GB/T27589-2011 "paper lunch box", GB/T27590-2011 "paper cup", GB/T27591-2011 "paper bowl" and other three national standards officially implemented on June 1, of which the new standard for paper cups put forward the printing position requirements for the first time, That is, "the mouth of the cup should not be printed within 15 mm from the body of the cup and the bottom of the cup should not be within 10 mm from the body of the cup." The results of a survey released by the International Food Packaging Association show that only one of the paper cup products collected in Beijing, Shanghai, Zhejiang, Guangdong and other regions is printed according to the new standard.

The survey results show that at present, food paper products manufacturers more than the implementation of QB/T2898-2007 "table paper products", QB2294-2006 "paper cup" and other industry standards, the implementation of new standards are few products, and even the implementation of wrong standards. For example, in a supermarket in Beijing, a paper "disposable fast food box" marked by the implementation of the standard is GB18006.1-2009 "plastic disposable tableware general technical requirements", there are two products marked by the implementation of the standard is GB18006.1-1999 "disposable degradable tableware general technical conditions"; The scope of application of the former is "disposable tableware made of various thermoplastic materials", which is not applicable to paper products, and the latter is a standard that has long been obsolete.

Even compared with industry standards, the results of this survey showed that 11 of the 25 paper cup samples surveyed had substandard body stiffness; At the same time, many product identification information is not up to standard, such as some products mark the capacity unit ounce rather than milliliters, some only mark the capacity without marking the product quality grade and other information, some products even the implementation of the standard number are marked wrong.

The survey results also show that in the 36 samples investigated, such as double-layer instant noodles buckets and milk tea cups, most of the fluorescent substances in the outer layer do not meet the food paper standards. The outer fluorescent substances exceed the standard, may be the use of non-food grade paper or even waste paper, harmful substances may enter the human body through the mouth, skin and other ways, may also infiltrate into the food, long-term accumulation will have an impact on health.

Dong Jinshi, Secretary general of the International Food Packaging Association, said that because the paper product standards do not have clear requirements for the outer layer of double-layer paper, many quality testing institutions in China can only detect the fluorescent substance content of the inner layer of paper in direct contact with food, but can not detect the outer layer of paper, or can detect the content but can not determine the test results. Resulting in the use of non-food grade paper on the outer layer of some products, but the overall test result of the product may be qualified paradox phenomenon; It is suggested that the relevant departments of the state as soon as possible to clarify the quality of the inner and outer layers of double-layer paper index requirements, while clarifying the relationship between the national recommended standards and industry standards of paper products, to facilitate the production and testing supervision of enterprises.
