Set sail for the future in Nansha, Greater Bay Area

In June 2022, the State Council issued the "Overall Plan for Deepening Comprehensive Cooperation between Guangdong, Hong Kong and Macao in Guangzhou Nansha Facing the World" (hereinafter referred to as the "Nansha Plan"), proposing to accelerate the promotion of Guangzhou Nansha to deepen the comprehensive cooperation between Guangdong, Hong Kong and Macao, and build it into a major strategic platform based in the Bay Area, coordinated with Hong Kong and Macao, and facing the world, so as to better play a leading and driving role in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

On the coast of the South China Sea, the wind is strong and the tide is surging. Carrying a new mission, Nansha rises with the wind and breaks through the waves, and is sailing on a new journey to realize the grand blueprint.

Joint innovation in science and technology between Guangdong, Hong Kong and Macao, joint law firms between Guangdong, Hong Kong and Macao, and cooperation in youth entrepreneurship and employment...Nansha continues to deepen the comprehensive cooperation between Guangdong, Hong Kong and Macao. On this hot land, there are active builders who are full of longing and confidence in the future development of the Guangdong-Hong Kong-Macao Greater Bay Area. Their struggle stories are a vivid epitome of the continuous transformation of the "Nansha Plan" into a beautiful reality.

The Hong Kong University of Science and Technology Fok Ying Tung Research Institute helps Guangdong, Hong Kong and Macao to jointly innovate science and technology--

The Greater Bay Area accelerates scientific and technological innovation

"No supermarkets, no taxis, no buses, only endless banana trees"-speaking of his first impression of Guangzhou Nansha many years ago, Gao Min spoke with some humor.

In 2007, the Hong Kong University of Science and Technology Fok Ying Tung Research Institute (hereinafter referred to as the "Research Institute"), funded by the Fok Ying Tung Foundation, settled in Guangzhou Nansha. It was in this year that Gao Min, who worked as a research assistant at the Hong Kong University of Science and Technology, came to Nansha with the professor's project at the Research Institute.

"I came here with an entrepreneurial mindset, but I didn't expect to work here for more than 10 years." Today, Gao Min is the director of the institute, leading his team to fight on the front line of Guangdong-Hong Kong-Macao joint scientific and technological innovation. "From only a few project proposals back then to now, a complete innovative technology research and development and technology achievement transformation platform has been established. The institute and Nansha have grown together."

Chip packaging reliability analysis and numerical simulation technology, efficient rendering engine for large-scene metaverse, high-precision injection molding production line collaborative control system... Relying on the scientific research and education advantages of the Hong Kong University of Science and Technology, the institute has made "Hong Kong and Macao achievements + Nansha transformation + Bay Area application" a reality, providing key technology breakthroughs and technology optimization and upgrading services for more than 300 companies, universities, etc.

"Optical tweezers can use torque to achieve three-dimensional manipulation, arrangement, screening and mechanical measurement of micro-nano materials such as macromolecules, polymer materials, cells, etc." Lou Kai, the founder of Guangzhou Kaijia Optical Technology Co., Ltd., has selected the "Red Bird High-end Team Special Funding Program" initiated by the institute for his entrepreneurial project. "Nansha has the advantage of connecting Hong Kong and Macao. We are building a global cooperation network with Nansha as the starting point, taking advantage of the Guangdong-Hong Kong-Macao collaborative innovation mechanism, and seizing the opportunity to plan for "going overseas." Lou Kai is full of confidence.

What makes Gao Min and his colleagues even more proud is that the Nansha Branch of the National Supercomputing Guangzhou Center, which is located in the Institute, makes up for the lack of a world-leading high-performance computing platform in Hong Kong.

"Supercomputers are important tools for a great country and an innovation engine for the Greater Bay Area. In the past, if Hong Kong researchers needed supercomputers, they had to copy the data to a hard drive and then send it to the mainland manually, which often took a week or even longer." Gao Min said that the Nansha Branch of the National Supercomputing Guangzhou Center operated by the Institute has opened a dedicated network line to Hong Kong, making it as convenient to use supercomputers in Hong Kong as in the mainland. At present, the Nansha Branch has served more than 200 scientific research user teams in Hong Kong, Macao and overseas, and the total number of supercomputer resources used exceeds 240 million core hours.

