Opinions on Accelerating the Construction of a Waste Recycling System
Beijing, Feb. 9 (Xinhua) -- A few days ago, The General Office of the State Council issued the Opinions on accelerating the construction of a waste recycling system (hereinafter referred to as the Opinions). Innovation-driven, quality and efficiency improvement, government guidance and market-led principles, follow the concept of circular economy of reduction, reuse and resource utilization, aim to improve the efficiency of resource utilization, take waste fine management, effective recycling and efficient utilization as the path, cover all fields of production and life, develop resource recycling industry, improve incentive and restraint mechanism, Accelerate the establishment of a comprehensive, efficient and orderly waste recycling system to lay a green and low-carbon foundation for high-quality development and help build a beautiful China in an all-round way.
The Opinions propose that by 2025, a waste recycling system covering all fields and links will be initially established. The annual utilization of bulk solid waste such as tailings, fly ash, coal gangue, smelting slag, industrial by-product gypsum, construction waste and straw will reach 4 billion tons, and the comprehensive utilization rate of new bulk solid waste will reach 60%. The annual utilization of major renewable resources such as scrap steel, copper, aluminum, lead, zinc, waste paper, plastic, rubber and glass reached 450 million tons. The annual output value of the resource recycling industry reached 5 trillion yuan. By 2030, a comprehensive, efficient and orderly waste recycling system will be established, and the overall level of waste recycling will rank among the highest in the world.
The Opinions have clarified policies and measures in five areas. First, we will promote the fine management and effective recycling of waste. We will take targeted measures according to different sources of waste, strengthen the fine management of industrial waste, improve the collection system of agricultural waste, and promote the classification and recycling of social waste. Second, we will raise the level of recycling and reuse of waste. We will implement policies based on different ways of using waste, strengthen the comprehensive utilization of bulk solid waste, make more efficient use of renewable resources, guide the facilitation and standardization of second-hand commodity trading, promote the remanufacturing of used equipment, promote the energy use of waste, and promote resource-recycling production. Third, we will strengthen the recycling of key waste. Taking into account factors such as the value of waste resources, social attention, and the difficulty of recycling, we will make arrangements for the recycling of key waste, strengthen the recycling of used power batteries, strengthen the recycling of low-value recyclables, and explore new waste recycling paths. Fourth, we will foster and strengthen the resource recycling industry. We will promote the development of industrial clusters, cultivate key enterprises in these industries, and guide their standardized development. Fifth, we will improve policy mechanisms. Focus on the blocking points of policies and mechanisms, and improve supporting policies and land use guarantee mechanisms, scientific and technological innovation mechanisms, and mechanisms for promoting and applying recycled materials.
The Opinions require all relevant departments in all regions to strengthen organizational leadership, improve working mechanisms, refine targets and tasks, and ensure that all policies and measures and key tasks are effective; Do a good job of publicity and guidance, vigorously publicize the importance of waste recycling, relevant policies and measures, and create a good social atmosphere; Strengthen international cooperation, actively participate in the setting of issues in the field of international circular economy, and deepen bilateral and multilateral cooperation.
