On April 18, at the 2019 Hunan-Guangdong-Hong Kong-Macao Greater Bay Area Investment and Trade Negotiation Week¡¤Hunan (Hong Kong) Intelligent Manufacturing Project Promotion Conference held in Hong Kong, Changsha Wangcheng Economic Development Zone signed a project with Huizhou Desay Battery Co., Ltd. and Dongguan Best Hot Runner Technology Co., Ltd., marking the official settlement of two major intelligent manufacturing projects, Desay Battery Wangcheng Intelligent Manufacturing Industrial Park and Best Hot Runner Changsha Intelligent Manufacturing Industrial Park.

Since 2016, Changsha Wangcheng District has attracted 15 Fortune 500 companies to settle in, 28 listed companies and 4 new third board companies were born here. Wangcheng District has created a Wangcheng speed of settling, starting and putting into production one after another with precise, meticulous and careful services, park-enterprise cooperation, and government-enterprise interaction.

Project Miracle

On April 30, the production plant and power station of the Phase II project of Flextronics Changsha Intelligent Manufacturing Industrial Park successfully passed the pre-acceptance of completion, and the largest electronic plant in Hunan Province was successfully delivered. The project took only 6 months from the start of construction to delivery.

Xiao Yi, deputy director of the Management Committee of Wangcheng Economic Development Zone, introduced that the Flextronics project is a major industrial chain construction project of "Five 100s" in Hunan Province. It is jointly built by Flextronics, Huawei and China Construction, three Fortune 500 companies. It is the first intelligent manufacturing production base deployed by Flextronics in central China. It is a world-class smart factory built according to the German Industry 4.0 standard. After the project is fully completed, it will produce 150 million smart phones, smart terminal power supplies, network and consumer electronic products annually, with an estimated annual output value of more than 30 billion yuan, annual tax revenue of more than 150 million yuan, and employment of more than 16,000 people.

The Wangcheng Smart Manufacturing Industrial Park jointly built by Flextronics and Huawei will realize "Huawei mobile phones made in Wangcheng", which is a key step for the district to build a 100 billion-level smart manufacturing industry. During the construction of the previous phase of the project, due to the project being located in a high-fill area, the geological conditions at the construction site were complex, the pile foundation holes collapsed seriously, and the continuous high temperature and hot weather, 15 days had passed, and the daily output of 20 rotary drilling rigs was only 30. Wangcheng District immediately organized experts from the design institute to conduct actual geological surveys. In less than a week, the output increased significantly, reaching 260 piles per day. The project completed the engineering miracle of 6,489 piles in just 52 days.

Not only Flextronics, but also Wangcheng's speed has been constantly refreshed from project approval to groundbreaking, and from groundbreaking to production: 48 days for COFCO Coca-Cola Central China Plant from project signing to groundbreaking; 7 months for CITIC Dicastal Southern Intelligent Manufacturing Industrial Park from groundbreaking to production and operation...

In addition, the district has taken the "delegation, regulation and service" reform as a starting point, and for the administrative approval of investment and construction projects, it has adopted the principle of "one-stop service, full-process agency, joint pre-examination, and centralized approval", and launched the path of "one-window acceptance, one set of information, data replacement, and process reengineering", striving to create a district and county with the least administrative approval items, the highest efficiency, the lowest cost, and the most transparent process in the central region.

Business environment

"It was originally estimated that it would take two years to build one factory, but unexpectedly, three factories were built in two years." Li Yudong, assistant to the general manager of Changsha Dicastal Technology Co., Ltd., witnessed the construction of CITIC Dicastal Southern Intelligent Manufacturing Industrial Park from groundbreaking to initial scale, and praised the business environment of Wangcheng District. He said: "The biggest feeling I get from the local government is that it is more willing to take the initiative to provide services and is more efficient."

A good business environment has gradually become the golden signboard for Wangcheng to promote high-quality development. In 2018, Wangcheng District's fiscal revenue increased by 12.5%, high-tech output value increased by 29%, patent applications increased by 40%, and 8,221 new commercial entities were added.

With a large number of projects coming one after another, the shortage of workers has become the number one problem plaguing enterprises. To solve this urgent problem, Wangcheng District has set up recruitment teams in various streets and towns, and stationed recruitment teams in nine counties including Xupu, Longshan, Xiangyin and Pingjiang. On the other hand, it has adopted the approach of "enterprise-led, government-supported, and vocational school-participated" to create an integrated human resources service platform of "recruitment, training and delivery", set up recruitment points in vocational schools and human resources markets, and broadcast recruitment information through various media to support enterprises in solving employment problems.

In order to get closer to enterprises and help solve practical problems, Wangcheng has also explored and established a "face-to-face tea talk" mechanism, organizing district leaders and relevant enterprises with four major industrial clusters as the main body and representatives of non-party members in phases and batches to solve problems, come up with ideas, and explore the co-construction and sharing of "close" and "clean" relationships in a relaxed "tea talk" way. At the same time, the district has also introduced a guarantee mechanism and a fault-tolerant and error-correcting mechanism for cadres to take responsibility, so that normal exchanges between government and business can be "lightly equipped".

Hundred-billion-dollar industry

Recently, relevant leaders of Huawei led some core suppliers to visit Wangcheng Economic Development Zone, kicking off the industrial chain investment promotion. Focusing on the Flextronics Changsha project, Wangcheng Economic Development Zone is planning a 5.28 square kilometer smart terminal industrial park to introduce core module enterprises of the industrial chain to settle in; at the same time, the park's standard factory buildings will be integrated to undertake the settlement of electronic components, package accessories, injection molding, molds and other enterprises in the industrial chain. So far, six projects have been introduced, including Huawei's first-tier supplier Desay Battery, and more than 30 projects are being closely followed.

The Desay Battery Wangcheng Intelligent Manufacturing Industrial Park project, signed on April 18, has a total investment of 300 million yuan and is invested and constructed by Huizhou Desay Battery Co., Ltd., mainly to build a production base for smart terminal lithium battery modules. After the project is fully put into production, it is expected to have about 2,400 employees, an annual production capacity of about 100 million lithium batteries, an annual operating income of 4 billion yuan, and more than 100 million yuan in taxes.

The total investment of Best Hot Runner Changsha Intelligent Manufacturing Industrial Park is 100 million yuan, and it is invested and constructed by Dongguan Best Hot Runner Technology Co., Ltd. After the project reaches full production, the annual operating income can reach 300 million yuan, and the tax paid can reach 10 million yuan.

"During our many inspections and docking, we were deeply moved by Wangcheng's full sincerity in attracting investment, professional and efficient government services, contract performance capabilities that keep their promises, and passion for doing things and starting businesses. In particular, Flextronics, an industrial chain partner, officially settled in Wangcheng on January 29 last year and started construction in two and a half months. It took only 86 days from the start of construction to the first mobile phone coming off the assembly line, creating an amazing "Wangcheng speed". The ability of enterprises to invest in building factories to achieve such a fast speed is precisely due to the efficient and pragmatic services of local governments." Hu Qiang, director of the management center of Huizhou Desay Battery Co., Ltd., said that Desay Battery will be designed in accordance with the industry's first-class standards, promote intelligent, dual-type and benchmark construction, and attract high-quality projects in the industrial chain to gather in Wangcheng, helping Changsha become a highland of a 100 billion industrial cluster of mobile phone smart terminals.
