It is understood that at present, among the common disposable non-degradable plastic products, when people use plastic bags almost every day, the largest use. Therefore, many people are concerned about: disposable non-degradable plastic bags are completely banned, what should be used instead?

In fact, the "plastic limit order" restricting the use of disposable non-degradable plastic bags has been implemented in Hainan for more than ten years. According to statistics, the use of plastic bags in large supermarkets has been reduced by about two-thirds in recent years, but it has little effect on farmers' markets. In this regard, the plan makes it clear that Hainan will establish and improve the provincial local regulations and standards system prohibiting the production, sale and use of disposable non-degradable plastic products by the end of this year, improve the supervision and law enforcement system, and form the supply capacity of alternative products. "Now there is no Chinese standard for full biodegradable products, and there are no relevant standards in other provinces, so Hainan should innovate and make the first local standard for full biodegradable products in a real sense." According to the current market, the cost of biodegradable plastic bags is two to three times that of traditional plastic bags, said Deng Xiaogang, director of the Hainan provincial Department of Ecology and Environment. With the rollout of the whole biodegradable plastic industry, the cost will be significantly reduced when the supply increases. During the transition period, the government will study incentives or subsidies.

Deng said Hainan will set up an industry guidance fund to support small and medium-sized innovative enterprises in the biodegradation industry; Establish a demonstration base for the whole biodegradable plastics industry, organize the formulation of industrial development plans, introduce advanced enterprises to cooperate with local enterprises, and form the production capacity of disposable biodegradable plastic products in the island, so as to cultivate a good industrial and market environment, fully market supply, and provide alternative products that everyone is willing to accept. A total ban on disposable plastic bags within the island, but what about those from outside the island? In this regard, the "plan" is clear that Hainan will strengthen the closed-loop management of market supervision and law enforcement, and strictly regulate the production access and supervision of disposable non-degradable plastic products. By the end of 2020, we will completely eliminate and shut down disposable non-degradable plastic products manufacturers listed in the banned plastic list. At the same time, it will strengthen the management of ports and non-customs places, and prohibit the entry of disposable non-degradable plastic products from outside the province according to law.

For disposable plastic standard packaging such as beverage bottles and shampoo bottles that can not be replaced in the short term, it is proposed in the "Plan" to implement the extended system of producer responsibility, adopt the internationally widely implemented deposit recovery system, build a recovery system for recycling, and improve the efficiency of resource recycling. Through the way of deposit rollback, guide and drive the recycling of disposable plastic standard packaging, and strive to solve the problem of the "last kilometer" of the recycling system.
