and "Postal and Express cooperation" covered 4,992 villages, with a coverage rate of 45.33 percent. This year, Liaoning Province continued to deepen the cooperation between express mail and postal delivery, strengthened the construction of "one bit and more energy" village-level comprehensive service stations for delivery logistics, promoted the integration of postal delivery resources in the province, and deepened the integrated development of "passenger, freight and postal" in rural areas.

In terms of continuing to promote the green development of the industry, last year Liaoning Province purchased and used 93% of packaging materials that met the standards, 94% of standardized packaging operations, 320,000 recycling express boxes, and 23 million recycled corrugated boxes. This year, Liaoning Province will continue to further promote the treatment of plastic pollution and excessive packaging in the industry, urge all localities to carry out the pilot of green outlets and green distribution centers, and steadily increase the proportion of recyclable express packaging applications.
