2017 is destined to be an extraordinary year for Zhangqiu District, Jinan City, Shandong Province. The old railway station railway heritage park is about to be completed, and a number of urban repair projects that preserve the remains of old factories and expand the space of cultural and creative industries, such as the Jigang Refractory Factory, the old towel factory, and the railway overhaul factory, have been implemented one after another... Together, they constitute a vivid scene of Zhangqiu's construction of ecological civilization and promotion of urban transformation.

"We must adhere to the concept of "Green water and green mountains are gold and silver mountains", take the implementation of the "four major improvement projects" of transportation, ecology, industry, and towns as the starting point, follow the functional area positioning of protecting the beautiful mountains and waters in the south, highlighting the characteristics of the Spring City in the middle, and creating rural scenery in the north, promote urban transformation through ecological restoration and urban repair, and make Zhangqiu's sky bluer, water clearer, land greener, and scenery more beautiful." Liu Tiandong, secretary of the Zhangqiu District Party Committee, said when coordinating the layout in early 2017.

Do enough to "add green, get close to water, and get close to mountains"

In order to protect green mountains and clear waters, Zhangqiu District has established an ecological improvement project command led by the District People's Congress, taking ecological civilization construction as the content of the "four major improvement projects" that run through transportation, ecology, industry, and towns, and doing enough to "add green, get close to water, and get close to mountains".

The performance assessment of cadres is based on the "ecological report card", and the "ecological score" accounts for a larger proportion. With a view to strengthening the ecological concept, Zhangqiu District organizes party members and cadres to Hangzhou and other advanced regions in batches to learn advanced concepts, experience and practices, and accelerate the transformation of concepts and knowledge updating. Differentiated assessments are implemented for towns and streets. Zhangqiu does not judge heroes by GDP for towns and streets with heavy ecological protection tasks such as Duozhuang and Baiyun Lake, but increases the assessment weight of ecological environment protection.

A series of institutional systems that force cadres to pay attention to ecological civilization have made the concept of ecological civilization permeate every link of the decision-making of the Party Committee and the government, becoming a guarantee for Zhangqiu to promote urban transformation.

Ecological restoration has become a "keyword"

Zhangqiu has abundant mountain springs, rivers and lakes. In order to transform ecological advantages into core competitiveness, Zhangqiu has made great efforts in mountain construction. Relying on the mountains in the city and the visible mountains in the suburbs, it has built more than 10 urban parks and suburban parks such as Taohuashan Park and Longpanshan Park, with an average public green area of 19.45 square meters per person, and completed the greening of more than 7,000 acres of barren mountains; it has made great efforts in road construction, and continued to improve the greening of important roads and important highway nodes in the territory to high standards, invested more than 400 million yuan, and implemented 58 key greening projects such as Zhanglai Road, with a greening area of more than 1 million square meters. The urban greening landscape of "blooming flowers in spring, rich shade in summer, gorgeous colors in autumn, and verdant scenery in winter" is spread between mountains and rivers. This national garden city is improving its appearance and temperament with a bright posture.

Zhangqiu is known as the "Little Spring City". Focusing on the regional water veins, Zhangqiu has launched the construction of the spring ecological and cultural landmark area, planned and built an ecological historical and cultural block in the Mingshui Old Town, implemented the two-in-three and cage-changing in the Zheshan area, and implemented ecological transformation in the Xiujiang River area, realizing the flow of people and boats in transportation, the solemn village buildings, the shining agriculture and commerce in industry, the fragrance of rice and lotus in ecology, and the integration of ancient and modern culture. Focusing on protecting and using springs, pipelines are laid from Baiyun Lake to Mingshui City, and guest water from the Yangtze River and the Yellow River is brought into the city, which not only ensures the continuous flow of water landscape, but also ensures the lasting and sufficient water for life.

As the largest natural wetland in Jinan, Baiyun Lake used to be silted up, garbage was everywhere, and the water body was seriously polluted. On the basis of the continuous elimination of waste plastic business operators and comprehensive remediation in the past few years, Zhangqiu implemented the Baiyun Lake dredging and fishery withdrawal and wetland restoration project in 2017, restoring nearly 7,000 mu of wetland area, connecting Donghu Reservoir and Baiyun Reservoir in series, and making the "three lakes" wetland surface reach 35,000 mu.

Ecological concept accelerates kinetic energy conversion

Focusing on "demolition of illegal buildings and temporary buildings, renovation of shanty towns and old buildings", we implemented green construction and green corridor construction. Zhangqiu has demolished more than 210,000 illegal buildings and 5 million square meters of various types, and 683 green constructions and 720,000 square meters of green construction. All demolition tasks were completed ahead of schedule, ranking first in Jinan in terms of time, quantity and area, creating the "Zhangqiu speed". The district implemented 24 shanty town renovation and old building renovation projects, involving 13,604 households and 2.85 million square meters, and provincial and municipal projects started construction of 5,384 resettlement houses and 1.5 million square meters. At the same time, the district cleared 8 idle and inefficient land-using enterprises, freed up 1,380 mu of land, banned 1,549 "scattered, disorderly and polluting" enterprises, 713 breeding farms (households) in prohibited breeding areas, and shut down 617 stone business operators and 22 lime kilns.

In order to speed up the transformation of old and new kinetic energy with the concept of ecological environmental protection, Zhangqiu cooperated with Chen Xianghong's team in Wuzhen and invested 20 billion yuan to build Mingshui Ancient City; and cooperated with OCT Group to invest 50 billion yuan to build a modern new city with international vision and waterfront characteristics in the 40-mile landscape belt of Xiuyuan River. The dual-core engine of "one east and one west, one static and one dynamic, one ancient and one new, one spring and one river" has become a new highlight in the construction of ecological civilization. "The beautiful ecological environment has become Zhangqiu's new business card, injecting a steady stream of power into accelerating the transformation of old and new kinetic energy."