Special network opened, funds "crossed the river", teams joined hands...data, funds, talents and other scientific and technological elements in the Guangdong-Hong Kong-Macao Greater Bay Area are accelerating their flow, and the wave of joint scientific and technological innovation is surging forward. "The Greater Bay Area has ushered in a "golden age" of scientific and technological innovation." Gao Min was both happy and urgent. "This brings unlimited opportunities to our scientific researchers. As witnesses, beneficiaries and promoters, we must seize new opportunities and contribute more to the joint scientific and technological innovation of Guangdong, Hong Kong and Macao."

Jinqiao Situ Kuang (Nansha) Joint Law Firm creates a cross-border legal service platform--

Greater Bay Area Lawyers' World

August 16, 2022, has special significance for Macau lawyer Kuang Yuqiu, who has been practicing for nearly 20 years: a case involving a private loan dispute involving Hong Kong that she represented was successfully mediated online by the People's Court of Nansha District, Guangzhou. This also became the first case represented by Macau lawyers after Hong Kong and Macau lawyers were allowed to practice in 9 mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area.

Kuang Yuqiu and four other Hong Kong and Macao lawyers are the first group of lawyers in the Guangdong-Hong Kong-Macao Greater Bay Area who are allowed to practice in nine mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area. From the moment they received the lawyer's practice certificate (Guangdong-Hong Kong-Macao Greater Bay Area) issued by the Guangdong Provincial Department of Justice, their legal careers have opened a new chapter.

More than 20 years ago, when Kuang Yuqiu was still in college, he represented the school to participate in activities to promote the Basic Law of Macao in Beijing, Shanghai and other places. "At that time, I planted the seeds of becoming a legal person in my heart, hoping to provide professional legal services to various industries in Macao." In May 2005, Kuang Yuqiu officially obtained the qualification to practice as a lawyer, and in 2007 he prepared to establish his own law firm. "I didn't expect that one day I would be able to come to the mainland to serve and contribute to the Greater Bay Area with my expertise."

In recent years, with the deepening of the integration and development of Guangdong, Hong Kong and Macao, the market demand for cross-border legal services has also increased. The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area proposes to "deepen the pilot program of Guangdong-Hong Kong-Macao joint law firms." It is the right time to attract professional legal talents from Hong Kong and Macao to participate in the construction of the rule of law in the Greater Bay Area.

Taking advantage of the policy and with expectations for the market, in January 2020, Guangdong Jinqiao Baixin Law Firm, Hong Kong Szeto Wai Sun Law Firm Limited Liability Partnership, and Macau Kuang Yuqiu Law Firm hit it off and jointly funded the establishment of Jinqiao Szeto Kuang (Nansha) Joint Law Firm, becoming the first Guangdong-Hong Kong-Macao tripartite joint law firm in Guangzhou.

"The legal service market in the Greater Bay Area has a special background of "one country, two systems and three legal jurisdictions", and the legal languages used in Guangdong, Hong Kong and Macao are also different. The cooperation of lawyers in the three places can maximize the benefits and achieve win-win cooperation." Huang Zhiyong, director of Jinqiao Szeto Kuang (Nansha) Joint Law Firm, said that Hong Kong lawyers are familiar with common law and Macau lawyers are familiar with the laws of Portuguese-speaking countries and regions, which can provide international and professional cross-border legal services for Chinese companies to "go global".

The Nansha Plan proposes to "perfect the partnership mechanism between mainland and Hong Kong and Macao law firms". It provides a maximum of 5 million yuan in settlement support for Guangdong-Hong Kong-Macao joint law firms, provides a maximum of 2 million yuan in office space subsidies, and establishes a supporting Guangdong-Hong Kong-Macao Greater Bay Area lawyer practice incubation station... Nansha has introduced a series of policy measures to support the Guangdong-Hong Kong-Macao joint law firms to become bigger and stronger. "Guangzhou is one of the core engine cities for the development of the Greater Bay Area. It is a very correct choice for us to settle in Nansha." said Kuang Yuqiu.

