There are problems of illegal development and utilization of uninhabited islands in the waters of Pingtan, Fujian Province
In December 2023, the First ecological and Environmental Protection Supervision Group of the CPC Central Committee inspected Fujian Province and found that the protection of uninhabited islands in Pingtan Comprehensive Experimental Zone was ineffective, the problem of illegal development was prominent, and the island ecology was damaged.
1. Basic information
Island Protection Law stipulates that the status quo of uninhabited islands used without approval shall be maintained; It is prohibited to quarry stones, dig sea sand, cut trees and carry out production, construction, tourism and other activities. The inspectors found that illegal development and utilization of uninhabited islands in Pingtan Comprehensive Experimental zone were frequent.

it is illegal to a development and construction. Pingtan Comprehensive Experimental Zone implemented the development of Lantau Island in 2015 without obtaining the right to use the island. Buildings such as the base housing and supporting facilities have been built successively, and facilities such as a 1,000-ton pier, a walkway around the island and an observation platform have been built.
In 2015, Pingtan Baiqing Toyota related projects connected the uninhabited islands Hongchaiweng Reef and Nanao Tsai Island, and the seawall connecting the islands changed the natural properties of the uninhabited islands.

Pingtan Comprehensive Experimental Zone Dashayu illegally levelled more than 10 mu of land in 2018, and the relevant local departments did not track and supervise the site in place. In July 2020, illegal quarries occurred on the island again. The ecology of the island was seriously damaged.

Second, unauthorized reclamation destroyed the ecology of uninhabited islands. The inspector found that some reclamation activities seriously changed the shape of the island and even led to the loss of the island. Lunan Village, Zhonglou Township, Pingtan Comprehensive Experimental Zone, and other reclamation activities have been carried out around the uninhabited island of Dajiyu, with a reclamation area of 3.38 hectares. Dajiyu Island has been basically enclosed by reclamation projects, and the natural shoreline of the island has completely disappeared. At the same time, the island has also been illegally occupied to build roads, houses and other facilities, covering an area of 10,636 square meters. The form of Dajiyu Island has changed fundamentally, and the natural habitat on the island has been lost. In addition, there are still open ship maintenance sites in the reclamation area in the northern part of the island, and plastic foam and other solid wastes are discarded at will, polluting the environment. Inspectors found that five uninhabited islands, including Benlian Yu and Cha Tsai Tau Island in the Pingtan Comprehensive Experimental Area, had been lost as a result of reclamation.

Third, illegal tourism activities on uninhabited islands were carried out. The inspector found that the phenomenon of illegal organization of uninhabited island tourism in Pingtan Comprehensive Experimental Zone occurred from time to time, causing damage to the ecological environment of the island to a certain extent.
In addition, in 2018, houses and related tourism supporting facilities were illegally built on Dongjia Island of Pingtan Comprehensive Experimental Zone to carry out tourism activities.

< 3. Cause analysis
Pingtan Comprehensive Experimental Area did not have adequate understanding of the importance of ecological environment protection on uninhabited islands. The relevant departments' supervision and law enforcement are weak, the problem of illegal development and utilization is prominent, and the island ecosystem is facing serious threats.
The inspection team will further investigate and verify the relevant situation, and do follow-up supervision work as required.
