Enterprises reflect that the fund issuance cycle is longer
According to the implementation of the "Waste Electrical and electronic products disposal fund collection and use management Measures" (hereinafter referred to as the "Measures") in 2012, the state gives subsidies to waste electrical and electronic products recycling.
In March this year, on the basis of "four machines and one brain", 9 kinds of products such as mobile phones and water heaters were also included in the scope of fund subsidies, thus, the types of products that can be subsidized increased to 14 kinds. However, the industry said that the state has not yet issued a policy to specify the specific amount of subsidies for the nine new products.
In terms of the release time of the fund, a number of dismantling enterprises reflect a long release cycle.
"The fund was initially one quarter, and then extended to two or three quarters, one year, and nearly two years," Chen Pingli said, adding that enterprises had lost their "hematopoietic function" and could only borrow from banks to obtain working capital and pay high interest.
He said that now many companies are limiting the amount of dismantling, otherwise it can not operate normally, "everyone is very difficult, just who is stronger, who can hold a little longer."

Expert: The fund policy needs to be further adjusted
The issuance of fund subsidies should follow the process stipulated in the Measures. After the application of enterprises, the provincial environmental protection authorities will review and report to the Ministry of Environmental Protection. After verification by the ministry of Environmental Protection, it is submitted to the Ministry of Finance, which finally disburses the funds.
"Some enterprises in the declaration of a year, or even two years after did not get subsidies, because different provinces to declare the time is different, and the Ministry of Environmental Protection to carry out unified publicity in batches, so the declaration of early enterprises need to wait for a longer time," Tian Hui explained that from the Ministry of Environmental Protection audit publicity to the Ministry of Finance funding, the process also takes time.
She said that the imbalance between the amount of the fund and the amount of subsidies is also the reason for the long period of issuance. At present, the operation of the fund adopts the method of "producers pay money, dismantners get subsidies". The sales volume of "four machines and one brain" has not changed much, but the number of dismantdowns has reached more than 70 million units a year. "The amount of subsidies required for dismantling is large, and if all are issued down, the fund pool will be affected."
How can the above problems be solved? Tian Hui said that the fund policy needs to be further adjusted, and the pilot work of extending producer responsibility for electrical and electronic products launched by the Ministry of Industry and Information Technology in 2015 has provided support for the adjustment.
It is understood that the core of the extended producer responsibility system is to guide product producers to assume the responsibility of recycling and resource utilization after product waste, encourage producers to promote product source control and green production, so as to maximize resource utilization efficiency in the whole life cycle of the product.