"From Macau lawyers to Greater Bay Area lawyers, we have unprecedented broad development space." Kuang Yuqiu especially hopes that young Macau lawyers will broaden their horizons, seize opportunities, and create new horizons in the Greater Bay Area.

The Hong Kong and Macao Youth Wule Service Center supports Hong Kong and Macao youth to integrate into the development of the Greater Bay Area--

The Greater Bay Area Youth is in its prime

A young man who grew up in a public housing estate, traveled through the streets and alleys of Hong Kong regardless of wind and rain-this is the youth time that Sun Hongrui still remembers vividly. In order to supplement the family income, the sensible boy started to go door to door to help people repair computers at a very young age.

The important change in his life happened in 2006. That year, he chose to study at Jinan University, "The tuition fees in the mainland are cheap, and I also want to come to the mainland to have a look." After graduation, he stayed in Guangzhou, "I have done everything", from starting a business to operating cross-border e-commerce, and then to working in the financial industry...After experiencing ups and downs, Sun Hongrui never felt that he had failed, "because the only failure of a person is to give up."

In 2019, the "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" was released, and the Greater Bay Area became a hot word among many Hong Kong and Macao youth. Why not use your own experience to provide some help for Hong Kong and Macao youth to start a business in the Greater Bay Area? Therefore, Sun Hongrui and his friends founded the Guangdong-Hong Kong-Macao (Nansha City) International Youth Entrepreneurship Community to build a platform for Hong Kong and Macao youth to provide entrepreneurial support and share entrepreneurial experience, "wanting to give Hong Kong and Macao youth an additional path to choose from."

Hong Kong youth Chen Zhicheng came to Nansha to start a business under the recommendation of Sun Hongrui. From "folding space smart home" to "sky rail smart charging system", Chen Zhicheng has gone through many detours and won many honors. "Entrepreneurship is "difficult to pass every level", and information, market and capital are all "roadblocks." Chen Zhicheng is particularly grateful to Nansha for providing a low-cost trial and error entrepreneurial platform, "I hope to use my experience to help more Hong Kong and Macao entrepreneurs realize their own value in Nansha."

The "Nansha Plan" proposes to "create a youth entrepreneurship and employment cooperation platform", which makes Hong Kong and Macao youth in Nansha feel excited. Young entrepreneurs such as Sun Hongrui and Chen Zhicheng initiated the establishment of the Wule Service Center for Hong Kong and Macao Youth to provide "Happy Creation, Happy Work, Happy Learning, Happy Travel, and Happy Living" services for Hong Kong and Macao youth who come to Nansha to start businesses and find jobs.

Xiang Xiaoting, founder of Guangzhou Wanren Technology Co., Ltd., is a beneficiary of the Wule Service Center. In 2021, she started a second business in Nansha and established a technology company dedicated to providing intelligent and inclusive hearing aid solutions for people with hearing impairments. "After settling in the Wule Service Center, the center matched us with entrepreneurial mentors and provided an entrepreneurial base, allowing us to develop in Nansha with peace of mind." Soon after starting, Xiang Xiaoting led the team to win many awards in competitions such as the Guangdong "Zhongchuang Cup" Entrepreneurship and Innovation Competition and the Hong Kong University of Science and Technology Million Prize (International) Entrepreneurship Competition.

Dare to venture into the Greater Bay Area, the world is wider. From Hong Kong youth to Greater Bay Area youth, Sun Hongrui lamented that the biggest change is that there are more opportunities to try and fail, and there is a bigger stage for development. "The Greater Bay Area is a gathering place for innovation and entrepreneurship. This is a rare opportunity. Young people should give it a try if they are ready!" Sun Hongrui often tells his friends.
